The Carmel/Clay Board of Parks and Recreation will govern in a proactive manner as it applies to providing safe and well
maintained parks, recreation facilities and programs in a fiduciary and responsible manner. The Board is a policy
governing board, fulfilling its duties as mandated by state statute, putting the welfare of the citizens of Carmel and Clay
Township first, and enabling staff to manage the park and recreation system in a manner that reflects the vision and
mission. Our promise to our citizens is that we will leave the parks and recreation system better than we found it.

Mr. Taylor made a motion to approve the Clay Township Claim Sheet as presented, seconded by
Ms. Kristunas, and unanimously passed 9—0.
Consideration of Matters Regarding Construction Projects
Rebid Central Park Drainage and Overflow Parking Project—Michael Klitzing
Assistant Director Klitzing reported during construction of this project, poor soil conditions were
® discovered. As this was an unforeseen circumstance, staff recommended that the Park Board approve
Change Order No. 1. There was brief Park Board discussion.

Discussion Items/Board Comments
Board President Engledow asked if the 146th Street Bridge was officially opened, at which Assistant
Director Klitzing stated that the County (Hamilton) has not informed us of such. It is our understanding
that the contractor is working on the fabrication of the handrails. Mr. Rude stated that some of the
manhole covers need to be secured. Also. Mr. Rude stated that the sign on the Carmel side of the
bridge only has a logo. Assistant Director Klitzing responded that this is the approved, licensed logo.
Mr. Rude asked about the testing of the water in Flowing Well Park.fi Assistant Director Klitzing
responded that the state mandates regular testing, and it is not unusual for additional testing to take
place after a flooding situation. At this time,there has been noeported structural damage, but staff
has been busy with the clean up. 4:04Vb,
Mr. Kirsh informed the Park Board of a beet farm, which h'e supports, off he Monon Trail just north of
City Center Drive and south of the Union Brewing,Comp na y. Mr.Taylor announced that Plots to Plates is
accepting donations; this community garden will(be at Carmel Middle School M
