HomeMy WebLinkAboutMinutes SpecStdy 12-02-03 City of Carmel CARMEL/CLAY PLAN COMMISSION SPECIAL STUDIES COMMITTEE DECEMBER 2, 2003 Minutes The Special Study Committee met in regularly scheduled session on Tuesday, December 2, 2003 at 7:00 PM in the Caucus Rooms of City Hall, Carmel, Indiana. Members present: Jerry Chomanczuk; Dan Dutcher; Ron Houck; Nick Kestner; Wayne Wilson. Angie Butler was present on behalf of the Department of Community Services. The following items were considered: 1. Docket No. 157-03 ADLS Amend (#03100009): Westwood Estates Entry Sign The applicant seeks an approval of revised subdivision sign. The site is located southeast of 141st St and Towne Rd. The site is zoned S-1/Residence- Estate. Filed by Tom Raymond of Justus Homes, Inc. Tom Raymond of Justus Homes, Inc. appeared before the Committee representing the petitioner. The entry signs are being revised. The original proposal was for a masonry sign, stone, 6 feet high and 26 feet long. The petitioner is currently proposing a brick entry wall on either side of the main drive, 48 feet long in a half-horseshoe shape with an oval Subdivision sign of stone inlaid into the brick in the center of the sign. The brick entry wall would be a better enhancement to the project rather than the initial proposal and would also be more in keeping with the type of homes being constructed in the Subdivision. The current sign will have the same type of landscape planting as the initial sign, only configured differently to conform to the shape of the sign. The white vinyl fencing close to the sign will be eliminated. The Department is requesting favorable consideration at this time. In response to questions from Jerry Chomanczuk, Tom Raymond stated the sign would be illuminated with a small ground light shining in the center of the sign. Since the wall is longer and different configuration, the landscaping would need to be increased. Mr. Raymond said the wall is approximately 48 feet and the landscape quality per linear foot should remain the same. The brick will match the existing fence line. Docket No. 157-03 ADLS Amend, Westwood Estates Jerry Chomanczuk moved for approval of Entry Sign , subject to further review and acceptance of a revised landscape plan, seconded by Dan APPROVED Dutcher and 5-0. 2. Docket No. 152-03 DP Amend/ADLS (#03100003) Hazel Dell Corner, Lot 4: Development Plan Amendment The applicant seeks approval to construct a retail building. The site is located at 13190 Hazel Dell Parkway. The site is zoned B-3 Business. Filed by Corby Thompson of Plum Creek Partners, LLC. John Duke and Corby Thompson, Plum Creek Partners, appeared before the Committee representing the petitioner. The petitioner seeks approval to construct a retail building at 13190 Hazel Dell Parkway. The building would be commensurate with the existing buildings—same lighting and signage as existing, and the petitioner will submit that commitment in writing. The petitioner has met with the adjoining neighbors and has agreed to shield the lighting to the north of the site and the commitments reflect that. Lighting will be deflected south away from the homes to the north. The petitioner is also adding additional landscaping and will work with the neighbors to shield lights from the traffic. Jerry Chomanczuk expressed concern that the proposed building will block visibility of the existing buildings and promote more signs. st Nick Kestner asked about pedestrian access from Hazel Dell and 131 Street. Corby Thompson said he was hesitant to install a pathway until utilities are in place. As a part of the Development Plan, sidewalks will be installed in front of the new building, interior to the project. At present, it is not feasible to do a sidewalk because of the grade. now. Dan Dutcher agreed with Nick Kestner—the path should be installed Wayne Wilson said that according to commitments from the petitioner, there is no question of his intent to install the sidewalks/path. At this time, Corby Thompson said he would commit to install an interior, 6-foot asphalt, multi-use path to connect to Hazel Dell and an interim path of crushed aggregate now. 2 S:\\PlanCommission\\Minutes\\SpecialStudiesCommitteeMinutes\\PC SS 2003dec ONE CIVIC SQUARE CARMEL, INDIANA 46032 317/571-2417 Remonstrance/Favorable: Ralph Kerwin, Board of Directors, Delaware Trace Homeowners Association, said he has been in contact with the petitioner and commended Corby Thompson for working with theHOA and addressing their concerns. To date, there are no outstanding issues with the landscaping. Ms. Kirshner , neighbor to the north, stated