The City has received your dra\vings dated April 18, 2005 based upon the City revie\'l of October 19, 2004.
The comments from the City revie\v have been satisfactorily addressed \vith the follo\ving exceptions:
PROJECT COM~/IENTS-CONSTRUCTION PL~~S
14. None of the improvements that \vere constructed \vith our Carmel Drive Streetscape project,
particularly the brick pavers/stamped concrete at the Carmel Drive curb cut, are indicated on any
of the sheets. :NIodifications to the existing entrance on Cannel Drive \vill require construction to
the streetscape standards (concrete drive, pavers, etc.). The entrance off of Rangeline Road shall
be constructed \vith concrete. Please confim1 that the Department of Community Services has
approved the improvements indicated. They do not appear to be in keeping \'lith the existing
streetscape.
15. Please advise the Owners and Contractors involved in this project that the City of Carmel has a
strict ordinance regarding mud and other substances or debris deposited on City streets by
vehicles and equipment used in excavation, constnlction, demolition or oth~r\vise \vithin the City
Lin1its. Please add a note to the dra\ving that ~he Contractor shall clean Rangeline Road whenever
required to do so by the City of Cam1el. Thank you for adding the note to the erosion control
sheet. Please add to all sheets.
18. The note in large text that reads: "Storm Se\ver to Remain". Is this se\ver a public or private
se\ver? If the se\ver is public, the City requires a foot of cover from the top of the pipe to the
pavement subgrade. Please ensure that the grading plan provides for this requirement if the se\ver
is public. Thank you for providing the minin1um cover. Will the se\ver be private?
28. The details still did not copy \vell and are hard to read.
29. Comment on previous revie\v: "Please provide a traffic study, \vhich sho\vs that the impact the
proposed use \vill have on Rangeline Road and Cannel Drive traffic volumes and turning
movements." The City is \\rilling to accept a comparison of the proposed use to the old use.
Based on additional_review, the City provides additional comments:
1. All paving \vithin the existing and proposed Cityright-of-\vay shall confonn to the requirements
of the Departnlent of Engineering. Please add a note to the dra\vings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction llleeting to review the
Departn1ent' 5 constnlction requirements, staff notification requirements, required inspections for
certain stages of the\vork and to revie\v the authority of the Departn1ent as it relates to \vork
\vithin the existing and proposed City right-of-\vay.
2. Please ensure details meet or exceed City standards for work in the City right-of-way. If not, City
details TI1USt be added and delineated on the plans.
3. Sheet 3, curb inlet stnlcture #773, add a note to change casting only.
4. Sheet 5: Is the keystone retaining \vall on the east side of the property able to be constructed so
close to the property line?. \ViII the constnlction/dishlrbed area extend beyond the property?
5. Sheet 6: There is a I5-inch pipe draining into a 12-inch pipe. \Ve assume the drainage
calculations den10nstrate that the 12-inch pipe is able to carry the \vater fron1 the new piping
systenl. Jio\\' far does the existing 12-inch pirJe continue? Even if the calculations demonstrate

the 12-inch pipe to structure 142 has capacity, what about farther downstream? Refer to October
19,2004 letter, item #23 which was not addressed on these plans. Due to the lack of drainage
calculations for the T AC review, the City did not conduct a complete review of the drainage
aspects of this project, including the provision of detention. The City standard is to provide
detention. As it is a standard, and due to the apparent dO\Vllstream system restrictions, the City
must request that detention be provided. Please refer to comments by Crossroad Engineers when
issued.
6. Sheet 9: Right-of-\vay pavement section must meet City standards. 1.5. inches HMA # 11 surface
on 2 inchesHMA #8 binder on 3 inches H~1A #5D base on 7 inches #53 stone on 4 inches #2
stone.
These comments repre~ent the Department of EngineeriI1g's. second review of the constnlction plans for
this project. We request that all responses to our comments be provided in writing. Failure to provide
\vritten responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "ne\v" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department
approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approval.
The plans have been submitted to the City's consultant for drainage review. Comments from the drainage
review will be forwarded to your office when the review is complete
The Department of Engineering reserves the right to provide additional comments based on subsequent
reVIews.

