Mark Monroe reported for the Department. In regard to 122"d Streetissue, the City is
currentlyplanning'to extend 126th Street west of Range LineRoad to connect within the
Carmel Science &Technology Park. The 126th Street extension would connect to 122"d
Street which this building fronts on. Preliminary plans indicate there is no conflict
between the petitioner's proposal and the City's-proposal for the street extension. The
Department will continue to work with.the petitioner and adjacent property owners to
make sure that developer's efforts and Plan Commission's efforts aren't diverged by a
street.project. Beyond that, there are no other technical concerns that need to be
resolved. The Department is recommending approval.
Dave Caveness spoke.to the drainage.and said the-water retention.would not be a
problem.
Mark Monroe reported that the petitioner is required.by ordinance to install 30 to 35
parking spaces; currentplan provides for 50. Also, access for property off Hancock
Street leaves an opportunity for shared access if needed for property to the west.
Dave Caveness agreed to.reduce"the number of parking spaces.
Jay Dorman'moved for the suspension of the Rules;'suspended by unanimous consent.
Jay Dorman moved for the approval of Docket Nos. 14-98 DP/ADLS and 15-98 S.P.,
Development Plan, Architectural Design, Lighting, Landscaping, and Signage, and
Secondary Plat applications for Carpenter Better Homes and Gardens, conditioned
upon any traffic related issues being approved by the Department, seconded by Luci
Snyer.
Jay Dorman amended his motion to provide for45:parking spaces as currentlytneeded,
additional spaces to be added at a later date; Motion further amended to provide for a
brick trash enclosure with gated front, seconded by Norma Meighen. Docket Nos. 14-98

2h. Commission to consider Docket Nos. 19-98 DP/ADLS and 20-98 SP,
Development Plan, Architectural Design, Lighting, Landscaping, and Signage, and
Secondary Plat applications for{World GymvPetitioner seeks approval to construct a
19,000 square foot:fitness center on 3.16 acres; The site is located on the northeast
corner of'Hancock Street and 122"d Street. The site is zoned M-3/Manufacturing.
Filed by Richard Erickson of World Gym.
Richard Erickson, 4715 Brookshire Parkway, Carmel, appeared before the Commission
representing World Gym, (formerly Motivations FitnessCenter.)-World Gym is
requesting approval to constructa center within the Meridian Technology Center
and will include a racquetball court rather than a,lap pool. Currently, the facility has a
2,000 membership.

Tom Ryan, commercial general contractor, talked of the change in the floor plan and the
elimination of the lap pool-and•the"inclusion of racquetball courts. The building will be
easily converted to office,space at a future date, if need arises. The building has a very
low pitch roof and brick facia, virtually maintenance free.
Members of the public were invited to speak in favor of or opposition to the proposed
development; no one appeared and the public hearing was closed.
Mark Monroe reported::that the Department will work with the petitioner to ensure that
the 122nd Street project does not interfere with the development of this site. There are
two Technical Advisory issues,that need to be resolved: moving the drainage easement
dimension that surround's the pond and is under the review of the Hamilton County
Surveyor's office; and resolving issues relating to the erosion,control plan which is
currently under review by the Soil & Water Conservation District.
Jay Dorman asked about the outside deck off the front entrance--the interior plan shows
no food or beverage service. Mr. Erickson stated that the deck was more for aesthetics,
however.it could be used in the;summer.,as a lounge area for people who wanted to bring
their lunch. The deck could also be,used for bikes in the summer and outdoor aerobics.
Mark Monroe responded to questions about the deck and stated that the deck will be
screened by landscaping. There;are no specific-standards.in the ordinance requiring a
certain style of building, only generic considerations of color and materials used.
The proposed building wiltbe similar to the Conseco building located on Congressional
Boulevard. The_facilitywill_notconstructa trash dumpster or enclosure,since trash will
be kept within the facility and not stored on site. Rick Sharp was concerned that a change
of use may necessitate a dumpster for future use.
The rules were suspended by unanimous vote.
Dick Klar moved for the approval of Docket Nos. 19`98 DP/ADLS and 20-98 SP for
World Gym, subject to resolution of the erosion control and drainage issues by the
Technical Advisory Committee, seconded by Norma Meighen.
Rick Sharp asked fotamendment of the motion to provide for the requirement of a trash
dumpster if the buildingchanges in use.
Dick Klar amended his motion to provide for a trash durirpster in the event there is a
change in use for the building, APPROVED AS-AMENDED 13-0.
3h. Commission to consider Docket No. 16-98 PP/SP, a Replat application for John
Olenick. Petitioner seeks approval to replat Lot 27 of the Woodhaven Subdivision.
The site is located one lot east of the northeast corner of Michigan Road and Woodhaven
Drive. The site is zoned:S-1/Residence.

