DOCS Staff attending: Mike Hollibaugh, Director; Kelli Hahn, City Planner. Also in attendance was Jim Blanchard of Building and Code Enforcement. Due to the number of persons in attendance for items 2 and 3, the Agenda was reordered to hear items 1, 4, and 5 first---items 2 and 3 last. 1. Docket No. 134-01 ADLS AmendSunrise Cafe Sign ; Petitioner seeks Architectural Design, Lighting, Landscaping & Signage Amendment approval to alter an existing ground sign. The site is located at 11450 N. Meridian Street. The site is zoned B-6 (business) and is within the US 31/Meridian Street Overlay Zone. Filed by Doug Cotter of MC Sign Company for Sunrise Cafe. Robert Stefanski of Sunrise Café appeared before the Committee representing the applicant in its request to alter the existing ground sign at the above location. The applicant has agreed to repair the lighting in the “box” and eliminate hours of operation. The color of the sign is to be brown with white lettering, (no red) and internally illuminated. Docket No. 149-01 ADLS Amend, Sagamore Health Network Sign 5. Petitioner seeks Architectural Design, Lighting & Signage approval for a new sign. The site is located at 11555 North Meridian. The site is zoned B-6/Business and is within the U.S. 31Overlay Zone. Filed by Doug Staley of Staley Signs for Sagamore Health Network. Present for petitioner, Doug Staley of Staley Signs. The sign is 74 square feet, ivory face, internally illuminated. The sign is standard and consistent with the other three buildings. Docket No. 125-01 Z; 136 Street and Rohrer Road PUD/ Hunters Creek Office Park Petitioner seeks favorable recommendation of a rezone from the B-3 (Business) and R-1 (Residence) districts to a PUD/planned unit development district on 5± acres. The site is located at the southwest corner of Marana Drive and Rohrer Road. Filed by Charles D. Frankenberger of Nelson and Frankenberger for Hunters Creek Office Park, LLC. Present for petitioner: Charles Frankenberger, attorney, representing Hunters Creek Office Park; Brad Hill and Jim Reed of Hunters Creek; Nathan Williams representing the Carmel Brethern Church; Ernie Reno, community relations consultant; and Steve Fehribach of A&F Engineering. Brad Hill, one of the principals of the development, explained the drainage and retention on the site. Steve Fehribach, A&F Engineering, 8425 Keystone Crossing, answered questions regarding the traffic level of service on Rohrer Road. Paul Spranger, comments on a potential linear park. David Lamdin, 13824 Laredo Drive, President of Hunters Creek South HOA, recommends the area for residential housing. The HOA would like to explore the possibility of purchasing the property for a clubhouse. Tom O’Farrell, attorney with McClure & O’Farrell, 415 West Main Street, Westfield, formally represented the HOA. Mr. O’Farrell complained of the number of buildings, and the number of cars and related traffic the development would bring, especially with children in the area at bus stops, etc. ThePetitioner will return to Committee on January 8, 2002 with a redesign of the entrance and a clarification of the size of the parcel. Docket No. 96-01 Z; Old Town Overlay District Petitioner seeks a favorable recommendation for the establishment of the Old Town Overlay District. The area affected is commonly known as Old Town. Filed by the Department of Community Services for the Old Town Task Force. Present for petitioner: Kelli Hahn, City of Carmel, Brenda Scherer, Scherer & Scheer, consultants of Cincinnati, Ohio. The proposed Old Town Overlay was gone over page-by-page. Exceptions were noted and the Department is willing to strike certain wording. Comments and input were expressed by area residents and business owners in attendance. Docket No. 96-01 Z, Old Town Overlay District will remain at Committee for further review on January 8, 2002, beginning with page 5 of the proposed Overlay. The meeting adjourned at 9:00 PM.
