The goal is to have,input and quesrions answered before projects come to public hearing. John South commented that:public comments should not be taken li�ahdy because.they sometimes see things that ihe committee does not, and that these commenu should be heard and addressed. Terry stated that the burden would be on the DOCD and TAC secretary to see that the minutes adequately ieflect those comments and that they are, ia tum; followed up by die DOCD. Raady Eoweil said thaf comments from the public regarding drainage aze very important because the public may be aware.of a pazticulu problem that has not yetbeea discovered by the proper Agenry. Jerry Lowe stated that each of the committee memben has individual concerns that need to be addressed and this Committee is the'place to e�cpress those concerns, but quesrioned whether or not the public should.be heard az this particulaz meeting!rather than those commircees thaz are set to deal with the public. Communicarion's main concem was with duplicadon of street names. Randy responded that he also did not think the public should appear at the 'IAC meerings for questians-and comments. 'ferry Jones said thaYifthere is a direct question from the public that does:relate to.a technical aspect, the DOCD wilf ask that the appropriate,department redress the issue so that responses could be.made�at'Subdivision.Co�aminee. The TAC meerings aze not publicly nodced although they,,aze open to the public. It is hoped that by'having the TAC meerings prior to Plan Commission meering, technical issues will be resolved rarher than haying to deai with the sociai or poliricai problems or questions brought up by memben of the pubiic. Randy Powell stated tharthere are a aumber of depamnenu that interact on any given project, and�meerings must'be set>up so that all enrities are fieard 1 v , � Dave Cunningham talked about establishing sequence of avenu; tha[ approximately 30 days pnor to a TaC meeung, each commi¢ee member should receive informarion on icems and have 30 days to review and respond in wriring so that when the project comes before the T:aC, radser than functianing �s a review committee, rime will be.spent going over checklisted items to make sure that they have been addressed. By the rime a project goes to public hearing, ail technicdl aspecu , should be met, othenvise the TAC committea would say it should be tabled The periaoner should be awaze and ready to respond to items at the TAC meedng. Terry 7ones brought out concem that what one agenry might be requestin� wouid be a direct contradicrion or violarion for another. Dave Cunningham responded that there would be at least 20 days for the peririoner to address items chaz would srill be oucstanding. Terry Jones said that there will be peririoners that will be provided a Docket No. but will appear at TAC meedng without having met the necessary requiremenu; at that point, the recommendarion from TAC to the Plan Commission will be to table the project Dave also said that there will be projects wherein the DOCD wiil not be sendiag items to certain agencies because it would be inappropriate for one.reason or another, i:e. outside township lines, inside city limiu, on sewer, etc. At the time a peririoner comes into DOCD, he will be �ivea a list of TAC members with those agencies circled or highlighted that need to receive plans. After review letten go out, any revised plans should be sent to the TAC committee and comment at that time. If plans meet with an agency's approval, a simple form letter would be needed for the file. Attendance by pertinent agencies is vital. Tom Schellenberger,sug�ested that the DOCD require submission of good plans or the plans should not be accepted Ihis will help sneamline the process. Dave Cunningham requested that each depamnent be an zxpert in iu own field The consensus was that uulities should be at meerings, but only in an advisory capaciry as it relates to their paraculaz agency. Urility easemenu should be worked out between the utility aad the developer and only that recommendation needs to appear in the minutes. Ihe Plan Commission will be receiving minutes of the TAC meetings and will be looking at the recommendauons made by this Committee. Stan Neal of Weihe Engineers presented the following for the periuoner, Dan Chapman`. Of primary concern on this particulaz project is drainage. The drainage on MePhecson Street runs north and drains back to the east and into inleu at Lexington Farms. On this specific site; drainage runs ta the southeast into tfie old inner-urbaa �act line right-of-way. The inlet at Lexington Farms picks up the water. None of the water from this specific site goes into the sump area Dan Chapman and StanNeal have beea'ia discussion with the County Attomey, as yez the solurion has not been worked out Terry Jones stated that the right-of-way azea wonid either be accepted by the Counry, the plat would have,to be revised, or a variance would have to be requested.
