I have reviewed the project submitted for the January 18, 2012 Technical Advisory Committee meeting, and offer the following comments: Alternative Transportation Review and Comments 1) The City of Carmel Parking Ordinance requires that all commercial and retail venues include bicycle parking. Bicycle parking spaces are required at a rate of five (5) bicycle parking spaces per one hundred(100) automobile parking spaces with a minimum of four (4) spaces. In this instance the site will require at least four (4) bicycle parking spaces. Please revise your plans to show the required bicycle parking spaces on your site. Please see the City of Carmel's Parking Ordinance in order to determine appropriate locations, specifications and construction details for the above. 2) The Alternative Transportation Plan requires the construction of a 5' sidewalk along 98th St. Please revise the plans to include and label this path. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re- submitted,particularly if any such changes are considered "new" or fall outside of our previous reviews. I have reviewed the submittal and offer the following comments: URBAN FORESTRY REVIEW COMMENTS 1) I think the best thing to do at this stage is to submit an aerial plan/landscape plan with details of the existing material. For example, shrubs around the building that will be staying and location of existing trees. I have attached an example of what has been done in the past. From this, I will determine if any additional landscaping will be required according to the Ch. 23C-US 421 Overlay and Ch 26 Bufferyard requirements. It is best to make circles or 'clouds' on the plan to show the existing tree location, it also helps if you can make the 'clouds' the same size of the canopy on the plan to signify size. 2) On the landscape plan there should be a noted 30' Greenbelt according to the Ch. 23C-US 421 Overlay (attached). 3) I have attached our tree preservation detail to be used on Carmel projects.
