For now John Thomas has given them the go ahead for above ground work as the trees should have the fencing put up first. Which trees to be preserved should not be in question, that issue should be resolved. Correct me if I am wrong John. I actually met with Bill Henry yesterday (not Angie), sorry for the confusion. Thanks for sending the Landscape Plan. However, it looks like it is different than the one that was submitted during the Use Variance approval process. Attached is the Approved Landscape Plan that we currently have on file. Since changes have been made since this was approved, you will need to get Daren Mindham's (the Urban Forester) approval on the changes. (Once he approves a Landscape Plan he stamps it Approved.) He will probably also need a new set of construction plans if those have changed as well. A typical assisted living residence is approximately 86 years old and need assistance with 2 or more activities of daily living (ADL's) and may include assistance with bathing, dressing, medication reminders, incontinence care, etc. Nearly 30% of the residents will use walkers or wheelchairs to assist them with their mobility issues. Twenty four hour resident care will be provided by licensed care providers including a registered nurse (RN), a staff of certified nurse assistances (CNA's) and a licensed director. Meal preparation is supervised by a dietary manager to insure proper resident nutrition and meet the specific dietary requirements of each resident. Daily group activities are planned and supervised by the life enrichment coordinator. Additionally, the facility will be licensed by the Indiana Department of Health through the Long Term Care Division. The building is designed to meet the unique needs of the residents. As an example the building is secured 24 hours per day and requires that anyone wishing to enter or exit the building must enter a security code in the door key pad. Resident with a tendency to wander will be provided with a monitoring watch or pendent which will notify the staff when the resident approaches an open door and attempts to exit. Individual resident desire to experience nature and the out -of- doors is addressed by our provided two interior courtyards, one in the assisted living portion of the building and a second courtyard in the memory care section of the building. Courtyards includes a gazebo, bird houses, a walking path with varying texture, benches for resting and a garden raised planter for resident use and interaction. All areas are handicapped accessible. Additionally, the state of Indiana requires that the building be designed to meet I -2 (Institutional) occupancy standards which are based on the proposed use. The remaining area represents individual resident dwelling units. Resident units typically consist of a bedroom, bathroom and kitchenette. The kitchenette consists of counter top with a small below counter refrigerator and a counter top microwave. Residents will not prepare meal within their unit but instead be served meal in the central dining area which encourages social interaction with other residents. To specifically address potential Bickford resident use of the city park system, we believe resident use to be very unlikely. Bickford residents are typically not physically or cognitively able to use the park system do to their limitations cause by aging. For a typical resident to use the park system would require transportation and supervision by a care provider and is not part of our typical programed resident activity. Additionally park visits by memory care residents and many assisted living residents with cognitive impairment could present a liability issue for Bickford and therefore is not a typical activity. Resident interaction with nature and the out -of- doors is provided by the two interior secured courtyards within the building which can be easily monitored and supervised. Outside sources support the position that a Bickford resident are, for many reasons, unable to use the city park amenity and is evidenced by the fact that of the 47 Bickford communities, all have exempt Bickford from park impact fees. I wanted to get a little more clarification on the sign design and also propose a few modifications to help "anchor" the base of the sign. Is this proposed to be a circle hanging down from the roof of the sign? Or is the circle just applied to a back /middle piece? The colors are faint so it is hard to understand. It would be helpful if there could be some colors other than white, like tan at certain pieces to help make it stand out a bit more. Could the brick base continue around the circle accent piece? Just arched to follow the circle design? If not, I'd almost prefer the previous square look around the name to match the "square -ness" of the overall design, as well as to get the brick base all the way across. Perhaps you could bring the columns down instead of keeping them at 1'4" tall.1 have attached some drawings to help illustrate my points. Please let me know your thoughts. Bicycle parking spaces are required at a rate of five (5) bicycle parking spaces per one hundred (100) parking spaces with a minimum of four (4) spaces. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Cannel 2. The proposed project DOES fall in a Carmel Wellhead Protection Zone. 3. The U.G. Mitchner Regulated Drain runs just east of this proposed project. 4. The proposed project does partially fall in the U.G. Mitchner Regulated Drain Watershed. 5. The proposed project could fill floodplain of the U.G. Mitchner Regulated Drain, which is against Hamilton County Ordinance 4- 26- 99 -C -6. If fill is proposed below an elevation of 737.5, which is the BFE on the U.G. Mitchner Drain, then a variance will be needed from the Hamilton County Drainage Board and mitigation will be required. Fill between the BFE on the Mitchner Drain and the White River will be under the jurisdiction of the City of Carmel. 6. The Hamilton County Surveyor's Office has no major concerns with this proposed use variance for this project, but additional review will be required when more detailed plans are available. 7.
