The Special Study Committee met at 7:00 PM in the Caucus Rooms of City Hall on April 3, 2003.
Members present: Jerry Chomanczuk; Ron Houck; Nick Kestner; Dianna Knoll; and Wayne Wilson.

Amendment to the Carmel/Clay Zoning Ordinance & Comprehensive Plan -
Mineral Extraction District
The petitioner seeks to add a new zoning district to the Zoning Ordinance.

Paul Reis, attorney, 5013 Buckeye Court, Carmel appeared before the Committee representing the
applicant. Also present were Mark Jang and Joe Downs of Lauth Property Group, and Fred
Simmons, Simmons & Assoc.
At this time, building elevations are being prepared of all four sides. It is anticipated that when the
elevations are completed and the applicant returns to Committee, a format will be presented that
will be easy to compare the overall signage package with the various signs being proposed for the
project. The materials board was displayed with the building materials shown.
At the previous Committee meeting, Ron Houck had asked for visuals of the architecture of the
buildings for additional review. Artist renderings tend to glorify trees, etc. and are not really
representative of the development. It would be good to see a similar project that blended the actual

architectural styles.
Paul Reis said the buildings will be brick/masonry—the applicant will do new drawings and issue

informational materials prior to the meeting on the 22 of April.
Nick Kestner said the Committee needed to look at each building individually. It would be
beneficial to get a 3-dimensional view of each building, and review them. Nick Kestner also asked
for additional landscaping between the retention pond and the building in order to break up the
parking lot.
Ron Houck commented that the Committee historically was a little more comfortable with a
start-to-finish project rather than a piece-meal, building-by-building. The biggest concern was the
contemporary building shown. Ron Houck said the view from US 31 was a concern because there
wasn’t more glass shown—it looks austere.
Mr. Simmons said they were actually going to be eliminating the contemporary building proto-type
in total. Currently, they are breaking this down into 15 separate building, all 15 building elevations
will be shown, and new informational packets will be issued. The building will be predominantly
brick and masonry, with mid-century, turn-of-the-century styling. There will probably be a few
elements that might have a contemporary flavor such as the entry tower, the entryway to the
second-story offices.
The color palette will be similar to that which has already been shown. A lot of time is being spent
looking at how to treat the walls—there may be some “spano-glass”added and the facades will be
broken up.
The committee voiced no concerned with the color palette. The aluminum storefront goes
away—the steel front is painted to look cast iron. This project will not be a “big box” look and will
appear as 4 or 5 different buildings carried throughout the project.
Ron Houck had other questions besides the architecture. For each building, what is defined as the
storefront? The petitioner promised to be more explicit with the next submission. How do the
building designs conform to the PUD? The open channel letters with exposed illumination on the
signage—sounds like it is at the discretion of the landlord rather than the Plan Commission. The
Petitioner will address these questions upon return to the Committee.

the May 13 Committee with the balance of the buildings for review.
3. Docket No. 37-03 ADLS; Ritz Charles Accessory Building
The applicant seeks approval to construct an 8,000 square foot accessory building. The site
is located at 12156 North Meridian Street. The site is zoned B-6/Business and is within the
US 31 Overlay Zone.

