CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, August 21, 2013 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall. Time: 9:00 a.m. 9:00 a.m. Docket No. 13070009 DP/ADLS: Horizon Bank. The applicant seeks site plan and design approval for new bank/financial institution with drive thru. The site is zoned OM/V: Old Meridian District/Village Zone. The site is located at the northeast corner of Old Meridian Street and Carmel Drive, northwest of 1200 Carmel Dr. Filed by Christopher Brayak of Wightman & Associates, Inc. Steve Hardin with Faegre Baker & Daniels, Chris Brayak with Wightman & Associates, and James Jaksa with Horizon Bank presented on behalf of the petitioner. Mr. Brayak said this project is somewhat peculiar because there are two parcels on the site and each one has different zooming. The petitioner said it appears that the entire site will be approved to change to Village Zoning classification. The building will be two-story with beige brick, and a drive through in the rear portion. Greg Hoyes – Hamilton County Surveyor’s Office - Project is still being reviewed for drainage and to see how it fits into the drainage master plan. Comment letter will be sent shortly. Mr. Brayak said the petitioner has requested the master plan for the south portion of the site which they have not received yet, but their documents show there will be less watershed on the south portion of the site than what exists currently. Joanie Clark – Vectren Energy - AutoCAD requested. No further comments. Daren Mindham – City of Carmel Urban Forestry - Review comments sent. The main comment was that there is a pocket of woods on the south side of the property that was not shown on the plans. Mr. Brayak said the landscape architect has revised the drawings but the petitioners did not bring this copy with them. Ryan Hartman – Clay Township Regional Waste - Sanitary sewer service will be provided by Carmel Utilities. No comments. Shirley Hunter – Duke Energy - AutoCAD requested. Ms. Hunter said the utility plan indicates a proposed electric line to Carmel Drive, but this will not happen. Ms. Hunter said there is a box there but it is not for power, so no power is available. Ms. Hunter asked when the developer would like to start construction. Mr. Brayak said construction would probably start in January or February. David Littlejohn – City of Carmel Alternative Transportation - The only comments involve the Engineering Department, but no representatives from the department are in attendance. Mr. Brayak said the department is requesting a 10-foot path along the street, but based on the Page 2 of 3 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 location of the parking spaces, there will only be about four feet, so if there is to be a 10-foot path, some of the right-of-way would need to be used. Mr. Littlejohn said one of the engineering department’s comments would probably be that the path will need to meet the current thoroughfare plan, which would include a 10- foot multi-use path. Mr. Brayak said if a roundabout will eventually be built in this intersection, it would be great to have the right-of-way reflect this to avoid problems in the future. Mr. Littlejohn said when comments are received from the engineering, it would be a good idea to set up a meeting to discuss their requirements. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said Rachel Boone with Planning and Zoning will be sending comments. Mr. Brayak said there were three or four items on the engineering review given to Greg Ilko. Mr. Brayak said he was told it is not uncommon for a waiver to be issued for certain items, such as a location of a storm sewer. Ms. Conn recommended that the petitioners stop at the engineering office following the meeting. Mr. Brayak said there was a request for petitioners to obtain the master plan for the south parcel of this property, but they do not have this. Mr. Brayak asked if it would be acceptable to show that there is less stormwater entering the system than there was before, or if they will actually need to have the master plan to detail the stormwater system. Mr. Hoyes said he will look into this and try to locate a master plan. Mr. Jaksa asked when the complete comments will be sent to the developer, because it is difficult for the architect to plan the project without knowing what every department needs. Ms. Conn said the planning department will do the best they can to provide the developer with the information they need, but regarding the engineering comments, they will need to contact the department to find out what is required. 