she too had met with Corby Thompson and the petitioner has agreed to no outdoor seating connected with the restaurant. Ms. Kirshner feels the light issue has probably been resolved, but will reserve final determination until the lighting is in place. Corby Thompson said the light fixtures in the parking lot are 20 feet tall. After discussion among Committee members, Corby Thompson agreed to install three ornamental light fixtures on the north side of the building rather than the tall light standards. positive recommendationDocket No. Wayne Wilson moved for a to the full Plan Commission on 152-03 DP/ADLS, Hazel Dell Corner, Lot 4, Development Plan Amendment , with the following conditions. a) Removing the light-pole fixture on the north side of the building in exchange for 3 ornamental lights. b) Adding crushed aggregate to serve as an interim path until such time as the permanent, 6-foot wide multi-use, asphalt path will be installed. c) Further conditioned upon submitting a pedestrian plan to the full Commmission at its meeting of December 16, 3004. Mr. Wilson’s motion was seconded by Jerry Chomanczuk and Approved 5-0. Docket No. 166-03 ADLS Amend (#03110002) TVF Inc - ADLS Amendment 3. The applicant seeks approval for signage. The site is located at 401 W Carmel Drive, and the site is zoned I-1/Industrial. Filed by Dick Hanzel of TVF Inc. Dick Hanzel of TVF, Inc. appeared before the Committee representing the applicant. Signage approval is being requested at this time for the site located at 401 West Carmel Drive. Note: No materials were submitted to the Committee for review. Angie Butler reported for the Department. The only issue is whether or not there is exposed neon in the sign. The petitioner stated that he has removed the yard sign and there will be no exposed neon in the sign; the size is within the Carmel Sign Ordinance. The material for the sign is baked aluminum--chrome holds the face. The letters are internally lit. Docket No. 166-03 ADLS Amend, TVF Inc., ADLS Nick Kestner moved for approval of Amendment , subject to review and final approval by the Department, seconded by Jerry Approved Chomanczuk and 5-0. The site is located at 10111 N Michigan Rd, and the site is zoned B-3/Business within the US 421 Overlay Zone. Filed by Mike Walsh of Walsh Bros Sign Co. Joe Walsh, Walsh Bros Sign Co. appeared before the Committee representing the applicant. The height of the sign is being changed—the new sign will be 5 feet tall, 6 feet wide. Currently, there are banners on the building that are in violation of the Sign Ordinance. The petitioner is removing the banners in exchange for a permanent sign. Nick Kestner suggested adding a solid border of landscaping at ground level and eliminating the planter box. Also, the junipers could be replaced with other suitable plantings, and the petitioner should get with the City Urban Forester for an acceptable landscape plan for the base. The Committee was not in favor of the planter box and asked the petitioner to submit a new representation of the sign minus the planter box. Mr. Walsh stated that the sign is aluminum material. Ron Houck was concerned about the finish on the sign cabinet and asked that more detail be provided to the Committee. Dan Dutcher requested some type of shielding between the pavement and the sign. The petitioner will return to the Committee in January 2004 with revised drawings and greater detail on the sign and landscaping. 5. Docket No. 173-03 ADLS Amend (#03110024); Park Place Center, Phase 4, Building 3 - Sigma Delta Tau Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval for building elevations. The site is located at 714 Adams Street. The site is zoned M-3/Manufacturing. Filed by Adam Dehart of Keeler Webb Associates for FCC Development. Adam DeHart of Keeler Webb Associates and Frank Cosmas of FCC Development appeared before the Committee on behalf of the applicant. The proposed building will be headquarters for Sigma Tau Delta, national sorority, located at 714 Adams Street. The building will be an office condominium under the HPR, maintained by the Homeowners Association. The proposed building is 1 ½ stories and will consist of approximately 5,000 square feet. There are no material changes to the site other than the proposed building. Sidewalks, parking, and the landscaping are already in place. The building materials and colors will match the existing. The petitioner responded that the meters are to be screened at total build-out. Adam DeHart commented that the rear of the building is finished in Hardy Plank because of durability; the corners are PVC.
