II MEETING MINUTES
MONDAY, JUNE 17, 2013 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President Sharp, Council Members Carol Schleif, W. Eric
Seidensticker, Sue Finkam, Luci Snyder, Ronald E. Carter, Kevin D. Rider, Clerk-Treasurer Diana
L. Cordray and Deputy Clerk Treasurer Lois Fine.
Mayor Brainard called the meeting to order at 6:01 p.m.
Pastor Stuart Lawrence, Fellowship in Christ Church, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
Mayor Brainard informed the Council that the Carmel Fire Department has been recommended for
accreditation.
APPROVAL OF MINUTES:
Councilor Seidensticker made a motion to approve minutes from the June 3, 2013 Regular Meeting.
Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for
the vote. Minutes were approved 6-0 (Councilor Carter abstained).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Lisa Grove addressed the Council regarding the veto on Ordinance D-2135-13 (Electric
Fences).
Kathy Wallace addressed the Council regarding claims.
COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Councilor Sharp addressed the Council regarding the closing of the Carmel Shapiro's Deli this past
Sunday.
III Councilor Snyder addressed the Council regarding the Hamilton County Humane Society.
Councilor Carter informed the Council that the Pleasant Grove United Methodist Church fish fry
will be held this Friday and Saturday. The church is located at 111`h and Meridian.

Council President Sharp passed the gavel to Councilor Seidensticker to address the Council.
ACTION ON MAYORAL VETOES:
Ordinance D-2135-13 As Amended: An Ordinance of the Common Council of the City of Carmel,
Indiana("City"), Amending Carmel City Code Chapter 6, Article 4, Section 6-50 (Barbed Wire
Fences; Electric Fences); Sponsor: Councilor Sharp. ADOPTED 6-0 ON JUNE 3, 2013
(COUNCILOR CARTER NOT PRESENT). Council President Sharp addressed the Council and
referred to Assistant City Attorney Ashley Ulbright to address the Council. Councilor Sharp made
a motion to approve Ordinance D-2135-13 As Amended. Councilor Finkam seconded. There was
no Council discussion. Councilor Seidensticker called for the vote. Ordinance D-2135-13 As
Amended was adopted 6-1 (Councilor Snyder opposed).
Council President Sharp reclaimed the gavel from Councilor Seidensticker.
CLAIMS:
Councilor Carter made a motion to approve claims in the amount of$1,906,237.25. Councilor
Schleif seconded. There was no Council discussion. Council President Sharp called for the vote.
Claims were approved 7-0.
Wire Transfers, April and May, 2013. Councilor Seidensticker made a motion to acknowledge wire
transfers in the amount of$3,829,077.80. Councilor Schleif seconded. There was no Council
discussion. Council President Sharp called for the vote. Wire Transfers were acknowledged 7-0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee had not met. The
next meeting will be held on Thursday, June 20, 2013 at 5A:30 p.m.
Councilor Seidensticker reported that the Land Use, Annexation and Economic Development
Committee had not met. The next meeting will be held on Tuesday, June 25, 2013 at 5:30 p.m.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met.
Councilor Finkam reported that the Utilities, Transportation and Public Safety Committee had not
met.
Report from the Council Appointee to the Redevelopment Commission. There was no one
available to present the report.

the Section Identified as §2-20 (Carmel Civic Square Building Corporation) in the Carmel City
Code. Councilor Seidensticker made a motion to move this item into business. Councilor Schleif
seconded. Councilor Seidensticker presented this item to the Council and made a motion to
suspend the rules and not send this item to committee. Councilor Schleif seconded. There was no
Council discussion. Council President Sharp called for the vote. The motion was approved 7-0.
Councilor Seidensticker made a motion to approve Ordinance D-2132-13. Councilor Schleif
seconded. There was no Council discussion. Council President Sharp called for the vote.
Ordinance D-2132-13 was adopted 7-0.

Electric Fences); Sponsor: Councilor Sharp. Councilor Sharp presented this item to the Council.
Mayor Brainard addressed the Council. There was brief Council discussion. Councilor

Seidensticker referred to Assistant City Attorney Ashley Ulbricht to address the Council. Councilor
Rider made a motion to amend Ordinance D-2140-13 by removing all references to "razor wire".
Councilor Finkam seconded. There was brief Council discussion. Councilor Rider withdrew his
motion to amend. Councilor Schleif made a motion to amend Ordinance D-2140-13 by adding the
following; line 29, section (a) add a comma (,) after fence and add a comma (,) after limits.
Councilor Sharp seconded. There was no Council discussion. Councilor Seidensticker called for
the vote. The motion to amend Ordinance D-2140-13 was approved 7-0. Councilor Sharp made a
motion to suspend the rules and not send this item to committee. Councilor Rider seconded. There
was no Council discussion. Councilor Seidensticker called for the vote. The motion was approved
7-0. Councilor Sharp made a motion to approve Ordinance D-2140-13 As Amended. Councilor
Rider seconded. There was no Council discussion. Councilor Seidensticker called for the vote.

appointment. Councilor Snyder made a motion to nominate Jim Helmer. There were
no other nominations. Council President Sharp closed the nomination. Jim Hehner
was reappointed by acclimation.