9:15 a.m. Docket No. 130700011 DP/ADLS: Marsh Retail Center (Lot 3, Sun/Mundy One Two Three Subdivision). The applicant seeks site plan and design approval for a multi-tenant retail/commercial building. The site is located at 10725 N. Michigan Rd., just west of the Marsh supermarket. The site is zoned B-2/Business and lies in the US 421/Michigan Rd. Overlay Zone. Filed by Bill Niemier of Sandor Development, on behalf of 106 Michigan Realty, LLC. Bill Niemier with 106 Michigan Realty, LLC presented on behalf of the petitioner. Mr. Niemier said this project will be a new strip center just west of the Marsh Supermarket. Greg Hoyes – Hamilton County Surveyor’s Office - Petitioner will need to submit a drainage plan. Mr. Hoyes said this project should be covered by the master drainage plan for Marsh, but he will need to review the plan to verify. Joanie Clark – Vectren Energy - No comments. Daren Mindham – City of Carmel Urban Forestry - Existing greenbelt landscaping will need to be shown on the plans. Ryan Hartman – Clay Township Regional Waste - The developers will need to install a 1000 gallon grease interceptor if this project will potentially be a restaurant. Mr. Hartman said the preference would be for this to be installed on the exterior in case it would need to be accessed during business hours. Shirley Hunter – Duke Energy - Ms. Hunter said Duke would probably be building a transformer on a pole, and would not necessarily need a pad-mounted transformer on the site. Ms. Hunter said she has an issue with the landscaping, since there are high voltage lines along Michigan Road, and Duke has requirements to keep all landscaping away from high voltage lines. Ms. Hunter said the contact for this project will be Tom Ordway at Duke, and as soon as a landscape plan is finalized, she will coordinate with Mr. Ordway to finalize an electricity plan. CARMEL, IN 46032 (317) 571-2417 David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said the plans appear to show the bike racks more than 50-feet away from the main entrance. Mr. Niemier said this is just over 50-feet to the furthest part of the bike rack. Mr. Littlejohn said he would prefer to have bike racks along access walkway, and said he will review the plans further. Angie Conn – City of Carmel Planning & Zoning - Rachel Boone from Planning and Zoning will be sending comments soon. No further comments. 9:25 a.m. Docket No. 13080002 SP: Village of WestClay, Section 3001-A, Block F - Village Center Townhomes Ph 2. The applicant seeks administrative approval to plat 18 lots on 1.435 acres, plus Common Areas, for phase two of their townhome project. The site is located at the northeast corner of Rhettsbury St. and Apsley Ln. It is zoned PUD/ Planned Unit Development. Filed by Dave Sexton of Terra Site Development, Inc. for Brenwick TND Communities, LLC. Dave Sexton with Terra Site Development and Keith Lash with Brenwick presented on behalf of the petitioner. Mr. Sexton said this is Phase 2 of the Village Center Townhomes in the Village of West Clay, even though it does not touch phase 1. Mr. Sexton said this project is exactly the same acreage and number of units as phase 1, just by coincidence. Greg Hoyes – Hamilton County Surveyor’s Office - This project is still being reviewed. No further comments. Joanie Clark – Vectren Energy - There was an issue with this project relating to drainage and utility easements. Mr. Lash said in the Village of West Clay, due to the number of street lights and other amenities, there is a tendency to not use blanket easements in common areas. This is to prevent, for example, a utility company from having to dig underneath a gazebo or another amenity. Mr. Lash said in the back parking lot, there should not be an issue, but they try to avoid common areas. Daren Mindham – City of Carmel Urban Forestry - The main comment is there should be tree protection fencing around the existing street trees. Mr. Lash said he has asked Ryland’s landscaper to do the same thing for phase 2 that was done for phase 1. Mr. Lash said the plan that was submitted did not show tree preservation details, but they can incorporate this in the next plan and provide soon. Ryan Hartman – Clay Township Regional Waste - Once fees are received, the plan review will be initiated. Shirley Hunter – Duke Energy - This has not yet been reviewed. An AutoCAD file will be required. Once the plan is reviewed, Ms. Hunter will discuss the design with the petitioner. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said has discussed the diagonal crosswalk with the engineering department, and they wanted to confirm that the crosswalk meets the INDOT ADA requirements. Mr. Sexton said he believes they will be using the same details that were used on phase 1. Angie Conn – City of Carmel Planning & Zoning - Letter sent. Department is waiting for an official response.
