HomeMy WebLinkAboutMinutes PC 06-29-05 Hearing OfcrCARMEL ADVISORY PLAN COMMISSION HEARING OFFICER C-2/OLD TOWN DISTRICT HEARING June 29, 2005 Mike Hollibaugh, Director of Department of Community Services, designated as the Hearing Officer for the Carmel Plan Commission heard the single agenda item described below. Matt Griffin and Adrienne Keeling attended the Hearing on behalf of the Department of Community Services. Les Olds attended the meeting on behalf of the Carmel Redevelopment Commission. A. Docket No. 05060012 DP/ADLS Old Town Shops of Carmel- CRC Parcel 13 The applicant seeks to create a 32,160 square foot, 4- story retail/office building on .392 acres. The site is located at the SE corner of Main Street and Range Line Road and is zoned C-2 and is within the Old Town Overlay. Filed by Kirt Moody for USO Schenkel Shultz. Les Olds outlined the limits of the first phase of the project. Phase II will be submitted at a later date. The first phase consists of a single building that is being developed as a condominium and will consist of four separate owners. Owners have been identified for five of the six units at the present time; negotiations are under way to finalize the sale documents. The scope of work is limited on the first phase to include the re-work of the existing alley into a small street in the east/west direction as well as a new street in the north/south S :/PlanC0mmissi0n/HearingOfficer/2005jun29/CRCParcel 13 direction, since there is no easement or right-of-way donated for the site. The project will be four stories in height for the corner buildings; three stories for the balanc~ of the buildings. The streetscape work around the perimeter will be based on an agreed-upon final concept by all partie~ concerned, including the DOCS. Whatever is done on this project will hopefully be carried on in future developments. One of the things we will be looking for is a true concurrence on what we are doing through this area. m lot of discussion was had and direction given, including direction from the Mayor. In essence, that is the project Pedcor LLC is the contractor/designer/agent for the Carmel Redevelopment Commission and is carrying out the design and construction o f the project. Members of the public were invited to speak at this time; no one appeared and the public hearing was closed. Department Report, Adrienne Keeling. Adrienne commented that the issues from TAC had been addressed; however, there was a question regarding the top of the stairwells and how they would be treated. iLaurence Armstrong, Pedcor Design Group responded that the exterior of the stair penthouses are identified as brick cladding or brick veneer. Les Olds said the current plan calls for roof gardens at the top of the buildings; this was not in the original deal but it was given the OK. Boundaries will be established on rooftop items visible from the street. Laurence Armstrong said the building is currently not even bid and those will be packaged as alternates the stairs are obviously there to access the roof gardens and Code only requires a hatch to get to the roof there is a slight chance they will "go away." Les Olds stated the intent to have window boxes at the second floor level around the building. A few proto-types have been experimented with and the window boxes will become standard; the City would maintain. Currently, the plan is for a projecting window, operable. S :/PlanCommission/HearingOfficer/2005jtm29/CRCParcel 13 2 Mike Hollibaugh said there needs to be some sort of spigot on the exterior/faCade so that sidewalks could be rinsed down. There should be a lock on the spigot. Laurence Armstrong said that at present, there are individual water meters for each unit; there is a cluster of meters located in the mechanical room. Obviously, each unit would have to be individualized for water. Les Olds said there are some "gray" areas where the City may end up maintaining ownership of the land and it would become public parking. Some of this will be classified and used as public parking, City owned and City maintained. Mike Hollibaugh asked about the materials on the roof and if this is something the City needs to be worried about how it will be seen from the street. Les should be looking at alternatives present a sketch or rendering of what is going to happen with (window boxes) circulation balconies. There will be no outdoor storage--these are really exit ways and the condo agreement would have an impact. Laurence Armstrong responded that the roof material is identified as built-up tar roofing. Mike Hollibaugh commented that this is a high profile corner and a high profile project the public, the Council, everyone has been sold on the beautiful facades as shown; how will it be seen from the street? Laurence Armstrong explained that the balconies are actually for circulation that allows each unit to have access to the communal elevator lobby. It is treated very ornate, with wrought-iron railing, open-air, about eight feet deep, finials, brackets, and fairly decorative. Les Olds mentioned that Mike McBride, City Engineer had one concern, the possibility of a vehicle turning the corner and perhaps shearing off a column and the balcony would collapse and injure people below. Laurence Armstrong said there are six-inch, heavy wall, steel columns that are anchored into the foundation. There is a decorative column in front. Also, the ballards are concrete, but decorative. Les Olds stated the lighting is under the balconies, under the overhang. Signage: Les said signage issues will not be addressed until retailers are lined up--it will be submitted to CRC first, then DOCS. Mike Hollibaugh would sign off on the design.
