Allow plenty of time for staff review and Board of Zoning Appeals approval Process(Approximately 60 days). Discuss proposed special use with the Department of Community Development Staff (please call for appointment; 571-2444, 1 Civic Square, Carmel). 3. INFORMATION NEEDED for formal Department of Community Development Staff and Board of Zoning Appeals review (per section 21.0 of the Zoning Ordinance): a Need the original and one copy of the completed special use application (available from the Office of DOCD), with attached legal descriptions. b. Need seven (7) copies of location map (one for each Board member and one for each application form) showing location of site in question, zoning, and existing land use of all adjacent properties. c. Need seven (7) copies of all plans (two full size-one for each application form and five reduced copies-one for each Board member) drawn to scale with all dimensions and depicting all existing and proposed structures, elevations, landscaping, drainage, lighting, signage, and any other supporting documentation to fully understand the proposal (the Board's basic review items are outlined in section 21.3 of the Zoning Ordinance-see attached). d. Need five (5) copies of statement of request, supporting statement, and both Findings of Facts sheets (respond to questions on question sheet only and fill in petitioners name on both. e. Need two (2) copies (one with each application form) of adjacent property owners certified by the Hamilton County Auditors Office. 4. The above referenced information must be submitted to the DOCD at least forty-five (45) days prior to hearing date. Within ten (10) days, the application will be reviewed by staff and a letter outlining the deficiencies will be mailed to the petitioner or a docket number will be assigned (a docket number will not be assigned until all deficiencies are addressed). 5. After final review the petitioner will need to pay the required filing fee at which time a docket number will be released. 6. At this time the notice of Public Hearing must be mailed to all adjacent property owners and published in both newspapers (the Noblesville Ledger and the C.melNews Tribune), at least thirty (30) days prior to the hearing date. 7. At least five (5) working days prior to the hearing petitioner must submit proof of publications, proof of adjacent property owners notice, and a completed Petitioner's Affidavit of Notice of Public Hearing to the DOCD. 8. Petitioner (property owner), Attorney, or Power of Attorney must appear before the Carmel/Clay Board of Zoning Appeals Public Hearing and give a presentation. The following is a list of items each applicant appearing before the Board of Zoning Appeals must supply in order to conduct the project presentation at the Public Hearing: Overhead vellums/acetate (8 1/2 X 11) transparencies depicting: -location map -site plan -topography/natural features -project drainage -traffic movement within the project -aerial photograph(s) -proposed roadway improvements -signage -architectural design -landscaping -project lighting Overhead projector will be provided by the Department of Community Development. Vellums and/or acetates may be produced or reproduced by the DOCD at cost to the petitioner. Maps, plans and color renderings may be used to supplement the overhead presentation. 9. Generally, special use applications will be acted upon by the Board in one meeting. However, should additional information be required, a petition maybe tabled for 30 days. 10. The Board of Zoning Appeals meets the fourth Monday of each month at 7:00 pm in the City Council Chambers, 2nd floor of City Hall, 1 Civic Square, Carmel, Indiana 21. 3 Basis of Board Review. • The Board, in reviewing the special use application, shall give consideration to the particular needs and circumstances of each special use application and shall examine the following items as they relate to the proposed special use: • 1. Typography 2 . Zoning on site 3 . Surrounding zoning and Land use 4 . Streets , curbs and gutters and sidewalks 5 . Access to public streets 6 . Driveway and curb cut locations in relation to other sites 7 . General vehicular and pedestrian traffic 8 . Parking location and arrangement 9 . Number of parking spaces needed for the particular special use 10 . Internal site circulation 11. Building height, bulk and setback 12. Front, side and rear yards 13 . Site coverage by building (s) , parking area (s) and other structures 14 . Trash and material storage 15 . Alleys, service areas and loading bays • 16. Special and general easements for public or private use 17 . Landscaping .and tree masses 18 . • Necessary screening and buffering • 19. Necessary fencing • 20. Necessary exterior lighting 21.
