Dear Mr. Bryant:
The Department of Engineering has reviewed the revised drawings dated April 25, 2005 based on the
response to the Departments TAC review comment letter dated October 19, 2004. The Department offers
the following comments:
GENERAL INFORl\'IATION
The Department of Engineering issued drainage review comments on May~26, 2005. Please continue to
work with Crossroads to address any items resulting from the drainage review. We request that the next
submittal incorporate items from both the Department of Engineering and Crossroads reviews.
PROJECT COMMENTS
Based on a review of the submitted drawings, the items from ,~he Departments review letter dated October
19, 2004 have been satisfactorily addressed.
,ADDITIONAL COMMENTS
Based on this review, the Department provides the following additional comments:
1. Please remove the landscaping plans and details sheets from the drawings sets that are submitted to this
Department for approval.
2. The alignment of Red Cedar Way as it connects with the Haverstick.4~velopment and the need for a
median was, raised at the Technical Advisory Committee meeting. Pleaseconfrrm that this item has
been addressed and resolved with the Department of Community Services. Also, did the DOCS request
realignment of Red Cedar Way? Is this possible?
3. The following items need to be obtained, addressed or provided prior to the Department of Engineering
approving the drawings. Some of the items represent outstanding items related to commitments made
by the Developer to the City:
a. All bonds and performance guarantees must be posted prior to Engineering Department
approval of construction plans. Also, Board of Public Works and Safety approvals and
any other governing agency approvals (if required) must be obtained prior to Engineering
Department approval.
b. Prior commitments made by the Developer to the City included the installation of a
southbound dedicated left turn lane in the existing median on HazelDellp'arkway at the
intersection with Cherry Creek Boulevard. Please develop plans for these improvements
and include them in the Section 5 Construction Plans. The plan would be expected to
meet all applicable INDOT standards and be constructed to meet or exceed the original
construction specifications of Hazel Dell Parkway as they relate to construction materials,
construction methods, pavement thicknesses, etc.

c. Please have the Developer confirm maintenance responsibilities of the medians along
Cherry Tree Boulevard. It is the understanding of this Department that the Home Owners
Association will maintain these areas.
d. Please see the attached review comments related to a review of the As-Built Drawings
submitted for Sections 2 and 3 of Cherry Creek Estates. The Department requests that
these comments be addressed under separate letter prior to approval of Section 5.
e. The Developer and the City need to come to an Agreement as it relates to the final costs
associated with the Holt property acquisition for the roadway realignment associated with
Cherry Creek Estates Section 3 and the construction of curbing along Cherry Tree
Boulevard. The Developer and the City are presently working towards fmalizing this
Agreement. The Department would expect the' Section 5 plans to indicate the
construction of a certain amount of curbing along the medians of Cherry Tree Boulevard.
The extent of this curbing will be provided to Stoeppelwerth when the Agreement is
finalized.
These comments represent the Department of Engineering's second review of this project. We request that
all responses to our comments be provided in writing. Failure to provide written responses may result in
the delay of the review process.
It is critica~ that our office be made aware of all modifications made on any plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
The Department reserves the right to provide additional comments based on subsequent reviews.
