Board approval as outlined in Chapter21:•Specral Uses & Special Exceptions of#he Carmel/Clay
Zoning Ordinance.; Section 21.3`Basis of Board Review sets forth twenfy-five (25) points of
review as they pertain fo the Special Use under consideration. Sub=Sections 21.3 (17) and 29.3
(18)specify Landscaping,&,tree masses and Necessary screening & buffering, respectively.
These would bethe basisfor r,eview that relate specifically fo your inquiry.

Rejection. They are as follows'
1. The partieular physical.:suitability of the premises�:in quesUon for.the proposed Special Use.
2. The economic factors relafed to the proposed Special Use, such.as cost/benefit to the community
and its anticipated:effect�on � �
sunounding property values.
3. The socialLneighborhood factors related to the proposed Special Use, such as compatibility with
existing uses and those pernufted
under current zoning in the uicinity of the premises under consideration and how the proposed Special Use
will.effect neigh6orfiood'integrity.
4. The adequacy and availability of water, sewage and storm drainage facilities and police and fire
protection.
, 5. The effects of the proposed Special Use on vehicular and pedestrian'traffic in and around the
premises upon which the Special Use is proposed.
Findings 2 &.3 might provide the,grounds for the Board fo require some form of landscape buffer
remain between the golf°�course:and:the adjoining residences. The question of the width of such
a buffer is something the Board would need fo weigh after ha�ing considered the evidence
presented at.the Pu61ic Hearing. The Board must be reasonable in its conditions, and cannot
allow itself to set ar6if�ary standards.
The V1/oodland Golf Course redesign is expected to appear on the July 24,2000, Board of Zoning
Appeals for Public Hea�ing.
