Please find our response to your comment letter dated December 8, 2004.
1. The entire lot and boundary dimensions have been shown on the plan.

3. Bufferyards have been noted on the landscape plan.

In order to provide maneuverability for the vehicles we would like to keep the island at the
south end of the parking lot stripped.

The dumpster has been relocated and placed outside of the bufferyard. Dumpster elevations
will also be provided for your review.
6. A sign permit application for the building sign will be submitted at a later date.
7. The lot coverage of 75% has been noted on the site plan.

Being that the lift station is not on the Stanley Steemer property, we do not see the need to
provide any additional screening for the lift station.

Jon Dobosiewicz noted that he would investigate as to whether or not a multi-use path along
Mayflower Park Drive or a side walk along 99th Street would be required.. As a result, the
path and the walk have not been incorporated into the plan at this time.
10. Mayflower Park Drive .and 99th Street are private streets. Therefore, no right-of-way is
associated with those streets.'

The undersigned has reviewed the proposed plans for
Stanley Steemer
and has approved the plans subject to the following:
1. Our department requests that an exterior access be provided to the sprinkler riser room.
2. Our department requests a meeting with you to determine the location of the Fire Department
Connection and Post Indicator Valve.

Our department requests the installation of a Knox box on the building for emergency access.
We are also requesting the purchase of Fire Department Connection Caps available though the
Knox Company. Knox products are available for purchase on-line at www.knoxbox.com. We
require that the Knox box be located at the front entrance of the building at not higher the four (4)
foot above finish grade.
4. Will this building have a fire alarm system? If so we are requiring that a remote enunciator panel
be located at the main entrance.

This letter is in response to your Technical Advisory Committee application for Stanley Steemer at Mayflower Park.
The preliminary concerns and issues are as follow:

Please indicate all setbacks.
Bufferyards and plantings are required for all perimeters of the property. Please indicate these
required plantings and bufferyards on the landscape plan. See ZO 26.04 for details.
Please provide landscaping within the "stripped" island located at the SW parking lot entry.
As shown the dumpster is located within required bufferyards. A new compliant dumpster location
will need to be identified. Please provide dumpster elevations.
If building or site signage is desired, sign applications must be submitted. Signage details, color
renderings, and exact measurements must be included with sign applications.
I 1 zoning permits up to 90% of lot coverage. Please provide coverage percent number.
Please include lift station details in regards to elevation and landscaping.
As per the Alternative Transportation Plan, a 1 O-foot multi-use path is required along Mayflower
Park Drive. Please provide.
Please identify and label all rights of way.
Please wait to submit a revised plat until after the Technical Advisory Committee (TAC) has met on this application.

We have .reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on November 30, 2004 for this project and have the following comments:
1. This project falls within the jurisdiction of I-Iamilton County.
2. This proposed project falls in the Crooked Creek Watershed (Mayflower Park
Regulated Drain Arm) and has a restriction rate of 0.25 CFS per acre.
3. Please submit an omi.et permit for the discharge into the Mayflower Park Arm of
the Crook Creek Regulated Drain. The applieations are available on our website
at www.e0..hamilton.in.us, cl.iek on Department Directory, Surveyor's Office, and.
th~ Forms.
4. Please coordinate with Oreg Shelling at Woolpert of the on the design of thc site
outlet. Your submitted plans show a pipe connoting to others and the Woolpert
plans show a detention basin overlat~ping onto this project. A combine detention
basin, ia the best use of the land, but it needs properly engineered and covered with
a Drainage Easement.
5. The size of the orifice for this site is extremely small at 2.75 inches, which is very
prone to get plugged arrd increased maintenance. Itthe detention basins were
combined, would it allow for one 6" orifice for both sites and keep the 100 year
elevation low? Since a structure will not be low enough to allow for underdrains,
this combined basin could also have a 2% cross slope .for good drainage.

Mr. Bastian reported that he had not seen the letter from Mr. Church and was given an
opportunity to review the letter. Mr. Bastian stated that it was their intent to be good
neighbors and maintain the quality of life, beauty of the area, and the tranquility of Six
Points Road. Mr. Bastian committed to take care of the tiding stable and keep it in good
shape.
Mr. Weinkauf asked if there were any letters stating non-opposition fi'om those persons
who had originally signed the petition of remonstrance; Mr. Bastian responded in the
negative.
Mr. Sawyer, a neighbor, was in attendance and stated that he understood the proposal and
was no longer in opposition.
Alan Klineman asked if the Bastians would be willing to commit to the following:
constructing and living in their residence within two years of the granting of the variance;
no more than 16 stalls would be constructed; the variance would be personal and not mn
with the land; and there would be no public shows and no rental of the facility. Mr.
Bastian responded in the aff'amative.
Mr. Bastian reaffirmed his letter to Mark Monroe ofthe Department dated November 24,

Petitioner seeks a developmemal standards variance of Section 27.3.2 of the
Carmel/Clay Zoning Ordinance to construct parking lots within the park without
curbs. The site is located northwest of the intersection of 96th Street and
Michigan Road. The site is zoned I-l/Industrial and is located partially within the
U.S. 421 Overlay Zone.

Ahdoot Fence (V-78-97)
Petitioner seeks a developmental standards variance of Section 25.2.1 of the
Carmel/Clay Zoning Ordinance to allow an increase in the allowable height of an
existing fence from 3.5 to 6 feet. The site is located at 3595 East 98th Street
within the Briar Creek Subdivision. The site is zoned S-2/Residence.

Mr. Ahdoot, 3595 East 98th Street, Carmel appeared before the Board and stated that he
and his wife had talked with all adjacent neighbors as well as the Neighborhood
Association to see if there were any problems with constructing a fence six feet in height;
there were no objections expressed.
Mr. Ahdoot stated that their house is on the comer of 98th Street and Lake Shore Drive
and is the next-to-the-last lot before commercial zoning. Mr. Ahdoot cited increased
traffic and increased speed of cars in the area and was concerned with the safety of his
three children. Also, there has been an increase in pedestrian traffic cutting through his
