SPECIAL STUDIES COMMITTEE
TUESDAY, MAY 27, 2003
(Special Meeting)
The Special Study Committee met at 7:00 PM on Tuesday, May 27, 2003 for a Special Meeting to
discuss Clay Terrace—single item Agenda. The meeting was held in the Council Chambers of City Hall,
Carmel.
Committee Members present: Jerry Chomanczuk; Ron Houck; Nick Kestner; Dianna Knoll, chairperson;
and Wayne Wilson.
The Special Studies Committee met to consider the following items:
1. Clay Terrace
Docket No. 19-03 ADLS; Clay Terrace - All Buildings Except A-4, B-19, B-22, & E-1
Docket No. 20-03 ADLS, Clay Terrace - Building A-4
Docket No. 21-03 ADLS, Clay Terrace - Building B-19
Docket No. 22-03 ADLS, Clay Terrace - Building B-22
Docket No. 23-03 ADLS, Clay Terrace - Building E-1
The applicant seeks approval of five ADLS applications for the overall site and various buildings
within the Clay Terrace development. The site is located at the southwest corner of US Highway 31

and East 146 Street.
Filed by Mark Jang of Lauth Property Group.
Paul Reiss, attorney with Drewry, Pitts & Vornehm, appeared before the Committee representing
the applicant. Also in attendance: Fred Simmons of Simmons Architects; Joe Downs and Mark Jang
of Lauth Property Group.
Jon Dobosiewicz referred to a comment letter he had written on behalf of the Department dated
May 23, 2003, asking that a number of items be addressed and/or plans up-dated accordingly.
The following is a brief recap of the comments for discussion.
The Department still questions “Stone Spheres” and would like revised elevations. The applicant
will comply and will submit different views of the project from Range Line Road, US 31, and Clay
Terrace Boulevard.
The brick will be consistent and a common theme along Range Line Road. The Wall Art and

Landscape Trellis are being used to soften the walls. The individual tenant is not responsible for the
wall art and landscaping—It is up to Lauth Property Group.
Ron Houck thought the units have a “garage door” look.
Jerry Chomanczuk wanted more detail on the walkways between the buildings.
Dianna Knoll noted that all parking is surface spaces only.
Joe Downs of Lauth commented they would like to have metered parking.
Nick Kestner would like to see the insets the same brick color as the building, otherwise it looks like
a garage door. No semi-trucks are to be parked at this location overnight.
Jon Dobosiewicz suggested changing the mortar color or changing the brick pattern to a
herringbone for varying the look somewhat. Frank Simmons said he would be happy to address this
design feature.
Ron Houck asked that full size photo-metrics be distributed to the Committee.
Mark Jang described the lighting fixtures and said they would provide cut sheets.
Jerry Chomanczuk was concerned with the yellow, metal awnings; petitioner states they are canvas.
The fencing design element should be incorporated into the landscaping design.
Paul Reiss displayed proportional types of signs: entry way, on facades, etc.
Jon Dobosiewicz asked if the split signage is in a separate petition—if not, would suggest that the
petitioner file separately.
Nick Kestner was concerned with possible cart corrals. The petitioner must return to the
Commission if it is not specified on the drawings.
The screening of the roof top equipment is still a concern to the Department.
Ron Houck commented that some type of language should be used to address the wall art.

The petitioner agreed to hand-deliver revised drawings to the Committee on June 6 for their review

prior to the Committee meeting on June 12.
The meeting adjourned at 9:15 PM.
