Dear Mr. Taylor:
The City received your construction plans on June 12, 2013, in response to the Engineering Department's
comment letter dated April 2, 2013. We offer the following comments:
CONSTRUCTION DRAWING REVIEW COMMENTS
I . Previous Comment 1 of a letter dated April 2, 2013. Thoroughfare Plan Compliance:
Section 2.09 of Chapter 2, Article 1 of Chapter 10 of the Carmel City Code requires that all
projects and Improvements or authorizations under the jurisdiction of the zoning ordinance
that adjoin, include, are served by or affect existing streets bearing a designation on the
Thoroughfare Plan shall conform to the requirements of the Thoroughfare Plan in regards to
(1) the dedication of public Rights -of -way; (2) design and construction of the improvements
indicated by the Thoroughfare Plan across the roadway frontage of the project; (3) Setback;
and (4) any other affected development standards. Section 2.09 further states that the
petitioner may elect to provide a monetary commitment equal to the value to otherwise
design and construct the improvements indicated by the Thoroughfare Plan across the
roadway frontage. The value of the commitment shall be equal to the difference in the value
to otherwise design and construct the improvements indicated by the Thoroughfare Plan
across the roadway frontage, minus the cost to design and construct those improvements
indicated by the Thoroughfare Plan across the roadway frontage that will be installed by the
petitioner. The values established above shall be approved by the department of Engineering.
Section 2.09 further states that conformance with the Thoroughfare Plan as outlined above
shall be in addition to any improvements deemed necessary by: (1) Chapter 5, Sections
5.03.05 and 5.05.02(3); (2) Statements per Chapter 24, Section 24.02(B)(5)(e); and (3) Other
applicable standards. Per meeting with Mike McBride, the Thoroughfare Plan
commitment that is required for this portion of the development will be $10,424.00.
2. Previous Comment 3 of a letter dated April 2, 2013. Provide all current and proposed
easements for this project. An easement is necessary for the storm sewer run that
parallels the existing Randall Drive. This right -of -way may eventually be vacated.
Please provide the City with a copy of the easement agreement for this drainage
easement.
3. Previous Comment 4 of a letter dated April 2, 2013. Are any offsite easements required?
The proposed detention pond shall be located entirely within a drainage easement.
4. Previous Comment 7 of a letter dated April 2, 2013. Please clearly mark the construction
limits on all plan sheets. Please include the limits of the proposed floodplain mitigation.
5. Previous Comment 8 of a letter dated April 2, 2013. Depressed curb and City standard
commercial concrete entrances shall be provided for all entrances in public right -of -way.
Please indicate the locations of the depressed curb on C200. The commercial entrance
on 96th Street and the south entrance on Randall Bypass shall have depressed curb.

6. Previous Comment 13 of a letter dated April 2, 2013. The roundabout on Randall Bypass
indicates a 4 inch curb. No details were included for this type of curb. Please amend the
standard provided to include an overall curb depth of 22- inches.
7. Previous Comment 15 of a letter dated April 2, 2013. Please indicate subsurface drain under
any planned stone shoulders. The referenced note in the response letter could not be
found on Site Plan.
8. Previous Comment 22 of a letter dated April 2, 2013. Please ensure the pedestrian facility
along 96`x' Street is ADA compliant where it crosses the west driveway off of 96`h Street and
Randall Bypass. Areas where the multi -use path and sidewalks cross vehicle access
drives shall be ADA compliant. If a curb ramp is not necessarily required, the
transition must meet ADA standards and include a detectable warning element. It is
not clear or readily apparent that the multi -use path crossings of Randall Bypass and
the westernmost commercial entrance conform to ADA scope requirements.
9. Previous Comment 23 of a letter dated April 2, 2013. Please include a separate Entrance
Plan. The Entrance Plan shall be a larger scale plan with more detail then provided on
the Site Plan. Please refer to the Entrance Plans you provided for "The Bridges"
project.
10. Previous Comment 26 of a letter dated April 2, 2013. Please provide a Maintenance of
Traffic Plan, The Department repeats this comment. Please provide a Maintenance of
Traffic Plan during construction that meets the INDOT Work Zone Safety Manual
current edition.
11. Previous Comment 27 of a letter dated April 2, 2013. Please provide a Traffic Control Plan
and separate pavement marking plan for right -of -way installations. All pavement markings
shall be shown on the Entrance Plan. The Traffic Control Plan shall include all items
required by the MUTCD for post construction traffic control, including pavement
markings and signage.
