City of Cannel, Indiana, Authorizing and Approving an Additional Appropriation of
Funds from the Operating Balance of the General Fund ($8,167,383); Sponsor(s):
Councilor(s) Sharp and Snyder.

c. First Reading of Ordinance Z-578-13; An Ordinance of the Common Council of the
City of Carmel, Indiana, Amending Ordinance Z-574-13 (FAILED by Council 7/1/13)
Regarding the Procedures and Development Requirements for Planned Unit
Developments (PUD's). This item is being returned to the Council from the Plan
Commission with a DISAPPROVAL of the Councils rejection of Ordinance 2-574-
13; Sponsor: Councilor Rider.
d. Resolution CC-08-19-13-01; A Resolution of the Common Council of the City of
Carmel, Indiana, Disbursing Arts Fund Monies (Booth Tarkington Civic Theatre -

MEETING MINUTES
MONDAY, AUGUST 19, 2013 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President Richard L. Sharp, Council Members Sue Finkam, Luci
Snyder, Ronald E. Carter, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk Lois
Craig.
Councilors Schleif and Seidensticker were not in attendance.
Mayor Brainard called the meeting to order at 6:00 p.m.
Pastor Sam Shepard, The Gathering in Carmel, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
Mayor Brainard presented the Good Samaritan Award to Layla Spanenberg, Carmel School Board
President and Assistant Scoutmaster. Mrs. Spanenberg came to the aid of an adult volunteer who had
fallen and lay injured and bleeding during a mountain hiking trip with Boy Scout Troup 131.
APPROVAL OF MINUTES:
Councilor Rider made a motion to approve minutes from the August 5, 2013 Regular Meeting.
Councilor Finkam seconded. There was no Council discussion. Council President Sharp called for the
vote. Minutes were approved 5-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Mo Merhoff representing the Carmel Chamber of Commerce, addressed the Council opposed to
Ordinance Z-578-13 (Procedures and Development Requirements for Planned Unit Developments).
Nova Brygger, addressed the Council regarding an easement to the north of her home. The easement
has not been maintained and is a public health hazard. The easement has standing water and a leaning
utility pole.
COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society.
Councilors Carter, Sharp and Mayor Brainard addressed the Council regarding skateboarding at the
amphitheater.

Council President Sharp informed the Council that the first meeting in September would not be held in
observance of Labor Day. A Special Meeting would be noticed for Tuesday, September 3, 2013 at
6:00 p.m.
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Rider made a motion to approve claims in the amount of$4,597,690.85. Councilor Snyder
seconded. There was no Council discussion. Council President Sharp called for the vote. Claims
were approved 5-0.
Wire Transfers: Month of July, 2013: Councilor Rider made a motion to acknowledge wire transfers
in the amount of$6,023,366.97. Councilor Snyder seconded. There was no Council discussion.
Council President Sharp called for the vote. Wire Transfers were acknowledged 5-0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee had not met.
Council President Sharp reported that the Land Use, Annexation and Economic Development
Committee had not met. The next meeting will be held on Tuesday, August 27, 2013 at 5:30 p.m.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met.
Councilor Finkam reported that the Utilities, Transportation and Public Safety Committee had not met.
The next meeting will be held on Monday, September 9, 2013 at 6:00 p.m.
Report from the Council Appointee to the Redevelopment Commission. No one was available to
present the report.

Council President Sharp announced the First Reading of Ordinance D-2145-13; An Ordinance of the
Common Council of the City of Carmel, Indiana, Renumbering the City's Non-Reverting
Neighborhood Drainage Improvement Fund (#213). Councilor Snyder made a motion to move this
item into business. Councilor Finkam seconded. Council President Sharp passed the gavel to
Councilor Finkam to present this item to the Council. Councilor Rider made a motion to suspend the
rules and not send this item to committee and vote this evening. Councilor Snyder seconded. There
was no Council discussion. Councilor Finkam called for the vote. The motion was approved 5-0.
Councilor Sharp made a motion to approve Ordinance D-2145-13. Councilor Snyder seconded. There
was no Council discussion. Councilor Finkam called for the vote. Ordinance D-2145-13 was adopted
5-0.
Council President Sharp reclaimed the gavel from Councilor Finkam.
Council President Sharp announced the First Reading of Ordinance D-2146-13; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional

President Sharp referred to Curt Coonrod, C.L. Coonrod and Company, to present this item to the
Council. There was brief Council discussion. Council President Sharp referred Ordinance D-2146-13
to the Finance, Administration and Rules Committee for further review and consideration.
Council President Sharp announced the First Reading of Ordinance Z-578-13; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Ordinance Z-574-13 (FAILED by
Council 7/1/13) Regarding the Procedures and Development Requirements for Planned Unit