We have reviewed your submission for the October 20,2004 Technical Advisory Committee meeting. We
offer the following comments:
GENERt\L INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Street and Right of Way - City of Carmel (Rangeline Road and Carmel Drive).
. Water - City of Carmel
. Sanitary Sewer - City of Carmel
. Stonn Sewer - City of Carmel
3. Board of Public Works and Safety Approval Requirements:
. Water and Sanitary Sewer Availability if applicable.
. Commercial Curb .Cut. We would recommend that this site request commercial curb cut re-
approval from the Board. It appears that the existing curb cuts will be modified. The request for
Board approval should include 8 ~" x 11" exhibits that will indicate the existing and proposed
curb cuts and all appropriate data and dimensions including \vidth, radii, etc. Please indicate all
existing and opposing driveways and their relationship to the proposed curb cuts for this
development.
. Temporary Construction Entrance (dedicated right of way only). Separate BPWS approval will be
required if this entrance is to be located anywhere other the site of the permanent curb cuts.
. Consent to' Encroach approvals for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way. If an irrigation system is planned for this project,
additional Water Availability approval will be required from the Board and additional Water
Connection Fees \vill be due.
. Dedication of Right of Way (if applicable). Preferred dedication forms are available electronically
from this office.
I am enclosing a schedule for Board of Public \Vorks and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any sublnission to the Board requires prior final approval by the Carnlel Clay Plan Coml1lission
and/or the Board of Zoning Appeals and conlpletion of review by the Technical Advisory

determination.
'Vater and Sanitary Se,ver Connection Fees - Based upon the preliminary data provided on Sheet 4,
Site Geometries/Site Plan, the following Connection Fee calculations would apply to this project:
Restaurant - 165 seats @ 0.1 EDUs/seat = 16.5 EDUs
Office - 10,100 fe @ 0.5 EDUs/I000 ft2 = 5.05 EDUs
Total 21.55EDUs
Water Connection Fee - 21.55 ED Us @ $1,310.00IEDU = $ 28,231.00
Sanitary Sewer Connection Fee - 21.55 EDUs @ $ 795.001EDU = $ 17.132.00
Total 21.55 EDUs @ $2,105.00/EDU = $ 45,363.00
Contact Cannel Utilities regarding this issue. Current Connection Fees are $1,310.00 per EDU for
water and $795.00 per EDU for sanitary sewer. One EDU is based upon usage of300 gallons/day or
9,000 gallons/month.
5. TAC Revie\v/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a dra\ving reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues n1ust also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of five-sets (maximum of seven-sets) of approved drawings after all issues have been
resolved. The dra\vings will be stamped approved and signed by both the City Engineer and Director
Carmel Utilities. . The Developer/Owner \vill receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities \vill receive two-sets. Our Construction Manager will
receive one-set and one-set will be maintained in the Department of Engineering. If more than the
minimum of five-sets are requested to be approved, the additional sets (maximum total oft\vo
additional) must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easelnents and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuaranteeslEngineer's Estimates
It does not appear that Performance Guarantees will be required for this project.
Street CutfRight of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Rangeline Road and/or Carmel Drive will require a Right of
Way Permit and a License and Peront Bond. The bond amount will be determined by the number of
instances of work in the right of way @ $2,000.00 per instance. Open pavement cuts in dedicated
streets require approval by our Board of Public Works and Safety. It appears that there are at least
t\VO instances of work in the right of way indicated on the Den10lition and Site Plan, namely
construction delnolition activities associated with the existing/proposed curb cuts. Please contact our
Right of Way Manager, Fred Glaser, to arrange permitting and bonding.

