CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, April 17, 2013 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall. Time: 9:00 a.m. 9:00 a.m. Docket Nos. 13040010 SU and 13040011 DP/ADLS: Harvest Bible Chapel at Legacy. The applicant seeks special use, site plan, and design approval for a church and administration building, with parking areas, landscaping, lighting, and signage. The site is located at approximately 14550 N. River Rd., north of Cherry Creek Blvd. The site is zoned PUD/Planned Unit Development (Ordinance Z-501-07). Filed by Charlie Frankenberger of Nelson & Frankenberger, P.C., on behalf of Harvest Bible Chapel - Carmel. Jon Dobosiewicz and Charlie Frankenberger with Nelson & Frankenberger, Greg Ilko with Crossroad Engineers and Steve Horn with Harvest Bible Chapel presented on behalf of the petitioner. This site is located south of 146th Street on the west side of River Road. This project is part of the Legacy PUD with master drainage and structure improvements tying into the west side of the Legacy site. This project is 17 total acres and will be constructed in phases. Future building improvements will come through TAC, but will go to Plan Commission as ADLS items, rather than full development plan review. The first phase of the project includes the north end of the site, with parking and one driveway cut onto River Road, as well as two buildings. Future expansion will include the building to the south, as well as additional parking areas to the south of that. Greg Hoyes – Hamilton County Surveyor’s Office - No concerns with use variance. Will work with Mr. Ilko on master drainage plans. Nick Redden – City of Carmel Engineering Department - No comments. Ryan Hartman – Clay Township Regional Waste - Project is outside CTRWD service area. Daren Mindham – City of Carmel Urban Forestry - Review comments sent. Chris Ellison – Carmel Fire Department - Reminded developer that all exit doors will need sidewalks which lead to public way. The two exit doors on the west side of the property will need to connect to the drive. Shirley Hunter – Duke Energy - This project will actually be served out of the Noblesville district office, not Carmel. Ms. Hunter said Duke is in the process of changing engineers, so she informed builder that she could be contacted with questions. An AutoCAD file will be required. Coordination will be required for moving the existing utilities on the site. Three-phase power is available on the east side of River Road. Regarding transformer location, Ms. Hunter said she does not know what Noblesville will decide, but she said the area looks good. Ms. Hunter asked if individual meters will be required for each building. Mr. Ilko said they would like to meter as much of the project together as possible. Mr. Dobosiewicz asked if comments could be consolidated into one letter to make them easier to address. 9:15 a.m. Docket No. 13040001 Z: Primrose Preschool of West Carmel. Docket No. 13040002 DP/ADLS: Primrose Preschool of West Carmel. Docket No. 13040003 ZW: ZO Chptr 27.08 – 53 parking spaces required, 40 proposed. The applicant seeks approval to rezone 2 out of 3 lots to B-3/Business. All three lots equal 1.726 acres and are a part of the North Augusta subdivision: lots 63-65. The applicant also seeks site plan and design approval for a new preschool, as well as a zoning waiver to reduce the number of parking spaces. The site is located at 3740- 3746 W. 98th Street. It is currently zoned S-1/Residence and B-3/Business, within the US 421 Overlay Zone. Filed by Steve Hardin, Esq. of Faegre Baker Daniels, LLP on behalf of Primrose Schools. AND Docket No. 13040004 SP/Replat: Primrose Preschool of West Carmel, Replat – North Augusta, Section 2, Lots 63, 64 & 65. The applicant seeks administrative secondary plat/ replat approval to combine three lots into one, comprising of 1.726 acres total, and to modify the platted setbacks/easements. The site is located at 3740- 3746 W. 98th Street. It is currently zoned S-1/Residence and B-3/Business, within the US 421 Overlay Zone. Filed by Steve Hardin, Esq. of Faegre Baker Daniels, LLP on behalf of Primrose Schools. Roger Kilmer with Faegre Baker Daniels, Mark Pavey with Children’s Design Group, and Brandon Burke with HWC Engineering presented on behalf of the petitioner. Greg Hoyes – Hamilton County Surveyor’s Office - Review letter sent. Regarding the rezone, there are no comments. Regarding the replat, the department is still working with Armstrong, and there may need to be additional easements shown on the plat. Mr. Hoyes said there are also a few construction plan comments, but nothing major. Mr. Burke asked about the lot to the east of the site, which currently accepts runoff (pond “E”). Mr. Burke asked if pond “E” is not able to accept runoff, if the runoff could be directed to the other pond. Mr. Hoyes said this might be a possibility, but he would need to look at the calculations. Nick Redden – City of Carmel Engineering Department - No comments. Ryan Hartman – Clay Township Regional Waste - Comments were sent to Mr. Burke on April 3. The department is waiting for revised plans. Daren Mindham – City of Carmel Urban Forestry - Comments sent on ADLS. No comments on other items. Chris Ellison – Carmel Fire Department - No comments. Shirley Hunter – Duke Energy - This project is IPL territory. No comments. Angie Conn – City of Carmel Planning & Zoning Department - Comments should be sent by Friday, April 19. Mr. Kilmer said there will be a neighbor’s meeting on May 2. Mr. Kilmer asked if the developer would be able to send the required public notice and the invitation together on the same mailing. Ms. Conn said this would be acceptable as long as they were able to document that it was sent for both meeting dates the full 25-days. 9:25 a.m. Docket No. 13030010 SP: Village of WestClay, Section 10010-D (formerly called Trillium). The site is located 2555 W. 131st St. (Main St.) and is zoned S-2/Residence-ROSO III. Filed by Matthew Lohmeyer of Pulte Homes of Indiana, LLC. Brett Huff with Stoeppelwerth and Associates, and Matt Lohmeyer with Pulte Homes presented on behalf of the petitioner. This project will be a continuation of Village of West Clay. The project will be 10 lots, with driveways connecting to St. Julian St., with water across the frontage. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments. Shirley Hunter – Duke Energy - Asked if power will be required for the two common areas. Mr. Huff said these areas will not require power. Ms. Hunter said there are conduits along Hayne Street if needed. Ms. Hunter asked the timeframe for the project. Mr. Huff said the developer would like to complete any infrastructure as soon as possible, and since there is very little to prepare at the site, Duke’s work should be able to be started almost immediately.
