The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the site will still be landscaped substantially. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because' the owner may not be able to achieve properly landscaped areas and will have to reconfigure the site plan, possibly losing parking spaces or building area, possibly causing a hardship or rendering the site undevelopable. Recommendation. The department recommends positive consideration of Docket Nos. 05080030 V.
