CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, May 15, 2013 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall. Time: 9:00 a.m. 9:00 a.m. Docket No. 13040016 TAC: Bethlehem Lutheran Church Parking Expansion. (in Parks at Springmill plat, Section 9, Lots 1-2). The applicant seeks TAC’s review/ approval for a 40-space parking lot expansion with detention pond and with curb cut along Main Street. The site is located at 13225 Illinois St. and is zoned S-2/Residence. Filed by Roger Ward of Roger Ward Engineering, for Bethlehem Lutheran Church of Carmel. Roger Ward and Mike Terry with Roger Ward Engineering, Michael Binz and Scott Schutz with EquiTeam Construction presented on behalf of the petitioner. At this time, the project entails a parking lot expansion and a curb cut onto West Main Street. The site is located just north of West Main Street, and west of US-31. The parking lot expansion at this time is around 40 spaces. The church will eventually want to expand the current building, but that is not being done at this time. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. An outlet permit will be required. The developer will also need to coordinate the drainage with INDOT due to the ongoing US-31 project. Joanie Clark – Vectren Energy - No gas on the property. No comments. Nick Redden – City of Carmel Engineering Department - This project is still being reviewed. No comments at this time. Shirley Hunter – Duke Energy - There is a transformer that will need to be relocated. This will be done at the church’s cost. Dan Davenport – Indianapolis Power & Light - This project is outside IPL service area. No comments. Ryan Hartman – Clay Township Regional Waste - This does not affect the sanitary sewer. No comments. Amanda Foley – City of Carmel Engineering Department - Asked if the developers have heard anything from INDOT. Mr. Ward said the latest plans that have been released were dated May 1. The plans previous to these had shown limited access across the property where the curb cut was desired. The latest plans stop this limited access just short of the property, which is good news. Mr. Ward said INDOT could potentially use more right-of-way, so this will be coordinated with them. Ms. Foley asked if the plan would work involving the grading and wall that had been planned. Mr. Ward said the wall does extend up to the curb cut but it is shorter in this area, so it may work out well. Ms. Foley said she thinks the department will support the curb cut, but will need to work with INDOT to make sure this will work with their plans. Page 2 of 5 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 Mr. Ward asked how long how long the potential approvals will be valid. Ms. Foley said she doesn’t think the approvals from the board will expire. As far as the stormwater permit, this would be valid for five years. These are looked at on a case-by-case basis. Mr. Ward asked about bringing the site up to current standards. Mr. Schutz said the church was built in 1999. Ms. Foley said if the plans do not change the existing infrastructure, the developer would not need to do anything to bring curbing or stormwater up to today’s standards. Daren Mindham – City of Carmel Urban Forestry - Comments sent. Better landscape plans will need to be provided for the site. Mr. Ward said they have taken the old plans Mr. Mindham provided and they are updating them with current species. The new plans will provide exact species, size and location, and supplement them with some vegetation. David Littlejohn – City of Carmel Alternative Transportation - Comment letter sent. No further comments. Mr. Ward asked if the path needs to be connected to the church parking lot. Mr. Littlejohn said there is a sidewalk along the east side of the parking lot. The request calls for a connection to the path that will be required along Main Street. This would be a 10-foot multi-use path. Mr. Ward said this path also appears on the INDOT plans. Mr. Littlejohn asked that the developer indicate on the plans that this will be done by INDOT. Mr. Ward said they will do this, and this could potentially save the church some money if this part of the project would be done by INDOT. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said if there will be any signage on the site, the developer will need to contact Rachel Boone in Planning & Zoning. Mr. Ward asked if it would be a problem to request additional parking lot lighting. Ms. Conn said this shouldn’t be a problem, but the department would like to know the details such as down cast and 90-degree cutoff of the light. 9:15 a.m. Docket No. 13040018 SP: Village of WestClay, Section 3004, Block D - Village Center Townhomes Phase 1. The applicant seeks administrative approval to plat 18 lots on 1.44 acres, with Common Area. The site is located at the southwest corner of Bird Cage Walk & Broughton Street. It is zoned PUD/Planned Unit Development. Filed by Dave Sexton of TERRA Site Development, Inc. for Brenwick TND Communities, LLC. Dave Sexton of TERRA Site Development and Keith Lash with Brenwick presented on behalf of the petitioner. This project is a replat of a portion of block B. This will be a total of 18 townhomes. The construction plans are related to the townhomes which are planned for later. This project will be just north of the Harvest Market. This area was originally going to be a mixed-use project, but now will be townhomes only. The Brockway Pub owners will be making a brew pub in the area, and this will start to enclose the development. