Committee Members in Attendance: Alan Potasnik, Michael Casati, Kevin Rider, Susan Westermeier, Steve Lawson Staff in Attendance: Planning Administrator Rachel Boone, Plan Commission Secretary Lisa Motz, Legal Council John Molitor Kevin Rider brought meeting to order at 6:02 p.m. The Special Studies Committee will meet to consider the following items: I1. Docket No. 12120016 DP /ADLS: Butler Hyundai Development at 96u'/Randall. The applicant seeks site plan and design approval for a 37,500 sq. ft. car dealership building, 2 outlots, and Randall Bypass road. The site is located at approximately 4200 E. 96th St., west of Randall Dr. The site is zoned B- 3/Business and partially lies within the Floodplain & Floodway Districts. Filed by Timothy Ochs of Ice Miller, LLP, on behalf of 4148 96th St, LLC. Petitioner: Tim Ochs of Ice Miller Overview: • Traffic study is completed and was submitted • 6 notices for the commercial property owners did not go out (21 days instead of 25) • Continued to work with staff on 6 remaining issues 1. Large section of existing Randall Drive will be removed once Randall Bypass is installed 2. Staining concrete retaining wall instead of painting it 3. Wooded area to the north with remain untouched until the time it is developed — unless dead or dying trees need to be removed for safety reasons 4. Will provide a copy of tree inventory will be sent to staff 5. Remove existing fence wooden fence that runs along Randall Drive 6. Modify commitment to reduce the intensity of candles from 0.3 to 0.1 ONE CIVIC SQUARE CARMEL, INDIANA 46032 317 -571 -2417 Department Report Rachel Boone: • Removing pavement on existing Randall Drive • Slightly re- aligning Randall Drive into Randall Bypass to make turning radius better • Sidewalk is required on west side of pond per David Littlejohn • David Littlejohn to send email to Kevin Rider regarding adding sidewalk to both sides • Recommend favorable consideration to Plan Commission • Need conditions /commitments submitted before Plan Commission Meeting Steve Fehribach — traffic study • Right turn lane to be added • Randall Bypass to be rounded out • Some pavement will be removed from Randall Road • Improved safety by moving Randall Bypass to connect with light • This development will not increase the delay on 96th Street to significant amounts • Part of Randall Road will remain to connect to businesses on the east side of Randall Road Committee Comments: Susan Westermeier • Still have all commitments on test drives? Public Comments: Kurt Murray • Traffic has changed drastically over the last 20 years • Speed bumps thru Engineering Department - Kevin Rider can help them with Engineering Dept if they wish to proceed • Traffic Study results — available online to view David Frishe — • Concerned there will be retail in Northern parcel — not in this petition • Apartments will be approved re: traffic study — just hypothetical • Speed bumps — do we want those? Go thru HOA first for approval • Outlots in northern parcel — not at this time • Construction hours of operation? Docket No. 13030008 ADLS Amend: Popeye's Louisiana Kitchen (former Cord Camera/ Einstein Bros. Bagels site). The applicant seeks design approval for an exterior building remodel and signage. The site is located at 625 E. Carmel Dr. and is zoned B-8/Business. Filed by Paul Jordan of Peterson Architecture. Petitioner: Paul Jordan, Daren Peterson, Mel Dumas Overview: • Renovate the exterior • Add red awnings over all windows on the building • Signage proposed is two wall signs, one ground sign and a menu board • Exterior — keep similar to existing • Provided two sample colors — have changed to darker one, agree with staff suggestion • Will change to stone sill instead of red metal sill that was originally proposed • Raised the parapet walls 4ft to cover mechanicals on roof • Will remove west elevation speaker — not needed • Leaving all gutters and downspouts on bldg, paint same as building color • Will remove the odd sized window by the drive thru • Will add stone base to south elevation, to match the rest of the building as requested • Added landscaping around menu board to hide mechanical units on backside of building • Site plan — added ROW line on north edge. Will need to add 2 ft to get to 50 ft, the required amount by the Thoroughfare Plan • Will make sure the sign is installed 5 ft from ROW • Dumpster — will paint block to match building and add new gates • Rachel needs cut sheet of proposed metal gate • Cross - driveway access — no intention of providing a cut. Only renovating the existing building • Lighting — would prefer to keep proposed lights under awnings, Kevin Rider said this is ok. Committee Comments: Alan Potasnik and Kevin Rider • Awning lighting — can or cannot be lit at night per Popeye's preference • Emergency lighting will be installed • Gooseneck lighting — will remove the additional lights that were proposed over the main wall sign. Mike Casati • Shutter light — drive thru — there will only be uplights on the shutters • Wall pack — will be changed to a 90 degree cut off light • Compact fluorescent — will be installed under the awnings • Recess lighting on balcony to shine down on drive thru customers • Landscaping - work out with Daren • Signage — only 1 per street frontage allowed • Could move logo over by wall sign, in order to have both. • Wall sign must meet 70% height and 85% width of spandrel panel • Ground sign — has been modified to meet all requirements • Menu board — has been revised to meet all requirements • Preview board — add brick base ONE CIVIC SQUARE CARAMEL, INDIANA 46032 317 -571 -2417 • Directional sign — will provide drawing showing copy area complies with 3 sq. ft. rule • Clearance sign — will provide drawing showing copy area complies with 3 sq. ft. rule • Working with Engineering Dept on ROW • Fire Dept — need location of connection • Adding sprinklers to inside of building Department Report Rachel Boone: • Will work on signage with them, to hopefully eliminate variance requirements • OK with approving this tonight Committee Comments: • Alan motion to approve, Steve seconded. Approved 5 -0. 3. Docket No. 13010010 DP /ADLS: The Legacy Towns & Flats, Phase II. The applicant seeks site plan and design approval for 23 buildings on 6.9 acres, containing attached dwellings and apartments. The site is located at approximately 7499 E. 146th St., west of River Rd. The site is zoned PUD/Planned Unit Development. Filed by Charlie Frankenberger of Nelson & Frankenberger, for J.C. Hart Company, Inc. Petitioner: Jon Dobosiewicz, Randy Sherman, Larry Hemp, Todd May, Johnny Hart, Bret Huff, Charlie Frankenberer Overview from Petitioner and Staff — Rachel Boone • Housekeeping — bring Findings of Fact to April 16th Meeting • Site plan — building # 23 — The Dept. would like this building lined up with other buildings fronting 146th Street to keep a consistent look along the edge of the property. • Randy Sherman — the building is turned towards open space, giving better views and is more appealing from 146th Street. The Development team does not want to turn building #23. • Streets built to city standards • Jon D.- On street parking — more like subdivision, where there isn't a need to have pavement as one gets out of the car. Grass is ok. • Beallsville Drive and Barker Drive are one ways around the perimeter, Delmont is 2 way • Crosswalk on North side matches detail with Phase I • Mailbox locations be adjusted to deter residents from getting mail from their vehicle • Dumpster compactor is located in Phase I for northern most buildings (apartment units) in phase 2 • 4 buildings along 146`h to be colored 2 colors to provide relief and interest in the design • Will add a 5th color to palette so more variety in color is provided as one goes through the subdivision ONE CIVIC SQUARE CARMEL, INDIANA 46032 317- 571 -2417 1 1 1 Committee Comments: Michael Casati • Coach lights at every entry?
