RE: The Seasons of Carmel- Project Review #1
Dear Mr. Fetahagic:
The City received your development plans on January 2, 2013. The project was scheduled for review at the
January 16, 2013 Technical Advisory Committee meeting. We offer the following comments:
CONSTRUCTION DRAWING REVIEW COMMENTS
1. Thoroughfare Plan Commitment: Section 2.04 of Chapter 2, Article 1 of Chapter 10 of the
Carmel City Code requires that all projects and Improvements or authorizations under the
jurisdiction of the zoning ordinance that adjoin, include, are served by or affect existing
streets bearing a designation on the Thoroughfare Plan shall conform to the requirements of
the Thoroughfare Plan in regards to (1) the dedication of public Rights -of -way; (2) design
and construction of the improvements indicated by the Thoroughfare Plan across the roadway
frontage of the project; (3) Setback; and (4) any other affected development standards.
Section 2.09 further states that the petitioner may elect to provide a monetary commitment
equal to the value to otherwise design and construct the improvements indicated by the
Thoroughfare Plan across the roadway frontage. The value of the commitment shall be equal
to the difference in the value to otherwise design and construct the improvements indicated
by the Thoroughfare Plan across the roadway frontage, minus the cost to design and
construct those improvements indicated by the Thoroughfare Plan across the roadway
frontage that will be installed by the petitioner. The values established above shall be
approved by the department of Engineering. Section 2.09 further states that conformance
with the Thoroughfare Plan as outlined above shall be in addition to any improvements
deemed necessary by: (1) Chapter 5, Sections 5.03.05 and 5.05.02(3); (2) Statements per
Chapter 24, Section 24.02(B)(5)(e); and (3) Other applicable standards.
2. Will this development be platted?
3. Please remove the following sheets from the construction plan set submitted to the
Engineering Department for review: Site Hardscape Plans, Planting Plans, Enlarged Planting
Plan, Landscape Details, Site Furnishing and Signage Details, and Site Lighting.
4. Please clearly indicate the construction limits on all plan sheets.
5. Please provide the design speed on the cover sheet.
6. Please show all proposed easements..
7. Are any offsite easements required?
8. Please label the path on the plans.
4. Please provide more grading information within the right -of -way along Westfield Boulevard.
10. Please provide all information related to existing storm sewers on Westfield, including the
invert elevation, top of curb, and pipe size.
11. All curb along Westfield Boulevard to be removed shall be removed to the nearest joint.
12. Please specify on the plans that all right -of -way pavement to be removed shall be sawcut to a
"clean edge ".
13. Why is the asphalt path along Westfield Boulevard not running parallel with the road and
located 1 -foot inside the right -of -way?

14. Is the asphalt path crossing at the entrance ADA compliant?
15. All traffic signage located within the right -of -way shall be to City standards and installed by
the City.
16. A variance of City Code and a Consent to Encroach Agreement are required for any private
improvements within the right-of-way, including the entrance sign.
17. Is detention being provided for the fully developed right -of -way of all thoroughfare roads?
18. Please provide a road cross section for Westfield Boulevard showing the new pavement.
19. The intersection of Maple Drive and 98h Street shall be constructed with 30 -foot curb return
radii.
20. All entrances to the site shall meet City standards for a commercial driveway and be
constructed of concrete, with a depressed curb and 30 -foot curb return radii. This includes
the main, entrance at Westfield Boulevard, the four entrances off of Maple Drive, and the
entrance to the trash compactor off of 98" Street.
21. All five entrances will require Board of Public Works and Safety approval.
22. Please provide complete horizontal curve data for Maple Drive.
23. Subsurface drains shall be included under all curbs.
24. Please provide the City of Carmel standard minimum cover requirements on the Road Plan -
Profile Sheet.
25. All storm sewer, sanitary sewer, and water main crossings shall be included on the road
profile. Information shall include pipe size, material, and invert.
26. Please provide a Maintenance of Traffic Plan, meeting all requirements of the Indiana
Department of Transportation Work Zone Safety Manual current edition.
