We discussed the additions & modifications the the Habegers are requesting. The Habegers explained their process and thinking about the additions, and the commission was very interested. They did LOTS of research & care deeply about the house, which will ultimately be their retirement home. However, if there are variances needed, items that might be asked for are: 1. move the garage addition more behind the main house (see below) 2. keep the garage as one story (taller than the main original structure) Rebecca Smith (Landmarks) included the following from her notes: Mark's main concern was that the historic portion of the building would be lost with the new additions, and that it is important to maintain the appropriate profile of the original house as well as the earlier additions. You've raised some good points regarding cooperation being more productive. We're certainly in a transitional period that creates some uncertainty for property owners. My impression is that Mr. Habegger didn't have a great experience on his first project and I want to make sure he has confidence that our process will be fair to him. You've presented some details to me that I wasn't given in my conversation with him. My greater concern is not that we have cooperation between DOCS and the HPC, but that individuals on the HPC might micro- manage the project details. Fortunately, Landmarks has proven to be very pragmatic in their advice to our commission. Hopefully, we'll be able to move things forward for Mr. Habegger this evening. We very much respect what Mr. Habegger is wanting to accomplish at 711. It an obvious improvement yet an ambitious project that isn't quite a straightforward SDR for a couple reasons: 1. The home is noted as Contributing in the OTO. Angie and I met with Rick and agreed in concept to what he was planning, but still require a report outlining the issues that require the removal of the structure. Any demo, or partial demo of a contributing building requires back -up information, which we do not have at this point. 2. The project presented to DOCS appears to require a variance for an accessory residence. While we support the notion of an accessory residence, we wanted to make sure the architecture was going to be complementary in scale and detailing to the principal building, with its distinct windows and roofline, etc. 3. I just want to make sure the end result is something that meets Mr. Habegger's goals and desires, and also meets the intent and standards of the OTO. The creation and existence of the HPC invites a certain level cooperation between them and DOCS, primarily on contributing structures. It is not my intent to give HPC more legal authority than it currently has, but it doesn't make sense to ignore the resource either. It is my preference for a property owner to invite comments from the HPC before a project gets too far developed, rather than get the input later, after we've learned of an issue or two that could have been avoided. That may (will) increase time on the front end, but hopefully it will reduce exposure to unplanned expenses, etc., on the backside. I realize this has the potential of inviting questionable feedback too, such as making Auman historic, but feel like the balance of the overall HPC has a firm sense of what is important and what is real in the context of old town. 1 711 is one of the more unique structures in old town, partly due to its design character, and partly with its location on a prominent corner. It just makes sense to take a little longer to make sure it is on the right path. While I like what Rick did to the apartment building on 1St Ave., and don't have a problem with the basic plan for 711, I believe it makes sense for Rick to ease into this a little more deliberately, rather than to find himself in front of an issue that could have been avoided. He explained that he was instructed to work with Carol through the HPC to get feedback on the project prior to moving forward with his SDR permit. Carol told him she wants to pull Landmarks into the conversation and have the owner do a presentation at our meeting this week. This owner has been waiting since early January for feedback, so I'm told. Why was he instructed to go through the Historic Preservation Commission. It sounds like a straightforward SDR permit? I don't see how this is within the purview of our responsibility as there is no designated district yet. The owner feels like he has no clear direction on who it is that will be rendering the verdict on his permission to start the project when in fact that authority lies with DOCS. Appreciate any feedback you can offer on this one as I hope to encourage people to move forward with investment expediently and without confusion in old town. We have read the ordinance and the various steps as described there but it would be most helpful if you can let us know how the ordinance pertains to our project, prior to the meeting February 14th. In particular, what approval or recommendation are we seeking, what form does that take and what is the expected time frame? Now that spring is just around the corner (we are all hoping for and early spring I'm sure) we are working with the family who is currently renting to make other arrangements during construction. We want to give them plenty of time •to temporarily relocate and of course we will need to schedule contractors and the like. Also adding on new garage and living area on to the back of the house. It's difficult to get the full picture from the sketch, but it seems to be in keeping with the existing home. Here are my thoughts: o It is an awkwardly rambling layout already, so it's a little difficult to identify the main entrance on the west elevation. o The massing seems odd on the southern garage area. It seems to match the height of the rest of the house, so maybe it's the high windows on its west facade that seem out of place? Is that an accessory dwelling? o Finally, you might want to get an idea of what the new garage doors will look like on the new northern garage addition. They are hidden in the elevations, but will be visible while coming westbound on 7th Street. This is a tough house to work with...
