Project Narrative
Edward Rose Development Company, LLC is applying for ADLS approval for an addition to plans
previously approved for the proposed Alexandria apartment community.
In July 2003, the Plan Commission granted ADLS approval for an upscale apartment community
on approximately 17 acres adjacent to the existing ManorCare at Summer Trace facility located
south and east of the intersection of Pennsylvania Street and Main Street. The applicant was able
to acquire adjacent property and the Plan Commission approved an ADLS request to add this
property to the development in August 2004. Then on October 4, 2004, the Common Council
adopted Ordinance No. Z-456-04, a rezone to the OM/MF-Multifamily classification of 2.567 acres
contiguous to the previously approved ADLS plans. We are now requesting ADLS approval for
modifications to the development plan that result from adding the rezone area to the community.
The architectural design remains the same as that which has been approved in the two previous
ADLS submittals. The applicant's site plan and streetscape design will incorporate right-of-way
dedication and the future construction of the proposed Grand Boulevard which is to be located
along the property's east boundary.
The purpose of this request for ADLS approval is to develop the recently rezoned property as an
integral part of the previously approved apartment community and of the Old Mei'idian District as a
whole. The apartment community will be a pedestrian-oriented neighborhood designed in classic
urban architecture and integrated with the network of streets and boulevards envisioned for the
district. The traditional characteristics of the proposed site plan, architectural design, landscape
and signage are envisioned to fit seamlessly into the fabric of the district.
Company Profile
Edward Rose Building Enterprises is a family-owned business involved in the ownership,
development, building and management of multifamily residential real estate.
Since Edward Rose began building single family homes in 1921, the company has been
continuously active in the field of residential construction. Since 1965 the concentration has been
primarily on apartments with over 55,000 rental units completed. The company currently owns
and manages more than 50,000 rental units located throughout the Midwest and Mid-Atlantic
regions.
The company builds apartment homes for its own account and continues to own and manage the
properties. Although some apartment properties have been sold, these sales typically take place
only after the company has managed the community for many years. The last such sale was in
1986.
The enterprise is headquartered in Farmington Hills, Michigan with four development and/or
management offices, including one in Indianapolis.