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No further comments. Joanie Clark – Vectren Energy - There is gas in the area if needed. Mr. Lash said he will attempt to have a meeting with Duke, Vectren, Brighthouse and all other utility providers to try to work out the details of a utility plan. Nick Redden – City of Carmel Engineering Department - This project is still being reviewed. No comments. Shirley Hunter – Duke Energy - Ms. Hunter asked if there was another block that will be built. Mr. Lash said there will be more dwelling units built but this will not happen until later. Ms. Hunter said Duke would like to discuss the option of grouping two meters together on two separate walls, but only one service line will run to the two meters. This is the same plan that was implemented on the Liberty Row Condos. Ms. Hunter said there should not be an issue with the state since there will be one meter on each unit, but it is a way to reduce the cost of setting up Page 3 of 5 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 service. Ms. Hunter said Ryland Homes will need to work with Ron Brewer to set up electrical service. Ms. Hunter asked when the transformer would need to be moved. Mr. Lash said the goal would be to start Dan Davenport – Indianapolis Power & Light - This project is outside of IPL service area. No comments. Ryan Hartman – Clay Township Regional Waste - Comment letter sent. Waiting for response. Amanda Foley – City of Carmel Engineering Department - Draft of comment letter has been created. The final letter should be sent shortly. Ms. Foley asked about a commercial alley located along Bird Cage Walk. The plan shows parking off this alley, and Ms. Foley asked how the parking and the alley will tie together. Mr. Lash said he will send a plan that will detail this, but all of the parking will be curb parking. Ms. Foley asked where water service will be coming from. Mr. Lash said the developers are planning to bore into the water that runs underneath the site. Daren Mindham – City of Carmel Urban Forestry - Plans have not been received. Mr. Lash said the plans that have been filed are for infrastructure, and Ryland will be submitting the more detailed landscaping plans at a later date. Mr. Lash said he thought all street trees will be preserved, with the exception of one, which will be moved. Mr. Lash added that there will be no common areas, and all open space will be associated with the individual units. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said the ramp on the northeast corner of the development appeared to be rounded off, and will instead need to meet INDOT standards to lead pedestrians out separate to each individual crosswalk. Angie Conn – City of Carmel Planning & Zoning - Comments sent in April. Waiting for an official response. 9:25 a.m. Docket No. 13040021 Z: Atapco Redevelopment PUD Rezone. The applicant seeks approval to rezone 34.13 acres of Carmel Science & Technology Park (Blocks 8 & 13) to PUD/Planned Unit Development, for residential, office, and commercial uses. The site is located at 630 & 645 W. Carmel Drive. and is currently zoned M-3/ Manufacturing. Filed by Charlie Frankenberger of Nelson & Frankenberger, P.C. Jon Dobosiewicz and Charlie Frankenberger with Nelson & Frankenberger P.C., and Alen Fetahagic with Structurepoint Engineering presented on behalf of the petitioner. A portion of this project is on the south side of Carmel Drive. Another portion of the project is bordered by Guilford Road on the west side, Carmel Drive on the south, Clark Street on the east, and City Center Drive on the north. This petition is only requesting zoning. The remainder of the project will be presented at a later time. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. This watershed has a more restricted release rate than normal. No comments on the PUD. Joanie Clark – Vectren Energy - No comments. Nick Redden – City of Carmel Engineering Department - No comments on the rezone. Shirley Hunter – Duke Energy - There is no power located along Clark Street. Ms. Hunter added that seeing the landscaping plan is troubling, because there is very little room left for Duke’s equipment if the buildings are moved close to the right-of-way Page 4 of 5 WWW.CARMEL.IN.GOV ONE CIVIC SQ. Mr. Dobosiewicz said this will be a challenge, but they will work with Duke to make they have the space they need, as was done on the Penn Circle project. Dan Davenport – Indianapolis Power & Light - This project is in Duke Energy service area. No comments. Ryan Hartman – Clay Township Regional Waste - No issues with the rezone. Amanda Foley – City of Carmel Engineering Department - The department has requested that the Guilford Road entrance on the south side of the property be a right-in, right-out only. Also, Ms. Foley said the auxiliary deceleration lanes to Clark Street from Carmel Drive may be impossible, but these would normally be required for a public road. Mr. Dobosiewicz said there are significant improvements planned for both City Center Drive and Carmel Drive. At the corner of Clark Street and Carmel Drive, the developer is trying to plan for dedicated lefts to