It is also intended to identify areas where additional measures may be required to control erosion and sedimentation. All practices recommended in this report should be evaluated as to their feasibility by a qualified individual with structural practices designed by a qualified engineer. All erosion and sediment control measures shall meet the design criteria, standards, and specifications outlined in the "Indiana Handbook for Erosion Control in Developing Areas" or similar guidance documents. Current Site Information: The small pond is completed and stabilized. The west end of the large pond is completed with topsoiling being finished. The east end of the large pond is 30 % excavated. Storm is installed and the roadway is being prepared for paving next week. Several top soil berms have been placed around the property. Fill for the east end of the site is finished but not shaped. Center piece area is finished. Appropriate perimeter sediment controls (e.g. silt fence) and stable construction entrances shall be utilized on all sites. Sediment tracked into the street shall be removed (do not flush with water) at the end of each work day. Other Requirements: The fill on the east side of the site has exceeded the original design of the erosion control plan. The disturbed soil needs to be shaped, seeded and mulched by the due date or a sediment basin with a slotted riser needs to be installed. The dam for the sediment basin would parallel Hoosier Road. Because the season is late for establishing grass, add wheat into the seeding mixture and crimp all straw. All disturbed areas should be strawed to provide ground cover through the winter. Eagle Ridge Subdivision, (Revised Primary Plat) The plans received by the District need to be revised to show labeled sewer profiles and manhole, lateral and bedding details which are in accordance with District specifications. The plans also need show the most recent version of the District specifications. Revised plans need to be submitted. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will then submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. Coxhall Park & Garden (Development Plan) The plans received by the District need to be revised to show the water and storm infrastructure in the sewer profiles. The manhole and bedding details need to be revised in accordance with District specifications. The influent hub shown in the grinder pump station is not the same size as the pipe shown in the sanitary plan and profiles. Revised plans need to be submitted. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will then submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. Hearthview Residential PUD (Rezone) The plans received by the District need to be revised to show individual laterals for every lot. The manhole and bedding details need to be revised in accordance with District specifications. The most recent version of the District specifications need to be included on the plans. Revised plans need to be submitted. An IDEM permit will be required and the submittal packet should be sent to the District fOr review. The District will then submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. College Park Baptist Church (Development Plan Amendment) The plans received by the District need to be revised to show the lateral and bedding details in accordance with District specifications. The plans also need show the most recent version of the District specifications for lateral connections. Note #2 on sheet C103 needs to be modified to state that Clay Township Regional Waste District specifications apply for all sanitary sewers. Revised plans need to be submitted. Please specify the correct waterway. 3B.The grading plan shows a topsoil stockpile area but a call out list on the erosion control details states that none will be utilized. Which is the case? If a stockpile is utilized it will need a silt fence around it. 4A. Construction sequence needs to be site specific. In what order will different parts of the project be constructed and what erosion control methods will be implemented in conjunction with the various parts of the project? 4C. The project should be broken up into 20 acre tracks of development so the unstabilized ground is easier to control. 4F. Areas that are not being graded will still need to be seeded. The mitigated wetland needs to be protected until the ground is stabilized. The silt fence on up slopes is not necessary. · An erosion control blanket should be placed from the outlet pipe to the inlet # 707. · A temporary check dam needs to be added below the grass seeding in Center Creek. · Protect structure #704. Remove riprap and install inlet protection. · Provide elevation for check dam at Hoover Road culvert. · An erosion control blanket is recommended below outlet # 734. After reviewing the plans the Highway Department has the following comments: 1. The curb return radius at the entrance must be 35'. 2. The accel/decel lane must consist of the following dimensions: the decel taper is 100', the decel lane is 150' and the accel taper is 100'. The lane should be 12' in width. Is the accel/decel lane to be curbed? 3. The pavement section for the widening and entrance should consist of a 14" stone base, 5" HAC binder and 1" HAC surface. 4. The northbound lane of Towne Road will need to be widened by 3'-0" and a 3'-0" stone shoulder added. 5. Label the existing right of way along Towne Road. The current right of way is a 75' half. 6. The entrance will need to be constructed in a manner so that the storm water from the entrance does not enter onto Towne Road. Additional elevations are needed to ensure that the storm water in the accel/decel lanes reaches the inlets. 7. A roadside swale is needed along Towne Road. Please include the necessary elevations for the swale construction. 8. A commercial drive permit will be required for this project.
