Meridian Mark I & II The applicant seeks the following development standards variances: Docket No. 05060030 V ZO Chapter 25.07: Sign Chart C address number height Docket No. 05060031 V ZO Chapter 25.07.02-10.b transfer of wall signs Docket No. 05060032 V ZO Chapter 25.07.02-10.b # wall signs on north building Docket No. 05060033 V ZO Chapter 25.07.02-11.b transfer of ground ID sign to US 31 The site is located at 11611 & 11711 N Meridian and is zoned B-3 & B-6/Business within the US 31 Overlay. Filed by Steve Granner of Bose McKinney & Evans, LLP. General Info: The petitioner is proposing a new sign package for the two buildings to make the signage look uniform and to create guidelines that may be used when future tenants want to locate signage on the site. Analysis: The sign package will allow 3 wall signs per building and another ground sign. Several variances are needed to accomplish this new sign package. Findings of Fact: address number height 1.) The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: the larger address numbers will aid in passersby identifying the address of the site, especially when driving at higher speeds on US Highway 31. 2.) The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the larger address numbers will aid in passersby identifying the address of the site, especially when driving at higher speeds on US Highway 31. 3.) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: The petitioner will have to post 3.5" letters, rather than 12" letters, possibly making it harder for passersby to see the address of the site. The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: the US 31 frontage provides for greater visibility. Visitors to the site will most likely be arriving from US 31, rather then Pennsylvania St. 2.) The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the US 31 frontage provides for greater visibility. Visitors to the site will most likely be arriving from US 31, rather then Pennsylvania St. 3.) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: The petitioner will have to provide signage along Pennsylvania St, which is less traveled than US 31, possibly being less visible to the public. Visitors to the site will most likely be arriving from US 31. A 116th Street sign location may not get as much visibility. 2.) The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the US 31 frontage provides for greater visibility. Visitors to the site will most likely be arriving from US 31. A 116th Street sign location may not get as much visibility. 3.) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: The petitioner will have to place the ground sign on the 116th Street frontage, possibly resulting in less visibility. Recommendation: The Department recommends positive consideration of Docket Nos. 05060030 V, 05060031 V, 05060032 V and 05060033 V.
