RE: Hadley Grove, Construction Plan Review #2
Dear Mr. Fleming:
The City received revised construction plans for this project on May 13, 2013, in response to the
Engineering Department's comment letter dated March 8, 2013. We offer the following comments:
CONSTRUCTION DRAWING REVIEW COMMENTS
1. Previous Comment 1 of a letter dated March 8, 2013. Section 2.09 of Chapter 2, Article 1 of
Chapter 10 of the Carmel City Code requires that all projects and Improvements or
authorizations under the jurisdiction of the zoning ordinance that adjoin, include, are served
by or affect existing streets bearing a designation on the Thoroughfare Plan shall conform to
the requirements of the Thoroughfare Plan in regards to (1) the dedication of public Rights -
of -way; (2) design and construction of the improvements indicated by the Thoroughfare Plan
across the roadway frontage of the project; (3) Setback; and (4) any other affected
development standards. Section 2.09 further states that the petitioner may elect to provide a
monetary commitment equal to the value to otherwise design and construct the improvements
indicated by the Thoroughfare Plan across the roadway frontage. The value of the
commitment shall be equal to the difference in the value to otherwise design and construct
the improvements indicated by the Thoroughfare Plan across the roadway frontage, minus
the cost to design and construct those improvements indicated by the Thoroughfare Plan
across the roadway frontage that will be installed by the petitioner. The values established
above shall be approved by the department of Engineering. Section 2.09 further states that
conformance with the Thoroughfare Plan as outlined above shall be in addition to any
improvements deemed necessary by: (1) Chapter 5, Sections 5.03.05 and 5.05.02(3); (2)
Statements per Chapter 24, Section 24,02(B)(5)(e); and (3) Other applicable standards. The
Developer shall make a commitment to the Non - Reverting Thoroughfare Fund equal to
the cost to construct improvements required by the Thoroughfare Plan for 131" Street.
Please submit a cost estimate for this commitment to the Engineering Department for
review. The commitment shall be satisfied before construction plan approval.
2. Previous Comment 12 of a letter dated March 8, 2013. A detail for straight curb has been
provided. Please indicate on the plans where straight curb will be installed. The curb on
131" Street should be combined curb and gutter, not straight curb. Please change this
on the plans and provide the appropriate City detail. Please also remove the straight
concrete curb detail from the plans.
3. Previous Comment 13 of a letter dated March 8, 2013. The southeast ADA ramp at the
corner of Hadley Grove South Drive and Regina Drive is currently shown as going nowhere.
This ADA ramp is still shown on 0300.
4. Previous Comment 20 of a letter dated March 8, 2013. Please provide a road cross section
for the widening work on 13151 Street. Is the pavement cross section shown consistent
with the existing 1315 Street pavement cross section?

5. Previous Comment 26 of a letter dated March 8, 2013. The Traffic Maintenance Plan shall
meet all requirements of the Indiana Department of Transportation Work Zone Safety
Manual current edition. The Department repeats this comment.
6. Previous Comment 35 of a letter dated March 8, 2013. Please delete all City details for ADA
ramps and include the applicable INDOT ramp details instead. The City ADA ramp details
are still shown on 0800.
7. The Traffic Control Plan indicates a "No Outlet Sign" to be installed on Regina Court. Per
the current MUTCD, this sign is no longer an approved sign.
8. Please provide an INDOT nose treatment for the median ends on 131" Street.
9. Please include plans for the establishment of the wetland on the west side of Hadley Grove
South Drive,
10. Please provide flood routing from the north dry detention basin and the western wetland area.
11. Please label the MLAGs for the homes.
12. Please more clearly label the easement between Lots 3 and 4.
13. Subsurface drain is required in the dry detention basin.
14. Please indicate the subsurface drain connections to the storm structures throughout the
development on the storm sewer profiles.
15. On C300, there is a dark line originating from Lot 34 directed to the centerline of Regina
Drive. What is this?