11. Has a drainage report been prepared for the project? Please share a copy with this office. vVe have
engaged Crossroad Engineers to review drainage plans and drainage calculations for all proj ects
submitted to this office for revie\v. We will share Crossroad's comments as they are received.
PROJECT COMMENTS-CONSTRUCTION PLA.NS
12. The location is not clear from the information provided on the Title Sheet. Please identify the east-
west street as Carmel Drive.
13. Please identify, label and dimension the existing right of way lines for Rangeline Road and for Carmel
Drive on this and all sheets. According to drawings in our files, the existing right of way for Carmel
Drive adjacent to this location is 40-feet half. The existing right of way for Rangeline Road adjacent
to this location is45- feet half.
14. None of the improvements that \vere constructed with our Carmel Drive Streetscape project,
particularly the brick pavers/stamped concrete at the Carmel Drive curb cut, are indicated on any of the
sheets. Modifications to the existing entrance on Carmel Drive will require construction to the
streetscape standards (concrete drive, pavers, etc.). The entrance off of Rangeline Road shall be
constructed \vith concrete. ADA ramps need to be provided at each entrance as grading dictates.
15. Please advise the Owners and Contractors involved in this project that the City of Carmel has a strict
ordinance regarding mud and other substances or debris deposited on City streets by vehicles and
equipment used in excavation, construction, demolition or otherwise within the City Limits. Please
add a note to the dra\ving that _the Contractor shall clean Rangeline Road whenever required to do so
by the City of Carmel.
16. It is apparent that both entrances are being modified as a part of this project. Board of Public Works
and Safety approval is required for this Work.
17. Assume "Williams Reality Fifty T\vo L.L.C." should instead be "Williams Realty Fifty T\vo L.L.C.".
18. The note in large text that reads: "Storm Se\ver to Remain". Is this sewer a public or private sewer? If
the se\ver is public, the City requires a foot of cover from the top of the pipe to the pavement subgrade.
Please ensure that the grading plan provides for this requirement if the sewer is public.
19. Rangeline Road and Carmel Drive are classified as Secondary Arterials on the City of Carmel 20- Year
Thoroughfare plans with a total right of way requirement of90-feet and a half right of way
requirement of 45-feet. It appears that existing right of way for Rangeline Road is in compliance with
the Thoroughfare Plan while Carmel Drive would require a dedication of an additional5-feet of right
of way to comply with our Thoroughfare Plan. The plans indicate a proposed 55-foot half right of way
for both Rangeline Road and for Carmel Drive. What is the reason for the additional right of way
dedication beyond our Thoroughfare Plan requirements? If the 55-foot right-of-way is to be provided
as a part of this project, please "clip" the right-of-way line at the existing comer cut.
20. Per the Alternative Transportation Plan, a 10-foot multi-use path is required on Rangeline Road. Please
work with DOCS to determine if the existing sidewalk is adequate for this portion of Rangeline Road.
21. Please confirm with the Surveyor's Office that the site does not fall in a restricted discharge watershed
that could warrant detention facilities.
22. Please indicate the FFE of the proposed buildings.
23. It is unclear from the drawings how the existing storm system functions. Please indicate the entire
system, the outf~ll or connection to the City's storm system and confirm pipe sizes between structures
are labeled correctly. Also, we could not find Structure 374 noted on the plans.
24. Please add contours, grade breaks and flow arrows to the grading plan. Also, pleas~ provide more spot
shots around the building, specifically along Rangeline Road and Carmel Drive.
25. This Department assumes you are seeking a variance for the 25-foot building setback.
26. Please translate the IOO-base elevation spot shots to the vertical datum shown for the majority of the
site.
27. If a valley is intended on the southern drive, draining to Structure 232, please indicate on the Plans.

Prevention Plan for the project. The Plan submitted was not reviewed for the adequacy of the engineering design. All

The construction component of the Stormwater Pollution Prevention Plan includes stormwater quality
measures to address erosion, sedimentation, and other pollutants associated with land disturbance and
construction activities. Proper implementation of the plan and inspections of the construction site are
necessary to minimize the discharge of pollutants. The Project Site Owner should be aware that
unforeseen construction activities and weather conditions may affect the performance of a practice or the