27. Please provide a Traffic Control Plan.
28. The following note shall be included on the Traffic Control Plan, "ALL SIGNS ARE
INSTALLED BY THE CITY AND REQUIRE AN ORDINANCE."
29. Please specify concrete curb and gutter for Maple Drive.
30. The City does not customarily approve a public street width of only 20 -feet. Our City
standard requires 30 -foot back -of -curb to back-of-curb. What is the basis for only providing
a 20 -foot roadway?
31. If Maple Drive will only have 20 feet of pavement, then parking will need to be restricted.
No parking areas on City streets require an ordinance.
32. The pavement section for the proposed auxiliary lanes on Westfield Boulevard needs to
match the existing pavement section on Westfield Boulevard.
33. Please include an INDOT end treatment for the south side of the reconstructed median on
Westfield Boulevard.
34. Please indicate the limits of the right -of -way along 98"' Street on the site plans.
35. C201 states that entrance plans off of 98h Street can be found on C203, but were not
provided on this sheet,
36. Please provide a detail for the "2' concrete curb and gutter" to be located within the right -of-
way on Westfield Boulevard,
37. Please provide a detail for the timber guardrail along Maple Drive.
38. Why are midblock crosswalks provided across Maple Drive instead of crosswalks at the
intersections?
39. ADA compliant ramps should be provided for the crosswalks across Maple Drive.
40. Curbs shall be provided for all internal parking and drive areas, unless they are intentionally
removed for stormwater quality purposes.
41. Some of the grade shots were missing from the Maple Drive North Entrance Grading PIan on
C203.
42. Please perform a warrant analysis to determine if auxiliary lanes are needed on the east side
of Westfield Boulevard. Submit the results to our department for review.
43. C403, S torm sewer plan and profiles, was not included in the construction set.
44. Include the following statement from the City of Carmel Soormwater Technical Standards
Manual Section 102.02 vii. on all storm sewer plan/profile sheets.

The storm sewer system shall be constructed per design specified and as approved by the
City of Carmel on the final approved construction plans. Deviations from the approved
design shall only be permitted due to special circumstances or difficulty during construction
and will require prior field approval from a designated representative of the City of Carmel in
addition to supplemental approval by the design engineer. An explanation of any such
deviation shall be included as a requirement on as- built/record drawings submitted for release
of performance guarantees. Approved design slopes identified as generating velocities of 2.5
fps or less or 10 fps or greater (at full flow capacity) shall require as -built certification at the
time of construction prior to backfilling the pipe. The contractor is instructed to as -built each
section of storm pipe as it is being installed to ensure compliance with the design plans and
as approved by the City of Carmel.
45. The following note shall be added to all appropriate sheets, "ALL PAVING WITHIN THE
EXISTING AND PROPOSED RIGHT -OF -WAY SHALL CONFORM TO THE
REQUIREMENTS OF THE DEPARTMENT ON ENGINEERING. THE CONTRACTOR
SHALL CONTACT THE DEPARTMENT OF ENGINEERING TO SCHEDULE A PRE -
CONSTRUCTION MEETING TO REVIEW THE DEPARTMENT'S CONSTRUCTION
REQUIREMENTS, STAFF NOTIFCTIAION REQUIREMENTS, REQUIRED
INSPECTIONS FOR CERTAIN STAGES OF THE WORK AND TO REVIEW THE
AUTHORITY OF THE DEPARTMENT AS IT RELATES TO WORK WITHIN THE
EXISTING AND PROPOSED RIGHT -OF -WAY.
46. Please indicate all existing and proposed utilities on all utility profiles.
47. The sanitary manhole symbols are not showing up on the Utility Plan.
48. All storm sewers shall cross Maple Drive perpendicularly.
49. Sanitary and storm sewer frames and castings shall not be located in the pavement, curbs, or
sidewalks. This does not pertain to storm sewer curb inlets.
50. Subsurface drains are required in all swales. Please indicate the locations of subsurface
drains on the plans.
51. Please provide all information required by Chapter 100 of the Stormwater Technical
Standards Manual.