Dave Coots, attorney with Coots Henke & Wheeler appeared before the Committee representing
the applicant. Bill Bernard, architect, was also in attendance. The applicant is requesting approval
for an accessory building on the site of the Ritz Charles catering facility. The proposed building is
on a three-acre tract that faces Meridian Street, and is immediately south of the existing Ritz Charles
building.
Dave Coots displayed samples of the building materials that are expected to meld together between
the proposed accessory building and the existing facility. There will be no additional parking other
than that which is currently on the site. In the event Illinois Street is extended, it will affect the
parking along the south side of the facility. If not and there were a condemnation, there would have
to be a garage built to replace parking spaces in place presently. In the meantime, the existing
parking will be utilized, and the building will require no signage.
Jon Dobosiewicz said that over the next 12 months, the City will be exploring how to “thread”
Illinois Street between the Subdivision to the west and the Ritz Charles.
Dave Coots displayed renderings showing the comparison of the proposed facility to the current
Ritz Charles entry. The Committee expressed concerns with the proposed accessory building that
looks very much like a church and does not blend with the current Ritz Charles entrance that faces
US 31. The applicant has stated that in addition to seminars and business meetings, weddings could
be performed in the accessory building and receptions held. Committee members felt that the
accessory building should look less like a church and suggested the architect raise the walls and
lower the pitch of the roof. The footprint of the building is 4,000 square feet plus the balcony of
approximately 1,100 square feet for a total of 5147 square feet.
Jon Dobosiewicz said this quaint wedding chapel is trying to be fit into the 31 corridor and there is
no provision for it. The concern is whether or not this design can blend.
Bill Bernard addressed the Committee and expressed a willingness to re-design the accessory
building taking into consideration comments made this evening. Revised drawings will be submitted

prior to the 15 of April and will return to Committee on May 13. Mr. Bernard will increase the
height of the walls, redesign the entrance to be more in keeping with the Ritz Charles, and change
the pitch of the roof.
Nick Kestner moved to return this item to the full Commission for their input and request full
approval at the Committee meeting on May 13. Following a second by Ron Hock, the motion was

4. Docket No. 51-03 ADLS Amend; Bub's Burgers & Ice Cream
Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval
for two ground signs.. The site is located at 210 West Main Street. The site is zoned
B-2/Business and is within the Character Sub-area of the Old Town Overlay.

Matt Frey appeared before the Committee representing the applicant. The site of Bub’s Burgers
& Ice Cream is 210 West Main Street, formerly “That One Place” restaurant immediately west and

adjacent to the Monon. The restaurant will be open 7 days/week—ice cream parlor and burgers,
sandwiches served.
The signage will be the same material as the current sign, wooden posts, 5 feet tall, and will conform
to the Sign Ordinance.

Lexus. Signage requested is for a “Service” sign that is not illuminated—black during the day and

Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval
for building elevations. The site is located at 706 Adams Street. The site is zoned
M-3/Manufacturing.

Adam DeHart of Keeler-Webb Associates, 486 Gradle Drive, Carmel appeared before the
Committee representing the applicant, Park Place Center. The applicant will utilize the architectural
style of the existing building and construct a larger, single-story building. The project is an “HPR”
Condominium Office. The previously approved planting materials will be re-located.
The Committee requested camouflaging the gas and electrical from Adams Street. Adam DeHart
stated the utilities will be placed on the north side of the building at build-out.

8. Docket No. 55-03 ADLS Amend; First Indiana Bank
Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval
for wall and one ground sign. The site is located at 20 South Range Line Road. The site is
zoned B-2/Business.

Steve Granner of Bose McKinney & Evans appeared before the Committee on behalf of the
applicant. Ken Tershe, Senior Vice President of First Indiana Bank was also in attendance.
The applicant is converting the existing Metro Bank signage to First Indiana Bank, including the
ground sign on Range Line Road. The ATM machine signage and the parking lot sign are illegal
signs and will be removed. New signage “Bank Parking Only” will be installed in the parking lot.
The ATM letters will be replaced with letters 12 inches high. Regarding the sign above the ATM,
the applicant is asking to replace that sign at the existing size. A Variance will be needed for the
ground sign in accordance with the Old Towne Overlay. The color scheme will be changed to red,
white and blue.

OM-MM (Old Meridian Mixed Medical).

Approval is being requested for wall signage at 13421 Old Meridian Street.
The main sign is roughly 4’X13’; the wall sign is constructed of stainless steel with a satin finish.
The address and name of the building will appear on the sign and the letters will be 12 inches
tall. The sign will be backlit. The main sign is setback from the street 80+ feet.
