The Applicant seeks approval to construct a commercial building. The site is located at 100 Providence
Boulevard. The site is zoned Old Meridian - Village (OM-V). We were here last month and the
recommendation from the City was for us to grant a sixty feet (60’) right-of-way to the east and it has caused
us to change the parking and landscaping. Downsize the building 3000 square feet. We are presenting the new
rendering with few differences other than size. We have removed a window from the second story and we
removed a knee-wall with a limestone sill we are replacing it with glass all the way down.
Houck: Your walkway into the building is in the right-of-way?
Simmons: Yes.
Houck: Are there any outstanding issues L. Lillig?
Lillig: None.
Kestner: You show glass replacing stone is that required by the new design?
Simmons: No, we made the change for maintenance reasons.
Wilson If there are no further questions? Mr. Chairman I move we recommend forwarding to the

Petitioner: It is internally illuminated, neon.
Lillig: Black in the day, white at night?
Petitioner: Yes.
Kestner: Is there a sign there now?
Petitioner: No.
Lillig: No, but there is one on the other side of the building “KATZ SAPPER & MILLER”,
approved in April 2003.
Wilson: Is size an issue?
Petitioner: No.

Houck: You are replacing it with smaller letters and logo?
York: Yes, with a blue and yellow, star clustered, Subaru logo.
Wilson: Your site plan shows a ground sign will that stay?
Lillig: If so it will need to come down. You have frontage on one road and there by the Ordinance can only
have one identification sign.
Wilson: You will make that determination before the actual Sign Permit is issued?
Lillig: Yes.
York: Are you counting the replacement of Subaru as that sign?
Lillig: Yes.
York: Then do the dimensions of Tom Wood Subaru meet the requirements?

Lillig: J. Dobosiewicz has not made note of the problem. I would assume that he took that into
consideration. It appears to be by the dimensions and would depend on the distance from the
right-of-way.
York: What is the setback?
Lillig: The Site Plan shows forty-five feet (45’) half. Today’s Thoroughfare Plan calls for a seventy-five
feet (75’) half. In order to be entitled anything over seventy-five square feet (75’) you must be one
hundred feet away from the right-of-way.
Lillig: A motion would be subject to the Department seeing a Variance if they go to the
BZA.

site is located at 4000 West 106th Street. The site is zoned B-3/Business and within the US
421/Michigan Road Overlay AND 1215 South Range Line Road zoned B-8/Business.
Jolly: We are here today to approve the signage, the color and the sign. We are proposing to remove the
drive-thru sign and erect a monument ground sign. The brick will match the building with
landscaping around it.
Lillig: The Department is not in support of this change. We have been advocating consistency and
moderation of signage along the US 421 Corridor. This is the third sign and the Overlay allows for
two directional signs on a corner lot. If this is approved the Department recommends matching the
building.
Chomanczuk: Will the Michigan Road store ever want to add “Open 24-hours” to their signage in the future?
Jolly: I do not know.
Chomanczuk: The red is darker than the other is that a mistake?
Jolly: No, it was as a result of copying.
Houck: The store on Range Line Road is not in compliance. They have additional advertising attached to
that sign.
Lillig: We will address that through the Code Enforcement Officer.
Chomanczuk: One major stumbling block is the Reader Board or changeable copy.

The Department recommends continuing this to the July 1 Committee meeting with a redesign
addressing, Reader Board and the brick.

Jolly: Everything is going to remain the same.
Lillig: There is no “24-hour” signage on the building currently.
Houck: Your request is to add two (2) signs to the building reading “Open 24-hours” as well as the
ground sign?
Jolly: We are adding hours of operation to the ground sign, yes.
Lillig: So, one (1) facing Range Line and another facing Executive Drive plus the ground sign at the
corner and a sign on the drive-thru? So we are talking about six signs on a site that is entitled
to two (2).
Wilson: They have two (2) illuminated window signs “Hallmark” and “24-hour photo” is that
allowed?
Lillig: No more than thirty percent (30%) of each pane along with an ADLS Approval.
Wilson: …and they have another illegal sign with the ground sign?
Kestner: There is an objection on the “24-hour” sign but no objection on the ground sign?
Wilson: I move we approve Docket 84-03 ADSL Amend Docket No. 84-03 ADLS Amend;
(03050035) Monument Sign.
Kestner: Second.

Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval for a wall sign.
The site is located at 10333 North Meridian Street. The site is zoned B-5/Business and is within the US 31
Overlay Zone.
Staley: Charter One has a National Trademark Logo of red with blue letters. Here is a sample of that
logo. This is the logo they want to use. The Landlord has approved this logo. Hamilton
Crossing has two (2) colored signs of green and white. We would like you to approve the
blue. Charter One believes that maintaining their Nationally recognized Logo is important.

