Members Present: Kevin Rider, Alan Potasnik, Michael Casati, Steve Lawson, Susan Westermeier

The Special Studies Committee will meet to consider the following items:
1. Docket No. 13020018 DP: Highpointe on Meridian Development Plan.
2. Docket No. 13020019 ADLS: Highpointe on Meridian Apartments.
3. Docket No. 13020020 ADLS: Spectrum Retirement Community.
The applicant seeks site plan and design approval for a multi- family apartment development and a
senior living community. (The office building is not part of this.) The plat will be 3 lots /blocks on
26.4 acres. The site is located at the southwest corner of 1361" St. & Illinois St. and is zoned
PUD /Planned Unit Development (Ordinance Z- 559 -12). Filed by Paul Reis of Krieg DeVault, LLP.
Michael Casati recused himself due to conflict.

• Meeting with neighbors of Park Meadow regarding Spectrum
• Reached agreement with neighbors that is now signed
• Paul passed around copies of agreement
• Larry Hemp, John Hart, Randy Sherman met with neighbors
• Site visit to show where trees will go, will add 20% trees as necessary to fill gaps
• John Hart — the agreement is to decide what is cleared and what is planted — they want to keep it
natural
Apartments
• Committee requested conceptual drawings
• Randy Sherman reviewed new drawings with changes
• Both sets are in packets to show changes made from last month's meeting
• Screening of utility meters — following Electric Code in front of meters
• Cannot plant within 4 ft of building around meters per code
• Kevin — don't put near windows

• Color palate — chose many brick palates to be distributed throughout the development
• Many different siding and trim colors have been chosen to coordinate with brick

• All parking spaces comply and are minimum 18 ft long
• ADA ramps are all marked

• Provide pedestrian access — wait on parcel to be developed, not required to be built now
• Met all of our concerns

Spectrum Retirement Community — Mike Longfellow
• Proposes to use more vertical lines
• New designs passed around with current colors
• Porch columns will be trimmed in white
• Minimum overhang is 2 feet
• Mechanical screening is in compliance with PUD
Site Plan — Paul Reis
• Trash enclosures, emergency generator, ground sign locations — Colin Patterson
• Added extra lanes turning into Spectrum
• Safety concerns
• Frontage road close to Illinois
• Under review at Engineering Dept with Mike McBride

• Louvers under windows? Mike — yes, louvers and sometimes flat panel

but preserving as much as possible

Paul will do supplemental pictures and brick samples to Plan Commission

4. Docket No. 13040011 DP /ADLS: Harvest Bible Chapel at Legacy.
The applicant seeks site plan and design approval for a church and administration building, with
parking areas, landscaping, lighting, and signage. The site is located near 14450 N. River Rd. and is
zoned PUD /Planned Unit Development (Ordinance Z- 501 -07). Filed by Charlie Frankenberger of
Nelson & Frankenberger, P.C. on behalf of Harvest Bible Chapel - Carmel.
Petitioners: Jon Dobosiewicz, Steve Yonger, Brian White — Senior Pastor, Dustin Myers, Mr. Horn
• ROW greater than 50 ft half
• Different pavement cross section — following recommendation by Geo Technical Experts
• We will not be providing street lights at River Road & 146th
• 7 parking spaces immediately after turning into entrance — discussed with project engineer —
ok per safety and queuing standpoint
• Dumpster — in event that dumpster enclosed is used — it will be enclosed at a permanent
location and roll away dumpsters will not be used
• Ground mounted mechanical units — prefer to be placed in grass area with landscaping
• Bicycle parking at admin offices — bike parking to be split between 2 practical locations
• Porous asphalt areas have been added
• Would like to only provide changes to documents at next meeting

within the stone and transferred to storm sewer
