2. A c,?PY of the recorded off-site easement must be presented to this office before the
outlet pennit will be issued.

The City has received your comment letter and revised clra\vings dated November 24, 2004 based upon the
City revie\v of September 22, 2004.
The comments from the City revie\v have been satisfactorily addressed with the follo\ving exceptions:
PROJECT COMlVIENTS-SECONDARY PLAT
13. Comment on previous revie\v: "It is assumed the interior streets are private since 34' access
easements are provided rather than the normal City of Carmel requirement of 50' minimum right
of \vay. If the streets are private, please label them as private on the secondary plat." There is
language on the. dedication certificate dedicating the streets to the public. Since they are private,
should this be revised?
PROJECT COlVIl\tlENTS-CONSTRUCTION PLANS
16. Comment on previous revie\v: "Please delineate limits of right of way pavement on the Site Plan
and add a keynote to the legend. The right of way pavement should extend to the right of way line
on the entrance." Detail reference for keynote "K" should read "1/C302."
B'ased on additional revie\v, the City provides additional comments:
1. Please remove the landscape plan from this set of plans. Approval of the landscape plan does not
come from the Department of Engineering. .

2B. The construction sequence does not provide for final seeding. This project has extensive landscaping and sidewalks.
When are these improvements going to be installed? Will the buildings be built when each is sold or has a schedule been
developed? I would like additional information about when all improvements are going to be installed and by whom.
Maybe we can devise a SWPPP that works for this congested construction site.
6B. Inlet protection is needed for the existing 12" culvert on Guilford Rd. at the south end of the project.
7B. The proposed diversion swale should extend south to the property line along Guilford Rd.
3C. The practices shoWn on the plan are similar to a less dense residential project. Ifwe could assume that this project
will have a higher level of pollutants than a project with detached homes then shouldn't your design have more or
different practices to address the higher level of pollutants?

Dear Angie,
Please find enclosed one copy of the Secondary Plat for the Townhomes at Guilford. The plans have been
revised per your comment letter dated September 13, 2004. Revisions and/or comments are as follows:
1. A location map has been added to the Secondary Plat.
2. The Docket # 040900 14SP has been added to the Secondary Plat.
3. The reference to the Primary Plat has been removed and the PUD Docket # 040300424Z has
been added.
4. The source of title number has been added to the plat.
5. The surveyor's signature has been added to the plat.
6. Concrete monuments have been placed at all outside comers of the plat except for those
located in the pavement. 1 ~ inch diameter tapered aluminum caps have been placed at these
outside comers.
7. All access easements have been labeled as a Common Area.
8. The building setback lines have been removed from the access easements and the sanitary
sewer easements have been identified in the legend as such.
9. Please see comment 8.
10. Additional labeling has been added to clarify access easements boundaries.
o 11. The normal pool, 100-year, top of bank and bottom of pool elevations for all ponds have been
added to the plat.
12. The ~ right of way of Guilford Road has been labeled on sheet 1 and sheet 3 of the plat.
13. Guilford Avenue has been changed to Guilford Road on the plat and within the, construction
plans.
14. Additional setback line labels have been added to the plat to clarify building setback line
locations.
15. Block 'L' has been changed to Common Area 'L' and represents the 34' Access Easement.
The label Common Area 'L' has been added in additional locations to clarify what Common
Area 'L' is.
16. A copy of the recorded covenants will be submitted by the developer, PPV, LLC.
17. A 2' non-access easement has been provided outside of the right of way along Guilford Road.

18. The minimum width of the sidewalk in the Sidewalk Detail on sheet C801 has been changed
from 4' to 5'. All 4' wide sidewalks throughout the construction plans have been changed to
5' .
19. All townhome driveways will be concrete; however, the additional parking spaces will be
asphalt.
20. Due to the depth of the City of Carmel roll curb and gutter (0.5' difference between the top of
casting and gutter) a different roll curb will be utilized. The difference between the top of
curb and gutter of the now specified roll curb is 0.33' as shown in detail 8 on sheet C801 of
the construction plans. This will allow for the same storm inlet castings to be used throughout
the project. This roll curb is used frequently in single family residential developments in the
same manner as it will be used at the Townhomes at Guilford.
21. Harvard Lane and Yale Drive have been extended to the south property line.
22. The landscape plan is in the process of being updated and will be submitted upon completion.

We have reviewed the construction plans and secondary plat submitted for the September 22, 2004
Technical Advisory Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2 . Jurisdictions:
. Street and Right of Way - City of Carmel (Guilford Road).

. Sanitary Sewer ~ Clay Township Regional Waste District.

3. Board of Public Works and Safety Approvai Requirements:
. Water Availability.
. Commercial Curb Cut. The request for Board approval should include 8 yz" x 11" exhibits that
will indicate the existing curb cut, the proposed curb cut and all appropriate data and dimensions
including width, radii, etc. Please indicate all existing and opposing driveways and their
relationship to the proposed curb cut for this development.
. Temporary Construction Entrance. Separate BPWS approval will be required if this entrance is to
be located anywhere other the site of the permanent curb cut.
· Consent to Encroach :approvals for any permanent improvement to be installed within dedicated
easements and/or dedicated right of\vay. If an irrigation system is planned for this project,
additional Water Availability approval will be required from the Board and additional Water
Connection Fees will be due.

