The project name was later changed to Stafford Place. Sections 2 & 3 were both shown on the same set of Civil Construction Plans with a delineation line between the sections. However the plats were shown as two separate plats. Section 2 was assigned Docket Number 08080001 SP for 28 lots and Section 3 was assigned Docket Number 08080002 SP for 18 lots. Both projects went through the TAC process and were approved for construction. Only Section 2 was constructed at the time of approval. Some mass earthwork was completed for Section 3 but no infrastructure was installed for that section. Due to the length of time that has elapsed since the original approval, the Department of Community Services has recommended that we submit the plat to the TAC members to see if you have any comments. This project will NOT be placed on the TAC agenda and it is our responsibility to work with each TAC member on their approval. The only changes that have occurred on the civil construction plans since the original submittal is that they have been updated to include the Section 2 as-built information and Section 2 is shown as existing. Title blocks and dates have been updated to show Section 3 by itself with current dates. The original plans showed a Building Setback Line at 35 feet. The current plans and plat show it at 25 feet which is allowed. The design is exactly the same as previously submitted. Hopefully this review will be only a refresher since all design information is the same as previously approved in 2008. One thing I noticed is that the landscape plans(L1.02),which require the mandated tree preservation in the bufferyards, do not match the Mass Grading Stormwater Phase plans(C1.02)`in terms of protecting the tree line. On C1.02 in 2. where it says"Install silt fencing along property lines and tree protection/safety fencing as shown on this sheet,"there is nothing shown on the plan. On C102-4, the silt fence needs to be installed within the tree protection fencing which needs to be placed on the 10'landscape easement that is to be protected. The tree protection area shall not be graded or temporally seeded, but avoided with heavy equipment. Since the IDEM Sanitary Sewer approval was for both Sections 2 &3, the original permit is still valid because the Section 2 construction was started at the time of the original application. The original Rule 5 NOI is valid until March 2014. If all of the homes are not constructed by then, an extension to the original permit will need to be submitted. There were three structures that a waiver was requested due to the lack of cover. Two structures were in Section 2 and one was in Section 3 (Structure #608). The waivers were granted for these requests. However, it has come to our attention during our review of the enclosed Section 3 plans that one additional structure should have been requested at that time. The project name was later changed to Stafford Place. Sections 2 & 3 were both shown on the same set of Civil Construction Plans with a delineation line between the sections. However the plats were shown as two separate plats. Section 2 was assigned Docket Number 08080001 SP for 28 lots and Section 3 was assigned Docket Number 08080002 SP for 18 lots. Both projects went through the TAC process and were approved for construction. Only Section 2 was constructed at the time of approval. Some mass earthwork was completed for Section 3 but no infrastructure was installed for that section. The project name was later changed to Stafford Place. Sections 2 & 3 were both shown on the same set of Civil Construction Plans with a delineation line between the sections. However the plats were shown as two separate plats. Section 2 was assigned Docket Number 08080001 SP for 28 lots and Section 3 was assigned Docket Number 08080002 SP for 18 lots. Both projects went through the TAC process and were approved for construction. Only Section 2 was constructed at the time of approval. Some mass earthwork was completed for Section 3 but no infrastructure was installed for that section. Due to the length of time that has elapsed since the original approval, the Department of Community Services has recommended that we submit the plat to the TAC members to see if you have any comments. This project will NOT be placed on the TAC agenda and it is our responsibility to work with each TAC member on their approval. The only changes that have occurred on the civil construction plans since the original submittal is that they have been updated to include the Section 2 as-built information and Section 2 is shown as existing. Title blocks and dates have been updated to show Section 3 by itself with current dates. The original plans showed a Building Setback Line at 35 feet. The current plans and plat show it at 25 feet which is allowed. The design is exactly the same as previously submitted. Hopefully this review will be only a refresher since all design information is the same as previously approved in 2008. As part of the former approval for Sections 2 & 3, a waiver was requested from the City of Carmel Stormwater Technical Standards Manual Chapter 5 (501.01) Pipe Cover, Grade, and Separation from Sanitary Sewers with regards to cover requirements of 2.5 feet. There were three structures for which a waiver was requested due to the lack of cover. Two structures were in Section 2 and one was in Section 3 (Structure#608). The waivers were granted for these requests. However, it has come to our attention during our review of the Section 3 plans that one additional structure should have been requested at that time.
