EXPLANATION OF REQUEST
By way of general background, The Legacy PUD was enacted in January of 2007. It
allows a mixed -use community, consisting of various use blocks, on approximately 500 acres.
The Legacy is generally located on the southwest corner of 146`h Street and River Road. Its
perimeter is outlined in orange on the aerial photograph included under Tab 1.
The Harvest Bible Chapel is the contract purchaser of approximately 17 acres located in
the Neighborhood Residential Use Block of The Legacy. The perimeter of the 17 acres is
outlined in yellow on the aerial photograph included under Tab 1.
The Harvest Bible Chapel is desirous of building a Church on the 17 acres. A Church is
permitted in The Legacy's Neighborhood Residential Use Block as a Special Use.
In order to allow the Church, the applicant is requesting DP /ADLS approval from the
Plan Commission and Special Use approval from the Board of Zoning Appeals. The public
hearing before the Plan Commission was held on May 21, 2013 and the Plan Commission is
scheduled to consider approval of the DP /ADLS on June 18, 2013.
The Harvest Bible Chapel will be built in phases. The complete master plan for the site is
illustrated under Tab 3. Phase 1 of construction, which is separately illustrated under Tab 4, will
comprise a place of worship and accessory uses. As subsequent phases are built, the Church will
return to the Plan Commission for ADLS review and approval.
The Church's request is comprehensively detailed in this informational brochure, which
includes elevations and perspectives illustrating the proposed buildings, landscaping plans, a site
lighting layout and proposed fixtures and signage for Phase 1. As illustrated, the Phase 1
building plans for the Church are attractive, are complimentary to its surroundings, and will fully
comply with all of the standards and requirements of the The Legacy PUD Ordinance.
