TECHNICAL ADVISORY COMMITTEE
MARCH 15, 2000
Members present were: Laurence Lillig, DOCS; Dick Hill, Craig Parks, Engineering;
Randy Auler, John Lester, Carmel/Clay Parks; Gary Hoyt, Carmel Fire Dept.; John
South, Hamilton County Soil & Water District; Steve Cash, Hamilton County Surveyor's
Office; Steve Broermann, Hamilton County Highway Department; Sharon Prater,
Panhandle Eastern Pipe Line; and Chuck Shupperd, Indiana Gas Co.

Petitioner seeks approval (Special Use) to establish a private high school campus. The

site is located southwest of West 116 Street and Towne Road. The site is zoned S-
1/Residential (Very Low Intensity)

In attendance: Chuck Webster of University High School; Ben Rawlins and Jamie
Bieghler of Olde McGuire & Shook. Overview: 85 acre site, built in phases, Phase I will
include gymnasium and 4 portable classroom units and parking area. Currently meets
parking requirements for Phase I and gym and classrooms--to be constructed over 5 to 10
year period. Easement located on site--Shell and Panhandle Pipelines. Small building on
site to be removed. Site served by Indpls Water Co.--working on agreement for water
line in 10 foot dedicated easement. Parks Dept. to make connection. Grading and
Drainage, storm water and calculations--storm water into swale between gym and
existing residence--wooden foot bridge. Panhandle -- subsurface drain in swale, run to
first phase detention ond at south part of site. Detention pond sized for Phase I, re-sized
to accommodate Phase II. Questions regarding connection of sanitary sewer. Possibly

run east along 116 Street?
Brad Yarger traffic engineer, states figures based on Village of WClay study and

modified for proposed project. Shelborne to Ditch and 106 to 131 on Towne--- No
major changes because of high school, but because of Village of WClay. Peak traffic
time is mid-afternoon and has no impact. Two exit lanes, left turn going into facility;
dual lanes out, left turn in. Passing blister to be installed. Left turn in heavy use, right
turn out--Level Service C. No traffic signal warranted. Estimate 500 students total
enrollment.
Comments:
- Indiana Gas, Chuck Shupperd questions service to classrooms and gym.
Petitioner requests gas service. Modulars on one meter; permanent structure too.
- County Highway, Steve Broermann requests copy of traffic study--County will

review before final determination. County looking at widening 116 Street and
resurfacing. Will get back with petitioner. Contract to resurface already let.
Petitioner would like to work with County Highway, will meet with Steve

Broermann. Right-of-way for 116 & Towne Road being dedicated as part of
High School project.

- Carmel/Clay Parks, John Lester says manhole sewer between parks location and
connection with High School. Clay Waste to run line--Parks to tie in prior to
Towne Road improvements.
- Panhandle Eastern, Sharon Prater requests line elevations for road elevation and
sewer locations--caution two crossovers in area--cannot permit storm sewer or
sanitary at crossovers. Petitioner will make sure engineer is aware and verify.
Road crossing based on elevation. Possible petitioner to add cover over pipeline.
Road being increased to 12 foot lanes; project to include accel/decl lanes.
Pipelines may have casing across road. May be in conflict with left turn lane for
existing property. Petitioner to meet with Panhandle Pipeline. Panhandle
requests set of drawings reflecting pipelines. Fencing around fields, not within
pipeline right-of-way.
- County Surveyor, Steve Cash has not seen plans. Watershed map provided?
Line to east is County Regulated Drain. County sureyor to look at whether or not
to extend drain--not yet determined. Regulated drain on south property line
requires permit. Will issue comment letter after receiving plans.
- County Soil & Water, John South requests detail on storm water detention pond.
Petitioner states he will return building by building as plans come in—will be
subject to review by Plan Commission. John South requests erosion control plan
prior to site work. Recommend abandonment of any wells to show on demolition
plan. Recommend erosion control plan implemented prior to start of demolition.
Request additional information on plans.
- Carmel/Clay Parks, Randy Auler is working with planners regarding water line,
(Indpls. Water), and how entry way for park and school align.
- Carmel Fire, Gary Hoyt has not received any new plans. Petitioner will forward
another set. Will meet with petitioner for location of sprinkler system.
- DOCS, Laurence Lillig has not received drainage calcs. Members of TAC need
revised documents at least 10 days in advance for review. Copy of draft of
commitment received from Dave Coots. ADLS commitment not addressed in
document; paragraph 3C should recite buffer yard guidelines. Petitioner will
contact Coots. Laurence Lillig may have further comments on drainage.
- County Highway, Steve Broermann, allow at least a week to set up meeting with
petitioner.
- Communications, petitioner to contact Bill Akers for addressing new building.
Kruse Invesments (Site Plan)
Petitioner seeks approval (Site Plan) to demolish an existing 3380 square foot structure
and erect one 6912 square foot building and one 3936 square foot building on 1.5 acres.
The site is located at 1020 Third Avenue Southwest. The site is zoned I-1/Industrial.
Filed by Roger C. Ward, Jr., of Roger Ward Engineering for Kruse Investments.
Overview: Roger Ward of Roger Ward Engineering. Site is location of an existing body
shop and paint shop facility. Current plans are to demolish older building on site and
build a new building for body shop; remaining building to house paint shop activities.
Building cosest to Third Avenue is to be office/warehouse facility. No change in existing
curb cut; no pavement being added.

Indiana Gas, Chuck Shupperd, no additional comments
- Carmel Engineering, Dick Hill sent comment letter and has discussed with
petitioner. Request petitioner show future drainage and how it affects area.
Client has repaired drainage ditch along north of side of property--will fix again
after work completed.
- County Surveyor, Steve Cash faxed comment letter, petitioner to send copy of
calcs for additional runoff; requirement within watershed for new construction, 25
CFS per acre. Existing conditions not required to be detained. Site has on-site
detention and underground detention in parking lot. Petitioner to send drainage
calcs. Steve Cash will send comment letter after review of drainage calcs.
- County Soil & Water, John South requests silt fence prior to construction.
- Carmel Fire Dept., Gary Hoyt, petitioner says building not to be sprinklered.
Building will be one-story, above ground structure. Petitioner will comply with
knocksbox request. Each building to have knocksbox if not under one ownership
or control.
- DOCS, Laurence stated concern with six parking spaces on site. Petitioner says
more parking in front. Dept. requests drawings/labeling on plans--No other real
concerns with project. Not requiring consolidation of curb cuts with
Sollenberger.