One other concern is First Indiana’s sign on the north elevation of the same building.
Travelers may not realize without the color distinction that there are two (2) separate Banks
in the same building.
Williams: To give you some background. Charter One was the first Bank to get a Thrift Charter, which
amounts to the first Charter issued in the United States. Until a few years ago we were very
red, white, and blue oriented. We scaled it back to a sleeker, modern look. We deleted the red
logo “swoosh” from the sign. We would like the Committee to approve the blue lettering this
evening considering red, white, and blue is a key part of our existence.
Department: This project is located at the Meridian Corporate Corridor. Every project along that Corridor
is a uniform sign design. Hamilton Crossing East is unique that it does have three (3)
permitted colors but it is a retail center not a corporate office center. The other three (3)
identification signs on this building have conformed to the approved green. The glass is also
a tinted green. The purpose of the restrictions in the corridor is uniformity, which typically
attract a more desirable type of corporate tenant. We would approve the green or the other
three (3) changed to the blue.
Williams: One of the first negotiation tools used was that we are bringing jobs and occupying 17,000
square feet tenant space. It is important that we have your backing for approval from the
point of building ownership. It was an understanding that we would not sit down to
Committee unless we had their approval.
Chomanczuk: Who has the third (3) sign and location?
Chris: Lone Star.
Chomanczuk Are we holding them to an unfair standard? I do know of other exceptions and we do draw
the line on multiple colors. I frequently see one side of a building one color and the other side
the other color.
Department: But without a standard then everyone has a valid argument for a National Logo.
Williams: We did try to meet the standard. I do not believe we can continue this discussion further. Not
only did we take the red out of play but also the “swoosh” to become more compatible.
Kestner: We already turned down a Petitioner for the blue.
Houck: What is the dimension of the sign?
Department: Ninety feet (90’).
Chomanczuk: I move we approve Docket No. 85-03 ADLS Amend; (03050036);

No decision vote. The petitioner will return to Special Study Committee on July 1, 2003.

Whitacre: This building is approximately 15,300 square feet with fifty-one (51) parking spaces. We are
changing some of the landscaping shown here to add six (6) more parking spaces.
Department: The Department recommends favorable consideration.
Kestner: I would like to bring the sidewalk across the parking lot with stripping.
Whitacre: That path is never used.
Department: It connects with Hazel Dell Parkway.
Chomanczuk: Are you removing mature trees in t his area?
Whitacre: No.

The applicant seeks approval of five (5) ADLS Applications for the overall site and various buildings within

the Clay Terrace development. The site is located at the southwest corner of US Highway 31 and East 146
Street.
Petitioner: We would like to submit the “ADL” portion of this application and submit the “S” portion
at a later date. We have changed the color pallet. We changed the “garage door” look as
well. We will be using green and rust with beige brick on block A-1. We also have renderings
of landscape trellises and locations of wall art. The biggest change we have made is the
Anchor B-19 and B-22. Building closest to US 31 has a more institutional look in keeping
with the look of Lowe’s on the other side of US 31. Tree grate design has changed to a square
look. Landscaping has been upgrade.
Department: When we saw the black and white revisions of building B-19 and 22 there is a large panel to
the north we would like to see that remain brick. It appears to be consistent with the rest of
the buildings.
Chomanczuk: Dimensions are 20 x 20?
Petitioner: No and they have agreed to remove the “E-box” from all three elevations.
Department: We would like a letter that states that and drawings.
Petitioner: We did submit a Lighting Plan.
Kestner: I would prefer to see a different type of light used to light the walkway. Recessed lighting
causes a lot of problems.
Petitioner: We could use a similar type only wall mounted.
Kestner: I have trouble with the language “proposed” for the trellis and wall art. We would like to
see a commitment.

Department: I like the distribution. I do not have a problem the way it stands. Do all the buildings have
wall art?
Petitioner: Yes.
Department: Do we have outstanding comments from the Committee? Any other questions?

The Applicant seeks approval to construct an automobile dealership. The site is located at 4620 East 96
Street and is zoned B-3/Business.
Lawhead: One of the issues is the leaping Jaguar. We took that out. The other issue was noise. I do not
see how this is ADLS?
Department: The landscaping would be used as a noise buffer.
Lawhead: This building is designed with two (2) entrances. We have two (2) entrances one (1) on the
west, one (1) on the east for service. The noise is generated from the service door. We can
make a commitment saying we will keep the door closed. We have made an offer of adding
a large twenty-five feet (25’) Pine Tree to buffer that area. Lighting was okay. The
landscaping per Scott Brewer was okay. Issue with roof elevation HVAC monitoring
equipment. We will be matching this screening with the building materials. We will get you
renderings.
Department: Do you meet all the photometric for property line right-of-way? This property abuts
residential.
Lawhead: I believe it meets the requirements.
Kestner: I have a problem with the green column. I understand why they are doing it. There is too
many color varieties.
Lawhead: The VOLVO colors are blue.
Chomanczuk: Then the TOM WOOD itself is that green?
Lawhead: It is Smoke Bronze.
Chomanczuk: So you have four (4) separate colors, two (2) shades of green, smoke bronze and blue.
Lillig: We are not in favor of the leaping Jaguar. Concern by Commission Member on base foundation
plantings.
Lawhead: The building is not designed for foundation plantings.
Chomanczuk: It there a requirement?

Lillig: No. Can we identify the issues like the Statue, Nature Trail, Column, and leaping Jaguar?
Chomanczuk: We do not want the leaping Jaguar.
Lillig: No issues with the Trail? What about the Column? We do not support the Column.
On the Lighting Plan your M-3 is pointed at the building?
Lawhead: I will get you a Certified Letter from the Lighting Company that these M-3 Lights will not spill
over the top of the building.
Lillig: Okay.
Dobosiewicz: We would be in favor of ground lighting washing the building and not a pole mounted spot.
Lillig: We would like written commitments.
Lawhead: We sent them to Jon Dobosiewicz.
Dobosiewicz: We will ask the Plan Commission to approve the plans subject to a list of conditions.
Kestner: Move to approve Docket No. 68-03 DP/ADLS with requested commitments.
Chomanczuk: Second.