52. The MFPG/MLAG elevations shall be based on the maximum water surface elevation
resulting from the highest of the following: (1) detention facility with runoff from the 100 -
year rain event in all watersheds that drain into or through the detention facility, assuming the
outlet is clogged; (2) the detention facility spillway under active conditions; (3) the flood
route of runoff from the 100 -year rain event in all watershed that drain into or through the
site, assuming all outlets are clogged.
53. Is it possible to install a "spillway" for the siphon by installing pipe(s) between the structures
and installed over the existing water main?
54. We are still evaluating the request for reduction in pipe cover over the proposed storm sewer
collection and conveyance system. It is customary for support of a variance being
conditioned on the installation of a higher class of pipe where the requisite cover is not
provided.
55. Please label the 25 -foot building setback from the pond on the plans.
56. The linetype for storm sewers does not agree between the drawings and the legend.
57. All swales shall have a minimum 1% slope.
58. The flood panel numbers are inconsistent on Sheet 0402.
59. Please provide the following note in the vicinity of the right -of -way pavement section, "ALL
PAVING IS TO BE COMPLETED IN ONE PAVING SEASON."
60. Please provide a detail for the "Concrete Curb and Gutter" shown on C201.
61. Please provide the City standard detail for subsurface drain. All subsurface drain shall be
Hancor Hi -Q or equivalent.
62. Please include the City standard reinforced concrete pipe trench detail.
63. Please provide the City standard depressed curb detail.

64. Please provide INDOT standard details for ADA ramps within the right -of -way, and remove
the City's standard ADA ramp details.
GENERAL INFORMATION
+ We request that all responses to our comments be provided in writing and be accompanied by
a drawing reflecting the requested revisions. Failure to provide written responses may result
in the delay of the review process.
It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularly if any such changes are considered "new" or fail outside of our
previous reviews. Please provide revised plans including all revisions. Please notify us of
any changes and specifically state any changes, including changes resulting from Plan
Commission, BZA or other committee meetings.
• We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office for review. If you have not already done so, please
provide a set of drainage plans and calculations to their office for review. We will share
Crossroad's comments as they are received.
Final drawings will not be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor
issues have been resolved.
b. All bonds and performance guarantees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency
approvals (if required) are obtained.
d. All off -site easements necessary to install utilities to serve the development are secured.
e. SWPPP is approved.
f. All fees are paid.
+ The Department reserves the right to provide additional comments based upon subsequent
reviews.
• An approved Storm Water Management Permit is required prior to commencing any earth
disturbing activity. Please contact Mr. John Thomas regarding storm water quality
requirements.
• An approved right -of -way permit is required prior to commencing any work in the public
right -of -way and for construction equipment access from the City's right -of -way.
+ If it will be necessary to relocate existing utilities, the costs for such relocation shall be borne
solely by the developer. Any utility poles requiring relocation shall be relocated to within
one foot of the outside edge of the proposed right -of -way.
+ The Department requires that the construction drawings be developed in accordance with the
City of Carmel digital submission standards and that all required submittals for primary plat,
secondary plat, and construction drawings be made. The digital files must be submitted to
the Department of Engineering prior to the approval of the construction plans. Please contact
the City GIS Department for the requirements.
• Jurisdictions:
g. The project site is located within current City of Carmel Corporate Limits.
h. Perimeter Street and Right -of -Way — City of Carmel (Westfield Boulevard, 9$a' Street,
Maple Drive).
i. Water — City of Carmel Utilities
j. Sanitary Sewers — City of Carmel Utilities
k. Storm Sewers /Drainage — City of Carmel.
1. Legal Drains — Hamilton County Surveyor's Office.
• Drawings submitted for approval:
m. The design engineer must certify all drawings submitted for final approval.
n. This office will require 9 sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and signed by the City Engineer

and by Carmel Utilities. The Owner will receive 3 sets, one of which must be maintained
on the construction site at all times. If this project is subject to review and approval by
the Hamilton County Surveyor's Office, a total of 11 sets will be required for final
approval.
