MEETING MINUTES

F. Communications, Bills, Expenditures, & Legal Counsel Report
1. Hadley Grove PUD: The Commission needs to vote to affirm or deny the text changes
made /approved by City Council. It is Council Ordinance Z- 572 -13 and Plan Commission
Docket No. 12100017 Z.
John Molitor has reviewed and has suggested the Executive Committee Members meet and
discuss.
2. NO LONGER REQUIRED
Tech Park, Block 16, Plat Vacation) requests a waiver from the Rules of Procedure, regarding
the 25 day prior public notice requirement.

1. Docket No. 13040011 DP /ADLS: Harvest Bible Chapel at Legacy.
The applicant seeks site plan and design approval for a church and administration building, with
parking areas, landscaping, lighting, and signage. The site is located near 14450 N. River Rd. and
is zoned PUD/Planned Unit Development (Ordinance Z- 501 -07). Filed by Charlie Frankenberger
of Nelson & Frankenberger, P.C. on behalf of Harvest Bible Chapel - Carmel.

• Return to Plan Commission for ADLS approval at a later date of the other phases of this
project
• North and East building elevations were shown
• Examples of exterior details were also shown
• Site landscaping has been approved by Urban Forester
• Exterior lighting meets all ordinance requirements
• Signage design also meets the ordinance requirements

Staff Comments Rachel Boone:
• Site is unique due to no specific guidelines to follow within the PUD language
• Department is pleased with proposal
• Silo will remain on site as a central focus /feature in the middle of the site (so long as it can be
saved structurally speaking)
• Concerns regarding adjacent parcels — walkability, parking, street lights, ROW dedications
• Recommendation to send to Special Studies Meeting on June 4, 2013

• Where will existing wood be used? As accents on building and on signage murals

• How much of paved path will be constructed now? From our entrance to the northern most
property line. The rest will be installed with the other phases.
• 5 acre parcel an option? Just to show proximity to parcel

• Due to nature of building and weekend activities, where is bicycle parking? adjacent to side
entrance, on south end at Phase 2
• Is there internal bike /pedestrian plan? Along east side and throughout parcel
• Roof top mechanicals being screened? Transformers, meters etc Landscaping will be used for
ground mounted mechanicals. There are no roof mechanicals.
• Where will dumpsters and trash receptacles be located? Currently roll -a -ways stored internally
will be used. No plan for dumpsters currently.

® What is brick inlay? About half the size of regular brick and set into mortar on exterior of
building. Popping off? Will contact Engineers regarding and change if necessary.

The applicant seeks approval to rezone 3 out of 4 lots from S 1/Residence to B 3 /Business. All
four lots make up 2.25 acres and are a part of the North Augusta Subdivision, Lots 63 66. The
applicant also seeks site plan and design approval for a new preschool, as well as a zoning waiver
for a reduced number of parking spaces. The site is located at 3716 W. 98th Street. It is currently
zoned S 1 /Residence and B 3 /Business and lies within the US 421 Overlay Zone. Filed by Steve

Members of the Executive Committee discussed and decided upon Wednesday May 29`1h at. 6pm to meet
and discuss Hadley Grove PUD.
Discussion regarding the removal of Springmill Court PUD from future agendas was addressed. It was
decided to removal the item from future agendas and credit any fees incurred at time of re- submittal.
