Dear Mr. Olds,
L'Acquis Consulting Enterprises Indianapolis, LLC (LACE) is pleased to have the opportunity to
present this proposal for consulting services for Carmel's downtown. The following is our
understanding of the scope of work and our proposed rates for the project.
1. PROJECT SCOPE
Carmel is developing downtown areas. As part of the development, electrical utility relocations
and new electrical easement planning is required. The city of Carmel would like L'Acquis to be
an electrical technical resource in this work.
2. LACE SCOPE OF WORK
The proposed efforts for engineering services for the project include the following:
Overhead line relocations: The utility has been historically unresponsive in relocating existing
overhead lines to underground. These relocations are necessary as part of the downtown
redevelopment. L'Acquis to attend meetings, develop concepts, develop relocation requests
transmitted to Cinergy, and review Cinergy responses to requests for scope, content and costs.
Electrical Infrastructure: The master planning work will develop easements and concepts for the
Cinergy to route underground cabling, L'Acquis will develop schemes that provide Cinergy
ability to "do their work" will some flexibility.
Recommendations: L'Acquis to provide recommendations in responding to Cinergy, and identify
available options. Recommendations shall be coordinated through the Carmel Redevelopment
Commission, as well as other Carmel Redevelopment Commission consultants.

Electrical Calculations
Develop demand and consumption energy analysis /predictions, to help in the analysis of future
energy value to the utility.
3. COMPENSATION
The compensation will be on an hourly rate plus expenses basis. Specific deliverables will be
determined by the City of Carmel to ensure that L'Acquis' efforts are in concert with
expectations. Scope of works will be defined in writing. An hourly rate schedule is attached.
Billings to Carmel Redevelopment Commission will be submitted monthly based on the
percentage of work completed. Normal reimbursable expenses will be billed according to the
attached list. Unpaid invoices over 30 days may be charged interest at the rate of 1.5% per
month.
4. ADDITIONAL SERVICES
Additional design services are not anticipated, but if required will be billed at a mutually agreed
lump sum or at hourly rates per the attached schedule.
