Is the addition to the building to be a sprinklered? If so a meeting will need to be set up to discuss the location of the Fire Department Connection. We would also request an exterior access door directly to the riser room. . Our office would like to request a set of plans indicating the water utilities on the site and locations of existing fire hydrants. 3. Will addition have a basement and what is the height? . If the addition is provided with a fire alarm system, we request that the fire alarm enunciator panel be located at the main entrance of each building. . We are requesting that a Knox Box be installed on the building for fire department emergency access. If the building is sprinklered, we will be requesting fire department connection caps available through the Knox Company. , Please respond to the above noted condition(s) in writing and submit to our office prior to the scheduled Technical Advisory Meeting for this project. Box 68591 Indianapolis, IN 46268-0591 Dear Angela: Your plans for TAC review were received by this office on March 31, 2003, and my comments are as follows: o Attached is a copy of Carmel/Clay Zoning Ordinance Section 24.6, Perimeter Buffeting Requirements. This landscaping requirement applies to all zoning classifications. If the existing trees along the rear of the lot are preserved, the ordinance would require 19 shade trees, 13 ornamental trees, and 58 shrubs (or 19 evergreens) be planted within the side and rear planting areas. The proposed plan only shows 4 shade trees, 4 ornamental trees, and 25 shrubs. 0 The rear yard is required to be 10 feet in width per section 24.6. , Please include a plant schedule, planting notes, and graphic planting details on the landscape plans. One-half of an alley abutting the rear of a lot may be included in the rear yard but such alley space shall not be .included for loading and unloading berths. B. Where twenty-five percent (25%) or more of the lots of record in a block are occupied by buildings, the average setback of such buildings shall determine the dimension of the front yard in the block. Amended per Ordinance No. Z- $82-02; §g. 26.3 Additional Lot Area and Width Requkements. 26.3.1 Where a lot of record has less area than herein required in the district in which it is located, and was of record on December 21, 1957, and the owner of such lot does not own any other parcel or tract adjacent thereto, said lot may nevertheless be used for a dwelling or for any non-dwelling use permitted in the district in which it is located. · 26.3.2 In no Circumstances, other than on a lot of record, shall the minimum lot width and lot size be less than that provided by this Ordinance; however, the State Board of Health or the Hamilton County Board of Health may prescribe an increase in those mn/mums in accordance with their regulations. 26.3.3 Double frontage lots 'should not be platted except along arterial streets where lots may face on an interior street and back up to such thoroughfares. In that event, a planting strip easement, at least twenty (20) feet in width, shall be provided along the.~~ the lot. 26.4 Perimeter Buffeting Req.uirements. 26.4.1 Where required, perimeter buffering shall be located along the side and rear lot lines of a lot/parcel and shall extend the entire length of the side and rear lot lines. 26.4.2 Where residential or other buildings back onto a public thoroughfare, buffer plantings shall occur outside of the public right-of-way, per the Tables below. 26.4.3 Perimeter buffering shall not be located within any portion of a dedicated public street right-of- way, private street right-of-way, or County regulated drain easement. 26.4.4 Existing vegetation may be used to achieve project buffering if: (a) the vegetation located upon the subject parcel is of a quality and state of health to achieve buffeting, and, (b) the vegetation is proposed to be preserved using accepted best management practices for tree protection during construction. 26.4.5 To determine the applicable bufferyard requirements. (a) Use the Table for Bufferyard Determination to identify the land use category of the proposed project use. Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands. It is deep and very poorly drained with moderate permeability. It has high available water for plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60 inches. The main soil features that affect the urban development uses are seasonal high water table, high potential frost action, moderate shrink-swell potential, moderate permeability and ponded surface water. Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping uplands. It is deep and somewhat poorly drained with slow permeability. It has high available water for plant growth and medium organic matter content. The soil has compact till starting at a depth between 20 -40 inches. The main soil features that affect urban development uses are seasonal high water table, moderate shrink-swell potential, high potential frost action and slow permeability. Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or developer should consider the need for an onsite soils investigation. have reviewed the plans for this project and have the following comments' This site does not have to comply with the erosion control standards required by Rule 5. However, inlets near the construction site should be protected and silt fence should be used to prevent offsite discharge of eroded soil.
