As part of our on -going due diligence to further understand the use of the aquifer
and the potential impacts in the event of a spill or release from the proposed gas
station, Citizens Energy Group ( "Citizens ") sought input from the Indiana Department of
Natural Resources ( "IDNR ") on the use of the aquifer. Citizens believed the aquifer to
be used by a diverse group of potentially affected parties, so we asked IDNR to review
information in their records concerning the use of the aquifer.
Enclosed you will find a letter received from Mr. Mark Basch, head of IDNR's
Water Rights & Use Section, in response to our inquiry. As highlighted by the IDNR, the
twenty -four (24) high capacity wells located within a 2 -mile radius of the location
withdrew nearly 4.3 billion gallons of water from aquifer, with fifteen (15) of the wells
providing water for use in public supply. Please note that INDR states that the aquifer
"is highly susceptible to surface contamination in locations where the outwash materials
are at or near the surface, and have little or no overlaying clay deposits."

This letter is being provided to you due to the concerns of Citizens Energy Group regarding the proposed
installation of a gas station on the southwest corner of 146th Street and River Road in Hamilton County.
Without specific location and construction information for the site, the IDNR, Division of Water is
uncertain whether a permit would be required under the provisions of Indiana's Flood Control Act (IC 14-
28 -1). However, our office can provide Citizens Energy with a brief overview of the ground water
resource that exists in this area and the use of this resource by several significant water withdrawal
facilities (SWWF) currently registered with our division.
As you are aware, the site of the proposed gas station at 146th Street and River Road overlays the "White
River and Tributaries Outwash Aquifer System" which has been mapped in the southeastern and east -
central portions of Hamilton County along the White River. This aquifer system is composed of thick
glacial outwash sand and gravels with substantial water supply capability, but is highly susceptible to
surface contamination in locations where the outwash materials are at or near the surface, and have little
or no overlaying clay deposits. Currently, there are 11 registered SWWFs (greater than 100,000 gallons -
per -day capacity) that are completed in this aquifer within a two mile radius of the site of the proposed
gas station. A map showing the location of the registered wells and intakes within the two mile radius is
attached. These registered facilities include 24 high capacity'wells with a combined withdrawal capability
of 23,275 gallons - per - minute (GPM), or approximately 33.5 million gallons - per -day. During 2012,
nearly 4.3 billion gallons of water were reportedly withdrawn from the outwash aquifer by these 24 high
capacity wells. Fifteen of these wells are owned by Citizens Energy, the City of Carmel and the Town of
Westfield and provide water for public supply.
