The Carmel Clay Historical Society (CCHS) requests variance because
(05070022) Explanation: The CCHS has critical need for much additional
storage space for its unique collections of historical materials documenting the
local history of the Carmel Clay community, and for materials which will be
added in the future.
Support: Additional proper archival storage space wOuld enhance the Society's
programs in numerous ways. In particular, an archivally sound storage facility
would further protect CCHS collections of unique historical materials, and would
greatly aid the use of those materials by the public by greatly increasing
accessibility to CCHS staff and volunteers who process, conserve and use the
materials.

Finding of Fact- Use Variance
Background regarding the Carmel Clay Historical Society need for additional storage:
The Carmel Clay Historical Society (CCHS) is a 501 (C) 3 not-for-profit
organization which since, 1975, collects, preserves, displays, interprets and publishes the
local history of the Carmel Clay locality. The CCHS serves the entire Carmel Clay
community, including school students. The Society needs to construct a secure building
according to archival professional standards (for interior temperature and humidity and
for fire and flood safety) in which to safeguard significant collections of historical
manuscripts, journals, diaries, books, photographs, period clothing, and other select
artifacts. The planned structure will be used by CCHS staff and volunteers (public
reference services, including genealogy, are and will be offered in an existing structure
close by). In pursuing its goals and purposes, the CCHS has far outgrown its current
storage capacity. But CCHS collections must be housed on CCHS property, and must be
easily accessed by staff and volunteers, hence the placement of the planned structure
close beside an existing structure (the CCHS office and current archives).

The granting of these variances will enhance a cultural aspect of the community--the
interpretation of local history.

The proposed structure will be on a property used since 1975 for the museum, office
and activities of the Carmel Clay Historical Society--the structure does not represent
a change in the type of activity taking place on the property. That activity has been
an attraction for school students in organized tours for many years.
The chief structure on the CCHS property--the former Monon Railroad depot, now
the Monon Depot Museum--was constructed in 1883 and predates many of the
structures in its immediate neighborhood. The depot has long been a local landmark
and since acquisition by the CCHS has been restored as a community cultural
attraction. The proposed structure will be of similar exterior construction as the
Depot Museum and compliment the property.

The dimensions of the property, the location of existing structures (2), the drip line of
a large tree to be preserved, and a legal drain across the property combine to dictate
the proposed location of the planned structure.

The Depot MuseUm structure is near its original location (an important fact in regard
to the city's historical perspective, and the interpretation of local history), and near
the eventual pedestrian traffic of the new Arts and Design District and as such will be
another attraction for visitors to the area.

The Carmel Clay Historical Society (CCHS) requests variances because
(05070023) Explanation- the site does not allow for the required minimum side
yard of five (5) feet as stated in Carmel Zoning Ordinance, Chapter
23.D.03.C.3.b. The placement of the planned structure must be immediately
accessible to the CCHS office facility (existing structure) for security reasons, and
for the Society's local history reference service as well as for display construction
and processing and general conservation of the unique and historically valuable
materials which the structure will house.
Support: While this placement does not include the required five feet side yard,
this east side yard of the proposed new structure adjoins City property which
already extends several yards to the Monon Trail Greenway rather than to any
private property owners less than the required five feet away from the Society's
property.
(05070024) Explanation: in regard to Carmel Zoning Ordinance, Chapter 27.05,
parking at present on the CCHS property is limited to three vehicles, and the only
access to the CCHS property and building site is by a driveway not owned by the
CCHS. The proposed new structure will take the place of two of theSe parking
places.
Support: The public parking area for the Second Street SW trailhead of the
Monon Trail is just a few yards away and that public parking lot will
accommodate many vehicles of visitors to the CCHS property.

...it will enhance a continuation of the activities of the Carmel Clay Historical Society
begun in 1975 as a cultural option for the Carmel Clay community. In that regard, the
approval of these variances will strengthen the general welfare of the community.