The current Water Connection Fee is $1,310.00 per EDU. Please provide this office with a listing of
the buildings, units per building and bedrooms per unit for calculation of Water Connection Fees.
5. T AC Revie\v/Drawings submitted for approval:
We request that all cbmmentsand comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of four-sets (maximum of six-sets) of approved drawings after all issues have been resolved.
The drawings will be stamped approved and signed by both the City Engineer and Director Carmel
Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction site
at all times. Carmel Utilities will receive one-set. Our Public Works Inspector will receive one-set
and one-set will be maintained in the Department of Engineering. If more than the minimum offour-
sets are requested tobe approved, the additional sets (maximum total of two additional) must be
submitted with the four required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main locations.
8. Carmel Utilities will provi~e a separate review of this project for water issues.
9. I am including copies of the following with this correspondence:

. Commercial Project Approval Procedures.

· Permit Data, Contacts, etc.

10. We have engaged Crossroad Engineers to review all drainage plans and calculations for all projects
submitted to this office for review and approval. We will share all Crossroad revie\vs as this office
receives them.
BONDING REQUIREMENTS
11. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuarJlnteeslEngineer's Estimates
Please provide a detailed and itemized/Certified Engineer's Cost Estimate for 100% of the cost of labor
and materials forthe construction of the following improvements:
· Right of Way Improvements to include the entrance right of way paving and curbs,
acceleration lane, deceleration lane, passing blister, asphalt path, appropriate thermoplastic
striping, etc.
. Water Mains
· Monuments & Markers
Individual Performance Guarantees will be required in the amount of the Engineer's Estimate. It is our
understanding thatthe interior streets are to be private. Therefore, we will not require Performance
Guarantees for Interior Streets, Interior Curbs & Gutters, Storm Sewers, Street Signs and Interior
Sidewalks.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Guilford Road, not included in'construction covered by a
Performance Guarantee, will require a Right of Way Permit and a Licens~ and Permit Bond. The bond

amount will be' determined by the number of instances of work in the right of way @ $2,000.00 per
instance. It appears that a Right of Way Permit will be required for demolition activities, offsite storm
se\ver crossing and offsite sanitary sewer crossing. If the storm and sanitary sewer crossings on
Guilford are intended to be open cuts, both will require separate approval by our Board of Public
Works and Safety. Please contact our Right of Way Manager, Fred Glaser, to arrange permitting and
bonding.
PROJECT COMl\'IENTS-SECONDARY PLAT
12. The City assumes that the property line shown on the preliminary development plan, dated March 19,
2004, is inco'rrect as it does not agree with the information outlined on this submittal. Please clarify.
13. It is assumed the interior streets are private since 34' access easements are provided rather than the
normal City of Carmel requirement of 50' minimum right of way. If the streets are private, please
label them as private on the secondary plat.
PROJECT COMMENTS-CONSTRUCTION PLANS
14. Entrance Plan & Intersection Detail- Sheet C301
. Guilford Commons Drive and Guilford Road", the entrance taper of the passing blister needs to be
a minimum of 150', the full width portion of the passing blister may be a minimum of 120' and
the exit taper is correct at 100'.
. Base the widths of the through lanes and auxiliary lanes off of the centerline of the existing
Guilford pavement. Extend the ,proposed auxiliary lane on the west side of Guilford Road, north
to the south entrance of the Lenox Trace condominium development.
15. Maintenance of Traffic Plan.;... Sheet C302
. Regarding the Intersection Striping Detail- this detail will have to be revised as a result of our
previous comment about basing the pavement lane widths off dfthe centerline of the existing
Guilford Road pavement.
. Maintenance of Traffic Plan - in the Guilford Road Pavement Section, please change "40.5 ", to
" "40.0"'.
. Revise plan based on request to connect auxiliary lanes to Lenox Trace.
16. Please delineate limits of right of way pavement on the Site Plan and add a keynote to the legend. The
right of-way pavement should extend to the right of way line on the entrance.
17. There are no easements shown. Will the entire property be an easement for util,ities, drainage and
access?
18. Will the storm sewer system be private?
19. Please label swale slopes.
20. Please label the existing and proposed right of way.
21. . How will roadside drainage be maintained?
22. Please confirm that the. existing pond can receive the drainage from this project. The City assumes that
you have negotiated this connection with the property owner.
23. Provide widening across the entire frontage to provide a 12- foot southbound travel lane, measured
from the existing, apparent pavement centerline. The auxiliary lane shall then be an additional 12-feet
beyond the 12-foot travel lane.
24. Provide milling and resurfacing of existing roadway across the entire frontage.
25. Add a note to Detail 8/801 to read: Back curb dimension shall be 10", not 12".
We reserve the right to provide additional comments as this project proceeds through the approval process.
The above comments are based upon the Engineering Department's initial review of the construction plans
and secondary plat. Please provide our.office with a follow up letter regarding this review and revised
plans, indicating all revisions. A second review \vill focus only on detailed construction plans. It is critical
that our office be made aware of all modifications made on the plans being re-submitted, particularly if any
such changes are considered "new" or fall outside of our initial review.

We have reviewed the preliminary plat submitted 10 the Hamilton County Surveyor's Office
on September 9, 2004, 2004 for this project and have the following comn1ents:
1. The proposed project falls in the City of Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. Please submit an outlet permit for the discharge into the W.& Fertig Regulated
Drain. The application is available on our website at

4. Please coordinate the storm sewer design with both the City of Carmel Engineer
Department and this office.
5. The proposed site falls in the W.R. Fertig watershed, which has an allowable

This has been satisfied by the submitted drainage calculations~