not interrupt through movement. Mr. Dobosiewicz said he is not sure they will have the ability to provide these dedicated left lanes, while also doing other improvements such as deceleration lanes. Daren Mindham – City of Carmel Urban Forestry - Comments sent. Mr. Dobosiewicz said one of the requests was to indicate “No Buffer” in areas which will not contain a buffer, but what the developer would prefer is to stay away from what they are not doing, and focus on what they will be doing. Mr. Dobosiewicz also said the letter called for a buffer along Clark Street, but the developer would like to bring these buildings within about 10 to 15 feet from the right-of-way, with only a few shrubs and a tree in front of each unit. Mr. Mindham said his idea was there would be foundation plantings that would include ornamental trees, and then street trees, which would mean there would really be no buffer. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Dobosiewicz said on the concept plan, they have acknowledged where sidewalks would need to be, but regarding the actual plans, they are not to this point yet. At a later time, these full plans will be provided and the developer will work with all departments to make sure these are sufficient. Angie Conn – City of Carmel Planning & Zoning - Asked if the developers have contacted the owner of the adjoining site to see if they would consider selling. Mr. Dobosiewicz said since this property lies in a flood plain, the benefit of buying this property would be minimal. Mr. Dobosiewicz added that if this property was not in a flood plain, it would most likely be developed by now. 9:35 a.m. Docket No. 13020021 DP/ADLS: Auto Max. The applicant seeks approval for an auto sales use and a revision of the site plan with parking areas in the front and rear of the building. The site is located at 9728 N. Michigan Rd. It is zoned I-1/Industrial and is located within the US 421 Overlay Zone. Filed by Elizabeth Bentz Williams of Clark, Quinn, Moses, Scott & Grahn, LLP, on behalf of Auto Max. Travis Gaither and Jamie Ford-Bowers with HWC Engineering, and Russell Brown and Elizabeth Bentz Williams with Clark, Quinn, Moses, Scott & Grahn presented on behalf of the petitioner. This project was formerly a veterinary hospital, with a house in front and kennels in the back of the property. The owners have received a demolition permit for the house, but are planning to reuse part of the former kennel as their offices and turn the rest of the property into a car sales lot. The property already has a majority of utilities available, such as water, sewer, cable, and telephone. The remaining issues involve drainage and stormwater for the auto lot. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. This project is not part of Hamilton County watershed, so it will go through City of Carmel for stormwater. Nick Redden – City of Carmel Engineering Department - Project is still being reviewed. No further comments. Shirley Hunter – Duke Energy - This project is in IPL territory. No further comments. Dan Davenport – Indianapolis Power & Light - An easement and power lines are located along the south property line. If there are any grade changes along this line, IPL will need to be notified. Mr. Gaither said there are no grade changes being proposed in this area. Ryan Hartman – Clay Township Regional Waste - With changes to the pavement, the clean-outs will be changed to type-2. CTRWD will need to be notified. Amanda Foley – City of Carmel Engineering Department - Project is still being reviewed. No comments. Daren Mindham – City of Carmel Urban Forestry - Comments sent. No major concerns. Mr. Gaither asked about the tree species change that the client has requested for the parking lot. There are seven trees. Mr. Mindham said the change would be acceptable, but he may require a note on the plans that if the species doesn’t last because of conditions, it would be replaced by Red Oak or something similar. Mr. Mindham said the Beech trees that were requested usually grow in the deep woods, and although they are beautiful trees, they will typically die with the slightest amount of root damage or salt. Mr. Mindham said these trees are usually more suited for around a patio in a back yard, rather than a commercial parking lot. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No comments. Mr. Brown asked about the pedestrian walkway from Michigan Road back to the building, and what the width would need to be. Mr. Littlejohn said paths like these would typically be five- feet. Angie Conn – City of Carmel Planning & Zoning - Letter sent. No additional comments. Mr. Brown asked about pavement striping, and if this would interfere with drive aisles. Ms. Conn said the developer would need to look at the site plan and see if it would fit. Mr. Gaither said the narrow 13-foot lanes would only be used for inventory parking. Ms. Conn asked that the plans be labeled to reflect the difference between inventory parking and customer parking. Mr. Gaither said regarding the two signs that were indicated as being on the site, one of the signs is for the I-465 Michigan Road interchange and only one of the signs is an actual business sign. Ms. Conn said this was based on a staff member’s site visit, so if the developer would include photos of what is there, it should clear up any confusion.