Carmel Utilities will provide separate reviews of this project for water issues. Please assure
that copies of all drawings are sent to:

BOARD OF PUBLIC WORKS AND SAFETY
• A schedule for Board of Public Works and Safety meeting dates and agenda deadlines will be
sent electronically for your use upon request. Please use the Engineering Department
deadlines for submissions to the Board.
• Any submission to the Board requires prior approval by the Carmel Clay Plan
Commission and /or the Board of Zoning Appeals (if applicable) and completion of
review by the Technical Advisory Committee. All written requests to be placed on the
Board's agenda must include the appropriate Docket Number and the date (or dates) of
approval by the Plan Commission and /or the Board of Zoning Appeals (if applicable).
• Water Availability and Sanitary Sewer approval from the Board will be required. This is an
EDU approval based upon the proposed use of the site. Reference Items #33 to #135 below
for additional details /explanations. Please note that if an entryway or other irrigation
system is planned for this development, additional Water Availability Approval from
the Board will be required and additional Water Connection Fees will be assessed based
upon the size and usage of the system as determined by the Director of Carmel Utilities.
• Commercial Curb Cut Approval. Please provide 8' /z x 11 exhibits with the request for
approval. Provide all pertinent information including lane widths, overall width, radii, lane
markings, location of opposing drives or streets, relationship to the location of previous curb
cut, etc.
+ Temporary Construction Entrance Approval. It appears the planned construction entrance is
located at the site of a permanent curb out planned on Westfield Boulevard. Therefore, a
separate approval from the Board will not be required.
• The installation of any permanent, privately owned and/or maintained improvement (signs,
decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated
easements requires the execution of a Consent to Encroach Agreement between the Owner
and the City of Carmel. Such agreements are executed by the Board of Public Works and
Safety. The City Engineer may approve irrigation system agreements.
+ Secondary Plat approval if applicable. All performance guarantees must be posted prior to
submission of secondary plats for Board of Public Works and Safety approval.
• Dedication of right -of -way if not platted. This is based upon the City of Carmel 20 -Year
Thoroughfare Plan requirements. Dedication documents are available upon request. Please
be advised that all Right -of -Way Dedications must be accompanied by a Sales Disclosure
Agreement completed by the owner for the property being dedicated to the City. The

dedication document cannot be recorded without a completed Sales Disclosure. The form is
available upon request.
Any open pavement cuts of City right -of -way will require Carmel Board of Public Works
and Safety approval.
BONDING REQUIREMENTS
• Please contact Mr. Dave Barnes to review performance guarantee requirements. Please
contact Mr. John Duffy to review water and sanitary sewer bonding requirements.
• The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for
100% of the cost of labor and materials to construct the individual improvements, to be
provided by the design engineer. Please provide detailed Engineer's Estimates for each
improvement including quantities, unit costs, pipe sizes, and materials, etc.
• Upon completion and release of individual Performance Guarantees, a three -year
Maintenance Guarantee will be required (see Street Sign comments above). The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets
and Curbs and 10% of the Performance amount for all other improvements.
• Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.
Please reference the available enclosures for more detailed explanation of our procedures.
RIGHT OF WAY PERMIT AND BONDING
• Any work in the dedicated right -of =-way will require an approved Right -of -Way Permit and a
License & Permit Bond.
The bond amount is determined by our Right -of -Way Manager. However, if the work is
included in the scope of work of a required and posted Performance Guarantee, the
Performance Guarantee may be used to satisfy the bond requirements of the Right -of -Way
Permit.
Please contact our Right-of-Way Manager, Fred Glaser, to arrange right -of -way permitting
and bonding.
AVAILABILITY AND CONNECTION FEES
• We defer to Carmel Utilities regarding this issue.
• If an entryway or overall site irrigation system is planned for this development,
additional Water Connection Fees will be assessed based upon the size and usage of the
system and upon the recommendations of the Director of Carmel Utilities.
• These fees are required to be paid prior to final approval of construction plans by
Engineering and prior to issuance of building permits by Building Codes Services. Please
confirm these fees and calculations with Carmel Utilities.
