COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Richard L. Sharp, Council Members Carol Schleif, W. Eric Seidensticker, Sue Finkam, Luci Snyder, Ronald E. Carter, Kevin D. Rider and Deputy Clerk Treasurer Lois Fine. Clerk-Treasurer Diana L. Cordray was not in attendance. Mayor Brainard called the meeting to order at 6:00 p.m. Pastor Mark Crull, Northview Christian Church, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Seidensticker made a motion to approve minutes from the March 4, 2013 Regular Meeting. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Minutes were approved 6-0 (Councilor Carter abstained). RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: John Accetturo addressed the Council regarding paving on the east side of Carmel. COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Councilor Snyder addressed the Council regarding the Hamilton County Humane Society. Councilor Snyder also discussed crime in Carmel. Councilor Rider and Mayor Brainard addressed Mr. Accetturo's concerns regarding the paving in Carmel. Councilor Sharp addressed the Council and provided an update on the recent joint meeting with the Council, Cannel Redevelopment Commission and the 4CDC that was held on Saturday, March 9, 2013 at 9:00 a.m. at the Monon Center. ACTION ON MAYORAL VETOES: There were none. 1 CLAIMS: Councilor Seidensticker made a motion to approve claims in the amount of$2,390,006.48. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Claims were approved 7-0. Wire Transfers, February, 2013: Councilor Seidensticker made a motion to acknowledge wire transfers in the amount of$911,184.48. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Wire Transfers were acknowledged 7-0. COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee had not met. The next meeting will be held on Thursday, March 21, 2013 at 5:30 p.m. Councilor Seidensticker reported that the Land Use, Annexation and Economic Development Committee had not met. The next meeting will be held on Tuesday, March 26, 2013 at 5:30 p.m. Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. Councilor Finkam reported that the Utilities, Transportation and Public Safety Committee had met and discussed Resolution CC-01-07-13-01, Ordinance D-2124-13, Ordinance D-2125-13 and Ordinance D-2126-13. The committee report will be given when the item appears on the agenda. Report from the Council Appointee to the Carmel Clay Public Library. Jim Hehner, Board of Trustees, provided an update on the Strategic Plans and the activities planned for the Library. Council President Sharp questioned Assistant City Attorney, Ashley Ulbricht, regarding the recording of a series of ordinances between INDOT and the City of Carmel. The ordinances state that they need to be recorded. Council President Sharp asked if it is appropriate for the Council to sign the documents before INDOT and how can the ordinances be recorded if the INDOT signatures are missing. Assistant City Attorney Ashley Ulbright replied that INDOT refuses to sign the ordinances prior to the Council signatures. The Council will give the ordinances to INDOT, they will sign and then have them recorded. Council President Sharp stated that the Council will not be in control of their ordinances. Carmel Clay Schools will be on Spring break the week of April 1st. A Special Meeting will be scheduled for Claims approval.
