Per your request, I can confirm that the church is proposing no site design improvements other than that which is
depicted on the site plan, which is primarily a representation of the existing development scenario. I will pass along your
comments, particularly the 40-foot half r-o-w dedication requirement. Our client understands that a 10' asphalt path
and a bicycle rack will also be required, which we have already discussed with Mr. Littlejohn.Thanks.

Could you please confirm that no changes are being proposed to the existing improvements onsite?
If no changes will be proposed, then the Engineering Department will not require any auxiliary lanes at the entrance at this
time. However,we reserve the right to require a traffic study to analyze the need for auxiliary lanes in the future if any
changes to the footprint of the existing improvements occur,including parking outside the existing pavement.
In compliance with the City of Carmel Thoroughfare Plan, Chapter 2.09 of the Zoning Ordinance, right-of-way shall be
dedicated across the property's frontage and a 10-foot path constructed. Shelborne Road requires an 80-foot full right-of-
way. Therefore, the Church is responsible for dedicating right-of-way to reach a total 40-foot 1 right-of-way along the
west side of Shelborne Road.
The Engineering Department has no other comments at this time, as long as no additional improvements to the premises
are being proposed. Please let me know if you have any questions.

Thank you for providing the updated site plan. The Bicycle Parking Ordinance requires bike racks to be within fifty (50)
feet of what is considered the main entrance to the building. Please amend the plan to reflect this requirement. I
attached a copy of the City's Parking Ordinance for your reference.
I would be fine with an agreement for the completion of the path. Please determine a clear agreement as to when the
path will be fully constructed by the church and make sure it is part of the approval.

Per your request, our client has amended their proposed site plan to include the 10'wide path along the Shelborne Road
frontage,and a bicycle parking area (adjoining the vehicle parking lot). Please let us know if this plan (attached) is
acceptable. Additionally,given the small size of the church, and their related resources, plus the fact that there is

currently no adjoining 10' wide path alonSelborne Road, our client would like to rest that the installation of the
10' wide path be completed in, say, 2 or 3 years, as a condition of the special use petition, so they can budget
adequately for it? Please let us know your view of such a condition allowing a little time to provide the path installation.

Dear Mr. Ewing:
The following letter represents comments for this project specifically addressing the area of
alternative transportation. I have reviewed the project submitted for the January 20, 2010
Technical Advisory Committee meeting, and offer the following comments:
Alternative Transportation Review and Comments
1) The Bicycle and Pedestrian Plan requires the construction of a 10' asphalt path along
Shelborne Rd. Please revise the plans to include and label this path.
•
2) The City of Carmel Parking Ordinance requires developments to include bicycle
parking. Bicycle parking spaces are required at a rate of five (5) bicycle parking
spaces per one hundred (100) automobile parking spaces with a minimum of four (4)
spaces. Please see the City of Carmel's Parking Ordinance in order to determine
appropriate Iocations and construction details for the above.
We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our previous
