HEARING OFFICER
MEETING MINUTES
THURSDAY, MAY 30, 2013,10:00 AM

Public Notice was made properly and sign was at site. Sign has been taken down periodically by
contractors due to working on site.
A. Public Hearing
1. Docket No. 13050001 DP /ADLS: Carmel City Center, Parcel 5, Phase 2 - Nash Building.
The applicant seeks approval to construct a 3 -story mixed use building with office, apartments,
and retail uses, with an underground parking garage and surface parking. The site is located at
approximately 840 S. Range Line Rd. and is zoned C -1 /City Center District. Filed by Bob Olson
of American Structurepoint, Inc.
Presentation: Les Olds
• Phase 1 has been completed.
• Phase 2 will include garage, retail space and apartments
• Design concept has passed through CRC
• Garage funding will be paid from the 2012 bond
• Max contribution is 2 million, above that will be paid by developer
• Operation of garage and expenses of garage will be paid for by developer
• Site plan was approved by committee and commission
• Site plan includes surface parking as well as changes to Range Line Road for parallel parking
• Modifications will be made to curb at Range Line Road entrance
• All work based on Master Plan for site including new Roundabout at Vectren Way
• Plan was shown to staff, petitioner and 2 public individuals

• Does Winona cross over Range Line and connect to new road? Les — Yes
Public Hearing is now closed.
Staff Comments Rachel Boone:
• How does existing City Center connect to new garage? Les - Details were shown on plan to
answer question.
• Any extra screening done on service area? Les — everything will be screened
• Who is taking care of landscaping? Les — maintained by city under current agreement
• Fountain conceptual? Les — conceptual for right now, Developer may be paying for it.
• New building will be tied together with others on both sides.
• Signage area seems small. Les - Sign package at later date.
• Will the garage be public or only for residents? Les — private for residents and tenants of retail
space
• Awnings would be included in sign package
• Granite base for building? Les — only on Range Line addition.
for base of building for durability and wear will happen.
• Windows for office tenant? Les — will be addressed.
• Rear of space be treated like store front? More windows? Les

• 16 ft of clearance is needed for trucks in garage
• Developer is very concerned regarding the services necessary to buildings
• Automated trash system is a consideration
• Streetscape concept is evolving on Range Line Road
• Parallel parking will be in front of bank, dentist and Shapiro's
• No involvement of east side of Range Line Road — only focused on west side
• Possible traffic signal at this location in the future

• Trying to keep project details pedestrian friendly —
• Driveway on north side of building too close to existing parking garage drive
• Concerned the new building's grade is coordinated with Range Line sidewalk/streetscape
• Need updated plans — esp with service area on north side of building, which should not be visible
from Range Line
• Faucets on buildings for cleaning sidewalks etc
• Will Trash located at NW corner of building be screened

• Building was previously set back further — Mayor encouraged Developer to move closer to street
• Increase streetscape
• Surveyors need to communicate
• Extension of Veterans Way is critical
• Convert ramp to street — make high enough for clearance of semi -trucks
• Garage has signification architectural features

• Trash vacuum system could be connected at a later date

• By the time the building is completed, trash and recycling will be resolved. Dumpsters must be
gated. Per Les, yes. Developer. feels very strongly about screening dumpsters etc.
Ground breaking approximately July 10 -11.
Existing water line is bring connected currently. All city construction is being done right now, no
developer construction as of yet.
Project is approved pending Engineering issues and receiving all TAC comments.
