We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on December 17, 2004 for this project and have the following comments:
1. The proposed project falls in the Park Northwestern Rcsulated Drain Watershed.
2, Thc proposed site DOES NOT .fail. in a Carmel Wellhead Protection Area.

Please submit an outlet permit for the Park Northwestern Regulated .Drain, The
application is available on our website at www.co.hamilton, in.us, go to Depam~en.ts,
Surveyor, and Forms.
The stoma water det.ntion for this proposed site it included in the overall master,
design to West Carmel Center Block C. No additional, det.ntion requirements will be
needed.
The Hamilton County Surveyor's Office would recommend thc curb turnouts Luto thc
.pond banks to be protected with Reno Mattresses instead of' the dp-rap, This should
better handle the large flow amounts and prevent erosion of the detention basin banks.
Does the change to the contours for the detention basin change the 1 O0 year elevation
of the dry detention basin?

drainage casements per Indiana Code 36-9-27-33(d). Thz HCSO would recommend
against tho planting of landscaping on the banks on thc dry detention basin.

Dear Mr. May:
This letter is in response to your Development Plan Amendment/ADLS Review application for West
Carmel Center Block C - Medford Place. The following issues must be resolved:

Please identify the location of all HVAC equipment and exhaust pipes for this structure
as well as your method of screening such.
Please include fixture and pole details for all site lighting. Parking lot and streetlights
shall have a uniform height, not to exceed 24 feet.
On sheet C2.1 the following revisions are necessary:
a. Clearly identify all parcel lines.
b. The setback along the US 421 right of way is a "front yard" setback, not a "side
yard" setback. Please revise to read "30 foot minimum front yard setback".
c. Along US 421 there is a 120 foot "Maximum Setback". You have incorrectly
labeled this as a "Build To Line". Please revise to read "120 foot maximum front
yard setback".
NOTE: If these revisions are necessary on other sheets within the plans, please revise
accordingly.
Please provide total floor square footage for tenant spaces so that required parking can be
calculated.
Blue lighting fixtures shown on elevations do not fit the character of the Architectural
Design Requirements. Staff recommends matching fixture color to that of the window
mullions.
The blue band on the proposed monument sign and dumpster screening does not fit the
character of the Architectural Design Requirements. Staff recommends using brick/stone
natural colors.
The proposed ground sign does not fit the character of the Architectural Design
Requirements. Having only one "column" element is unbalanced. Staff recommends
adding an additional "column" to balance the sign, or removing the existing "column"
and using a cap element at the top of the sign.

on this application. The resubmitted plat should include edits addressing the above comments along with

This project, scheduled for the January 19, 2005 Technical Advisory Committee meeting, is located outside
the current corporate limits of the City of Carmel and therefore, outside of the Department of Engineering
jurisdiction. Although the annexation of this area by the City of Carmel has been approved by City
Council, the process is still in the remonstrance phase and the annexation is not official as of this date.
