Coxhall Park & Gardens - Bell Tower Petitioner seeks the following development standards variance approval: Docket No. 05050009 V ZO Chapter 5.04.01 maximum height The site is located at the northeast comer of 116th Stand Towne Rd, and is zoned S-1 Residence-Estate. Filed by Mike Grubb of Paul I Cripe for Hamilton Co. Parks & Recreation. Present for the Petitioner: Mike Grubb, Paul I. Cripe; Al Patterson, Director of Hamilton County Parks and Recreation Department; Steve Andrews, legal counsel from the Parks Department Board and Harry van Bergen, The van Bergen Company who will be supplying the bells for the bell tower. The bell tower is an integral.part of the master plan. A site plan and the unique features of the park were shown. Identical carillon 47 -bell towers~ will be the focal point at each of the two entrances. These towers will be patterned after the tower on the Campus of Miami of Ohio University and photos were shared. The clock at the top will be eight feet in diameter to be seen from a distance. The music will be very soft- sounding. The architectural and brick features will be the same as the.Coxhall mansion. Public. in favor: Jerome and Louise Cascione, 2490 Durbin Drive. They had enjoyed the bells in Paris and are very enthusiastic for this plan. He questioned that there would be plans and budget for maintenance of the bells. Public in opposition: Steve Granner, Zoning Consultant, 600 E. 96th Street, Suite 500, representing Jim and Meg Irsay, neighbors to the southeast of the site. They were concerned about lighting and the sound. He wanted to know if the petitioner was prepared to make any of the conditions or commitments they had discussed before the meeting with regard to the lighting and sound. Mr. Andrews stated that the clock dial would be back lit. There will also be indirect lighting from the ground onto the tower. Discussion continued regarding the location of the Irsay property in relation to the towers. Mr. Andrews did not feel there would be spillage of the tower lighting. There will be no luminescence or neon lighting. The decibel level of the bells was discussed and a chart was shown. The program for the bells has not been set at this time. Mr. Granner questioned the lighting and the bell schedule and discussion followed. Mr. Ray is an automotive engineer and stated that a quiet luxury vehicle has a background noise of about 65 decibels. The Public Hearing was closed. Mrs. Conn gave the Department Report. The Department would like the petitioner to set a time span for the bells to be rung. Bell towers are not covered in the Noise Ordinance. City Council would need to approve any amendments to the Noise Ordinance. The Department recommends positive consideration of this docket. Mr. Broach APPROVED Docket No. 05050009 V, Coxhall Park & Gardens - Bell Tower with the following Commitments: Lighting: The lighting will be internal illumination for the clock, soft back lighting for the bells, up-lighting for the tower, and no point-source lighting seen from ground level (hidden/recessed bulbs), and Bell Noise: The petitioner will work with the City regarding the plan for the programming and decibel level of the bells. 3d. Filed by Paul ReisofDrewry Simmons & Vornehmfor Wagller Reese & Crossen LLP. Present for the Petitioner: Paul Reisand Trevor Crossen. At last month's Hearing Officer meeting, the issue the design of the walLsign came up. The Hearing Officer, Mrs. Plavchak:, asked for an alternative design that would match the design on the approved ground sign. However,. a sign area variance would still be needed. The petitioner is in favor of the initial sign and believes it is consistent with other signs along the US 31 corridor versus the alternative more vertical and square sign. Members of the public were invited to speak: in favor or opposition to the petition; no one appeared. The Public Hearing was closed. Mrs. Conn gav~the Department Report. The Department supports the opinion of Mrs. Plavchak: of the new design. The Department recommends positive consideration. Mr. Reis stated that the Plan Commission approved the original design. The alternative design was . , . prepared at Mrs.Plavchak:' s request because she thought it would not need a variance. The two sign designs and their identity and visibility were'discussed.
