The Special Studies Committee met to consider the following items:
1. Docket No. 13040001 Z: Primrose Preschool of West Carmel.
2. Docket No. 13040002 DP /ADLS: Primrose Preschool of West Carmel.
The applicant seeks approval to rezone 3 out of 4 lots from S-1/Residence to B -3/ Business. All
four lots make up 2.25 acres and are a part of the North Augusta Subdivision, Lots 63 -66. The
applicant also seeks site plan and design approval for a new preschool. The site is located at 3746
W. 98`h Street. It is currently zoned S- 1/Residence and B -3 /Business, within the US 421 Overlay
Zone. Filed by Steve Hardin, Esq. of Faegre Baker Daniels, LLP on behalf of Primrose Schools.

• EIFS on the dormers and front eave of building has been changed to siding
• Removed shutter on double windows on color rendering
• Photometric plan problem has been solved by relocating a light pole

• EIFS change is a good alternative
• The double windows look better without the shutters
• Dunkin Donuts and gas station will be across street
• Will be 2 points of access at Dunkin Donuts site
• Sidewalks vs paths? Sidewalk is sufficient at this early stage in development of the area
• Access to site? Not concerned at this time
• Safety of children and proximity to US421 — the Dept. is confident the Petitioner took safety
measures into consideration when choosing this location.
• Recommend positive consideration to full plan commission for approval

• Semi's delivering to businesses down the street
• Streets are too narrow

3. Docket No. 13040021 Z: Atapco Redevelopment PUD Rezone.
The applicant seeks approval to rezone 34.13 acres of Carmel Science & Technology Park (Blocks
8 & 13) to PUD /Planned Unit Development, for residential, office, and commercial uses. The site
is located at 630 & 645 W. Carmel Dr. and is currently zoned M -3 /Manufacturing. Filed by
Charlie Frankenberger of Nelson & Frankenberger, P.C.

• Scenario 1 - Existing conditions, Scenario 2 - Current plan (proposed plan in front of us today)
and Scenario 3 - M -3 zoning plan (current zoning classification)
• Vehicles per day: 2720, 7195, 8835 respectfully
• Alan — making sure public understands 3 scenarios
• Charlie — confirmed scenarios
• Collected traffic counts at all intersections for both am and pm peaks
• Evaluated each traffic intersection and graded by level of service A -F
• Less than 10 sec of wait time = A, 10 -25 sec = B, 25 -35 sec = C, longer than 60 -80 sec = F
• Phase 1 A — Multi Family Apartment
• 1500 vehicles at peak for intersection of Carmel Drive and Clark Street

• Dedicated exclusive right turn lane will be added
• Phase 1B — Office Building
• Level of service B at both locations
• Phase II — Office /Apartment
• Delay of 15 -25 sec coming in and out of development
• We are meeting level of service
• Traffic counts at 7 -8 am and 4 -5 pm

• Traffic studies study the traffic flow and levels of service — amount of delay
• Studies delay at am peak and pm peak — worst time of am and pm
• Levels of services are determined for left turn, right turn, signalized and not signalized
• Stacking is about 3 vehicles on Clark Street and Carmel Drive and 73 sec of delay

• Major increase of traffic from scenario 1 — 2
• Level of service can change do to people altering their route due to bad levels of service at
intersections

• Change in alternative trips would not have a significant effect due to amount of traffic that
would change

• Will roads be altered to accommodate traffic levels? Yes - Taking away from developers land
to increase roadway width.
Hardik Shah
• Study was done in April during peak times and days (peak days are Tuesday, Wednesday,
Thursday ?)

• Choose 3 different times of pm to determine the worst peak time
• Most intersections are at current level of service is B/B — C at worst

• Exactly which intersections will be reconstructed? Carmel Dr and Clark Street

• Median on City Center Drive? Will be narrowing it to install turn lane

• Exit out of Timber Creek — Engineering Dept is working on solution — landscaping is an issue
and blocks sight line

• Routine maintenance of landscaping
• Sending someone out to cut by next week

• Connect apartments to office parking lot so people can exit and enter from Guilford

• Addressed staff comments and will continue to meet with staff to complete list of questions
• Connection between apartments and office in Phase II — will reduce traffic at intersection of
Clark and Carmel Drive
• Angled parking at north office bldg to provide building closer to road — max of 1 row of
parking, max set back to meet PUD requirements
• On street parking along Clark Street

• Clark Street will be widened — not adequate now
• 40 ft landscape buffer at south side of Phase II
• 30 ft tree preservation

• Staff is making sure that what we see on the concept plan is what we see in the PUD Ordinance
• Biggest concern is to get what we see in the concept plan because of issues with past PUD
ordinances
• Next meeting we will go over what's left on list of questions

• Exit from apartments onto Clark Street, only exit? No — 4 different entrances and exits
• City Center Drive change — an additional left hand turn lane? Yes, and also right hand decal
lane added
• Level of service for un- signaled intersection — same amount of seconds as a signalized
intersection?
• Dates of traffic study — March, April and May — need Petitioner to provide dates in April — to
make sure it was not done during Spring Break
• When will this happen (be built) if all goes as planned? 2nd qtr of 2014 for Phase l A, 3 -5 years
for Phase 1B and II. Phase lA to take about 18 months.

• How did you do the traffic count? I didn't see anyone or anything. Used video cameras and
people physically counting.
• Did survey of other apartment complexes in Carmel — City Center, Lakes of Carmel — have one
entrance in and out — works fine. Mike McBride — have limited amount of access to roads to
make entrances

• Levels at City Center Drive? How can it be a B with amount of volume? Fewer trips coming
in and out of apartments
• Did anyone consider cut thru of Carmel Station? No, because it is not a favorable for
exiting area

• Saw traffic counter and called police
• Traffic was slow that morning
• Traffic was backed up in front of entrance of Timber Creek
• Landscaping is a major issue

• Issue getting out of complex
• What type of rental apartments are proposed? — They will be high end, similar to other new
apartments in Carmel. They will NOT be section 8

• Turn lane on City Center Drive — where will it come from? Median will be reduced

• Left turn lane on Carmel Drive in front of bunker building (will be added ?)
• Traffic study during lunch hours

• How many apts in Phase IA? — 284 Phase 113 - 110

• Close Clark Street and City Center Entrance? No, that will not help traffic flow.
