PHASE I ESA SCOPE OF WORK

The scope of the Environmental Site Assessment (ESA) will involve completing the tasks set forth in the
American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process, (ASTM E- 1527 -00). In general, the work
will Involve four components:
1. Records review;
2. Site reconnaissance;
3. Interviews; and,
4. Reporting.
The tasks to be completed for each component are described in this submittal.
Records Review
Upon initiation of the project, Schneider will perform a review of records pertaining to the site. The
physiographic setting will be determined by obtaining information from sources such as the U.S.
Geological Survey (USGS) topographic maps, local street directories, building department records, and
other USGS reports regarding local and regional geology and hydrogeology_
Environmental records for the site and surrounding areas will be reviewed using a computer database
search service. The database service will provide a variety of information to support the ESA including a
listing of sites within standard search radii of the project site that are on federal and state databases.
Aerial photographs dating back to the 1930s will also be reviewed, if available. The aerial photographs
will aid in identifying former land usage on the site and adjacent properties. In addition, Schneider will
attempt to obtain Sanborn Fire Insurance Maps to aid in determining past land usage.
Site Reconnaissance
Site reconnaissance will include physically conducting a site inspection to obtain information regarding
the current and past environmental conditions at the site and adjoining properties. The Schneider
inspector will note the general site conditions including:
o site and area topography;
Y land use and improvements (e.g., roads, structures);
> areas of the property where staining or distressed vegetation is present;
• areas of standing water (e.g., ditch, pit, pond. lagoon);
> areas of disturbance indicating possible disposal activity;
Y potential wetlands;
• chemical and raw material usage (hazardous substances and /or petroleum);
• the presence of hazardous and /or solid wastes;
• the presence of aboveground and /or underground storage tanks;
Y waste water and /or septic systems;
• wells (oil and gas, dry, irrigation, injection, abandoned, potable);
L potential polychlorinated biphenyl (PCB) containing equipment; and
> other areas of potential environmental concern.
Interviews
As practicable and appropriate, interviews will be conducted with individuals who may have information
regarding past or current site operations and conditions that identify a recognized environmental concern.
This may include interviews with current or former occupants or owners, local or state government
officials, or other individuals as deemed appropriate.
Reporting
A final report will be prepared for the site. The report will detail the results of the ESA and will follow the
current ASTM guidelines. The report will include photographic documentation of conditions at the site,
available aerial photographs, a copy of the records search database, and other pertinent information.
COST /SCHEDULING INFORMATION
Schneider can complete the Phase 1 Environmental Site Assessment as described above for a fee of
$1,350. It is anticipated that Schneider could issue the final report within three weeks of receiving written
authorization to proceed with the Phase I ESA.