Parkwood 5 Office Building, (DP/ADLS1
Petitioner seeks approval (Development Plan/Architectural Design, Landscaping, Lighting, and
Signage) to build a 130,000 square foot office building on 11.077 acres. The site is located on
the northwest corner of 96`11 Street and College Avenue within the Parkwood Crossing Complex.
The site is zoned B-6/Business.

128,000 square feet located to the east of Indiana Insurance. The building will contain a.three
level parking garage and a 100 car surface parking lot Building mirrors Parkwood 4 that is
currently under construction, connected to Parkwood 4 via glass enclosed atrium.
COMMENTS:
- Indianapolis Water.Company, Pam Waggoner will-get hydrant placement.
- County Highway, Jeff Hill sent comment letter-area annexed, College Avenue still
under County jurisdiction. Petitioner will need commercial drive permit to construct
entrance. Any paving in right-of-way to comply with County standards. Mark Monroe
questioned additional curb cut—original development plan shows only one curb cut on
College. Mark will research—Jeff Hill will verify intersection offset prior to any
approval.
- Cannel Engineering, Dick Hill believes no jurisdictional items.
- County Soil& Water, John South will,send comment letter. Erosion control plan needs
to address existing-depressional area at end of storm pipe for protection during
construction.
County Surveyor, Steve Cash says drain is Clara Knotts—to be reconstructed/relocated.
Petitioner says drain already in,and petitioner will be extending pipe through property
line to right-of-way and grading for flow. County will need non-enforcement permit and
outlet request. Steve Cash will research and verify station zero; will be in touch with
petitioner.

not justified; and.2) petitioner to provide traffic counts. Mark will research original issue
relating to curb cut. Petitioner states additional curb cut provides greater flexibility for

19,000.square foot fitness center on 3.16 acres. The site is located on the northeast
corner of Hancock Street and 122"d Street. The site is zoned M-3/Manufacturing.

Richard Erickson, 4715 Brookshire Parkway, Carmel, appeared before the Commission
representing World Gym, (formerly Motivations Fitness Center.) World Gym is
requesting approval to construct;a fitness center within the Meridian Technology Center
and will include a racquetball court rather than a lap pool. Currently, the facility has a
2,000 membership.

Tom Ryan, commercial general:contractor, talked of the change in the floor plan and the
elimination of the-lap pool and the inclusion of racquetball courts. The building will be
,easily converted to officespace at a future date, if need arises. The building has a very
low pitch roof and brick facia, virtually-maintenance free.
Members of the public were invited to speak in favor of or opposition to the proposed
development; no one appeared and the public hearing was closed.
Mark Monroe reported that the Department will work with the petitioner to ensure that
the 122m Street project does not interfere with the development of this site. There are
two.Technical Advisory issues that need to be resolved: moving the drainage easement
dimension that surrounds,the pond and is under theseview of the Hamilton County
Surveyor's office; and resolving issues relating to the-erosion control plan which is
currently under review by the Soil & Water Conservation District.
Jay Dorman asked about the outside deck off the front entrance--the interior plan shows
no food or beverage service. Mr. Erickson stated that the deck was more for aesthetics,
however it could be-used in the summer as a lounge area for people who wanted to bring
their lunch. The deck could also be used for bikes in the summer and outdoor aerobics.
Mark Monroe responded to questions about the deck and stated that the deck will be
screened by landscaping. There are no sPecific standards in the ordinance requiring a
certain style of building, only generic considerations of color and materials used.
The proposed building will be similar to the Conseco building located on Congressional
Boulevard. The facility will not construct a trash dumpster or enclosure, since trash will
be kept within the facility and not stored on site. Rick Sharp'was concerned that a change
of use may necessitate a dumpster for future use.
The rules were suspended by unanimous vote.
Dick Klar moved for the approval of Docket Nos. 19-98 DP/ADLS and 20-98 SP for
World Gym, subject to resolution of the erosion control and drainage issues by the
Technical Advisory Committee, seconded by Norma Meighen.
Rick:Sharp asked for amendment of the motion to provide for the requirement ofa trash
dumpster if the building:changes in use.
Dick Klar amended his motion-to provide for a trash dumpster in the event there is a
change in use for the building, APPROVED AS AMENDED 13-0.
3h. Commission to consider Docket No. 16-98 PP/SP, a Replat application for John
Olenick. Petitioner seeks approval to replat Lot 27 of the Woodhaven Subdivision.
The site is located one lot east of the northeast corner of Michigan Road and Woodhaven
Drive. The site is zoned S-1/Residence.