12. Previous Comment 28 of a letter dated April 2, 2013. Please provide the following note on
the Traffic Control Plan, "ALL REGULATORY SIGNS ARE INSTALLED BY THE CITY
AND REQUIRE AN ORDINANCE." It does not appear that this note was included on
the Pavement Marking Plan as indicated in the response letter.
13. Previous Comment 34 of a letter dated April 2, 2013. Please provide a drainage summary in
the plans as required by Chapter 100 of the Stormwater Technical Standards Manual. Please
include:
a. The 10 year allowable release rate.
b. The 10 year and 100 year post developed release rate using a reduced orifice.
14. Previous Comment 36 of a letter dated April 2, 2013. Note 17 on C400 states that "All
proposed storm sewer is private storm sewer." Is this correct? Portions of the storm sewer
system are located within City right -of -way. Note 17 on C400 still states that all proposed
storm sewer is private storm sewer. Please provide a note in the plans indicating that
all storm sewer located within the proposed right -of -way of Randall Bypass will be
public, and all other storm sewer will be private.
15. Previous Comment 37 of a letter dated April 2, 2013. Please provide storm sewer plan and
profiles for the public drainage system. It does not appear that a plan and profile was
provided for the storm run between Structures ##50451.
16. Previous Comment 43 of a letter dated April 2, 2013. An angled right -of -way chamfer shall
be provided at the intersection of Randall Bypass and 96`h Street. Per a meeting with Mike
McBride, please provide 20 -foot right -of -way chamfers at Randall Bypass and 96`h
Street.
17. Previous Comment 44 of a letter dated April 2, 2013. Please indicate who designed the
roundabout and if City design practices /standards were followed. Please ensure the
pavement markings within the roundabout meet the requirements in the MUTCD.
18. Previous Comment 46 of a letter dated April 2, 2013. Mitigation of any fill in the floodplain
will need to be provided. Detention facilities are considered fill by virtue of the fact that

when full, they displace floodplain. Please provide construction plans for the floodplain
mitigation area. This project will not be approved until the compensation plan is
approved.
19. Previous Comment 47 of a letter dated April 2, 2013. PIease provide an update on the IDNR
approval of the floodway /floodplain revisions. The Department repeats this comment.
20. Previous Comment 49 of a letter dated April 2, 2013. Please incorporate all entrance and
roadway improvements recommended in the A &F traffic study. The A &F traffic study
states, "The existing westbound right -turn lane at the intersection of 96th Street and
Delegates Row should be extended east to serve the access drive." and also, "The
westbound right -turn lane at Delegates Row should be extended back to serve the
access drives serving this development." Please incorporate these recommendations
into the construction plans for this project.
21. Previous Comment 50 of a letter dated April 2, 2013. `NiIl the storm run between structures
51 and 52 be reconsidered? Is an easement required for this installation? Per a meeting
with Mike McBride on 8/21/13, please shift this storm sewer run onto this
development's property, and tic into the storm sewer along 96th Street at the already
proposed location. In addition, please make efforts to accommodate the existing storm
sewer on Randall Drive and direct this storm sewer to the storm sewer run between
structures 51 and 52.
22. Previous Comment 52 of letter dated April 2, 2013. More detail is needed for the striping
in 96`x' Street right -of -way.
a. All striping details shall be included with the Entrance Plan.
b. Please provide all dimensions for the auxiliary lanes on 96th Street.
c. Please stripe the center turn lane on 96" Street as a 2-way left turn lane from the
eastern limits of the westbound Delegates Row left turn lane to the western limits of
the eastbound Randall Bypass left turn lane.
d. Please provide the correct dimensions for the Randall Bypass left turn lane, per City
standards.
e. Please provide the correct dimensions for the HH Gregg left turn lane, per City
standards.
L Please label the edge line for the recovery lane on 96`h Street at Randall Bypass (just
west of Randall Bypass).
23. There are no grades shown for the path on 96`h Street,
24. The FFE shall be 15- inches above the elevation of 96`h Street and Randall Bypass.
25. The FFE shall be 6- inches above the MLAG.
26. A &F manages the signal timing information for the traffic signals in the City. Please obtain
the current timing for the signal at the proposed Randall Bypass and 96th Street. The
proposed signal modifications need to be reviewed and approved by A &F. Please provide
this Traffic Signal Plan to the City.
27. Please modify the curbing at the westernmost driveway to extend to the northern edge of the
asphalt shoulder, not to the northern edge of the travel lane.
28. A note on C200 refers to a detail for the "colored concrete retaining wall with fence" on
0704. This detail was not found on C704.
29. Storm structures #50B and #50C were not included on the Storm Sewer Structure Data
Table.
30. Is the island in the center of the roundabout proposed to be asphalt or concrete?
