EXECUTIVE SUMMARY
Primrose Preschool is pleased to announce its newest childcare facility in Carmel,
“Primrose Preschool at West Carmel.” The project site is 2.3+/- acres on the north
side of 98th Street (please see aerial location map at Tab 2), and it is south of
and abuts a large retention area for the West Carmel Marketplace commercial
development. This proposed development is part of the continuing redevelopment
of the City’s south west commercial corridor that includes 98th Street, east of
Michigan Road (see Tabs 3 and 4). The site, which long has been planned for
commercial development, will have frontage on both 98th Street and Walnut Creek
Drive. Walnut Creek Drive is a private drive that, via a public access easement,
provides the public access throughout this commercial corridor.
As part of this redevelopment process, Primrose will be undertaking the following:
• Replatting 4 existing lots into a single lot: approval required from DOCS and
the Board of Public Works. This approval will be sought in late July, 2013.
• DP/ADLS approval from the Plan Commission. The initial public hearing for
these approvals is scheduled for June 18, 2013.
• Rezoning approval. As shown at Tab 5, three of the four lots need to be
rezoned from S-1 to B-3.
• Variances of Development Standards from the Board of Zoning Appeals
were granted on May 28, 2013, permitting the relocation of foundation
plantings; the elimination of some peripheral plantings where a landscape
buffer already exists; approval of two signs; and the approval of one sign not
facing a public right-of-way. No remonstrance was presented.
On June 26, 2013, the Special Studies Committee of the Plan Commission considered
the Primrose applications. After discussion with Primrose and neighbors of the
subject site, the Subcommittee voted unanimously to forward the applications back
to the Plan Commission with a favorable recommendation.
Primrose respectfully requests the Plan Commission’s approval of its DP/ADLS
application and the Plan Commission’s favorable recommendation of its rezoning
request.
