CARMEL/CLAY PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
JULY 1, 2003
The Special Study Committee met in the Council Chambers of City Hall immediately following a Special
Meeting of the full Plan Commission at 7:00 PM, Carmel, Indiana.
Committee Members present: Jerry Chomanczuk; Leo Dierckman; Dan Dutcher; Ron Houck; Nick
Kestner; Dianna Knoll, Chairperson; and Wayne Wilson.
Mike Hollibaugh, Director of the Department of Community Services; Laurence Lillig; and Angie
Butler attended the meeting on behalf of the Department.
The following items were considered:
1.Docket No. 53-03 ADLS Amend; Tom Wood Ford
Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval
for one wall and three ground signs. The site is located at 3130 East 96th Street. The site is
zoned B-3/Business.

Tim Kinglespaugh of Sign Craft appeared before the Committee on behalf of the petitioner. Mr.
Kinglespaugh respectfully requested that this item be tabled to the August meeting.

Mark Monroe of Drewry, Simmons, Pitts & Vornehm, 8888 Keystone Crossing, Indianapolis
appeared before the Committee representing the applicant. Also in attendance: Steve Horman,
Mike Gorman, and John Houchin of Edward Rose Properties, and Cara Swalina with Paul Cripe,
Engineers.
Mark Monroe explained that while this Docket is an ADLS review, the Zoning Waivers applied for
st
required public hearing and Committee review. The site is located south of 131 Street between
Old Meridian and Pennsylvania Street, and is zoned Old Meridian, Multi-Family. There have been
some revisions made to the plan in accordance with recommendations made as a result of meetings
with the City Engineer.
Ron Houck made a formal motion to return this item to the full Plan Commission with a positive

recommendation on , including all zoning waivers, and
conditioned upon streets being constructed to City specifications. Jerry Chomanczuk seconded the

3. Docket No. 85-03 ADLS Amend; (03050036);
Three Meridian Plaza - Charter One Bank
Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval
for a wall sign. The site is located at 10333 North Meridian Street. The site is zoned
B-5/Business and is within the US 31 Overlay Zone.

Doug Staley, Sr., and Doug Staley, Jr. for Staley Signs, Inc. appeared before the Committee
representing the applicant. John Noley was in attendance representing Charter One Bank.
Approval is being requested for a wall sign on the southwest elevation of the building. The “Charter
One Bank” wall sign will be illuminated, individual channel letters, and measure 30” X 34.2” The
proposed sign will replace the existing sign.
The Department is recommending that any signage approved on this building would match the
existing color of signage approved at this center; other signage is green with silver returns to match
the building.

Rick Zimmerman of Lauth Property Group appeared before the Committee representing the
applicant. Preliminary input from Committee members regarding the signage on this Center is
welcomed at this time.
Nick Kestner suggested a bike rack and appropriate, accompanying signage.
The signage for this project was returned to the Committee for open discussion; subsequent action
will be taken by the full Commission at a future date. The overall signage was discussed.

5. Docket No. 96-03 ADLS Amend; (03060013);
Hazel Dell Corner, lot 1 - The Overlook
The petitioner seeks Amended Architectural Design, Exterior Lighting, Landscaping &
Signage approval for a multi-tenant commercial building. The site is located at the

northwest corner of Hazel Dell Parkway and East 131 Street. The site is zoned
B-3/Business.

Charlie Frankenberger, attorney with Nelson & Frankenberger, and Tom Crowley of
Gershman-Brown Associates appeared before the Committee representing the applicant.
At this time, the petitioner is requesting approval of an exterior modification for a logo-graphic on
the automated teller machine located on Lot 1, Hazel Dell Corner, in The Overlook.
There was much discussion concerning the drive thru at this particular site and signage on the ATM
machine.
Ron Houck moved for approval of the logo on the ATM, subject to the following written
commitments from the petitioner. 1) Removal of the drive thru portion if the bank vacates the site.
2) Brick on the ATM machine. 3) Heavy landscaping on the north side (perhaps a solid hedge) and
4) NO Red Key on the ATM machine. The motion was seconded by Nick Kestner and Approved
5 in favor, 2 opposed (Leo Dierckman and Jerry Chomanczuk.)
Leo Dierckman exited the meeting at this time and did not return.
6. Docket No. 97-03 ADLS Amend; (03060014);
Meridian Technology Center - 501 Congressional
The petitioner seeks Amended Architectural Design, Exterior Lighting, Landscaping &
Signage approval for a tenant directory sign. The site is located at 501 Congressional Blvd.
The site is zoned B-6/Business.

Docket No. 97-03 ADLS Amend was Tabled for 30 days and will return to Committee at its August

7. Docket No. 98-03 ADLS Amend; (03060015);
Merchants' Pointe - Forum Credit Union
The petitioner seeks Amended Architectural Design, Exterior Lighting, Landscaping &
Signage approval for a wall sign. The site is located at 2259 East 116th Street. The site is
zoned B-8/Business.
Filed by Tom Ely Jr. of The Sign Group for Forum Credit Union.
Tom Ely of The Sign Group appeared before the Committee representing the applicant. The
petitioner seeks ADLS approval for two wall signs. With the addition of the new logo, the total sign
area is increased to 49 square feet—45 square feet is permitted.
The new logo is for participating members of the Credit Union. If approved, the petitioner must
appear before the Board of Zoning Appeals for a variance.
The proposed logos will be internally lit with white neon and white acrylic covered with vinyl
overlay. The vinyl overlay will be blue and red. The sign will have a polyurethane enamel finish and
flush-mounted to the brick wall on the north and west elevations.
Dan Dutcher moved for approval of Docket No. 98-03 ADLS Amend. Merchants’ Pointe Forum
Credit Union, seconded by Jerry Chomanczuk. The vote was 2 in favor, 3 opposed (Ron Houck,
Dianna Knoll, Nick Kestner.) No Decision Vote.
The petitioner will return to the August Special Study Committee meeting.
8. Docket No. 99-03 ADLS Amend; (03060016);
Foster Ridge Subdivision - Subdivision Sign
The petitioner seeks Amended Architectural Design, Exterior Lighting, Landscaping &
Signage approval for subdivision sign. The site is located at the corner of Carey Road and
Hawthorne Drive.
Filed by Mary Ann Putts for the Foster Ridge HOA).
Mary Ann Putts, 3425 Foster Ridge Lane, Carmel appeared before the Committee representing the
applicant. Approval is requested for a subdivision identification sign. The sign is to be placed 54’9”
from the centerline of Carey Road.

Department Report: Angie Butler stated that the location of the sign within the right-of-way will
necessitate Board of Public Works approval.
Jerry Chomanczuk moved for approval of the sign at Carey Road and Hawthorne Roads, then
approval for a six foot sign
amended his motion to stipulate , seconded by Dan Dutcher and
APPROVED
