Dear Mr. Hormann:
In response to your request for assessment of the Parks and Recreation Impact Fee for the
Alexandria Apartments, the Department finds the following:
The project has received multiple Plan Commission approvals since 2003, the latest
application was approved on March 1, 2005.

Currently, Zoning Ordinance Section 29.07.04 prescribes a fee of $527.00 per equivalent
dwelling unit. The fee for 324 dwelling units is $170,748.
.
Effective September 7, 2005, Zoning Ordinance Section 29.07.04 prescribes a fee of
$1,261.00 per equivalent dwelling unit. The fee for 324 dwelling units, effective
September 7, 2005, will be $408,564.
Parks and Recreation Impact Fees are normally assessed per Improvement Location Permit
increment; however, you may make a one-time payment of the entire assessment, prior to the
issuance of Improvement Location Permits for the project. Parks and Recreation Impact Fees are
payable in the Division of Building and Code Enforcement, located on the first floor of Carmel

In accordance with Section 29.07.06 of the Carmel/Clay Zoning Ordinance, please
consider this to be the request by Edward Rose Development Company, LLC that the amount of
the Parks and Recreation Impact Fee be assessed for the Alexandria apartment community. The
final development plan, incorporating 324 dwelling units, was approved by the Plan
Commission on March 1, 2005. We intend to apply for issuance of Improvement Location
Permits in the near future.

Dear Jon,
As we discussed on the phone yesterday, in addition to the 3 new buildings and
associated site improvements we now propose along Grand Boulevard, we have made slight
modifications to the previously approved development plans for Alexandria. These
modifications are outlined below. A location map is attached for your reference.
1. Building 3 has shifted to the east a few feet. Its location was limited by the previous
zoning line and now can be centered in the available space with equal amounts of
landscape area on each end of the building.
2. A "mid-block" connection was added between the private street along the lake and the
"alley' behind Building 15. This connection provides more options for vehicular
circulation and allows for a few more parking spaces.
3. The parking area east of Building 6 has been reconfigured and expanded. Future Single
Family Attached development is still accommodated along the curve of the proposed
Grand Boulevard.
It is our understanding that these modifications are able to be approved administratively.
Please contact me if you understand otherwise.
Further to our discussion, I have also attached the proposed right-of-way dedication
exhibit to illustrate our intent to grant the right-of-way for the east-west public street to our east

Dear Mr. Reynolds:
We have reviewed the drawings submitted for this project for the January 19, 2004 Technical Advisory
Committee meeting. The Department has reviewed this project in the past but is being reviewed by new
staff members at this time. We offer the following comments and apologize if some of the items have
already been resolved during past discussions. The Department has found no record of any written
responses to previous comments and is unsure where some of the outstanding items from previous reviews
stand. If some of the comments have been previously addressed, please state as such in your comment
response letter.
GENERAL INFORMATION
Due to the time interval between revisions/reviews for this project, the general information portion from
our original comment letter is being repeated.
1. The project site is cun'ently located within current City of Carmel Corporate Limits. The following
jurisdictions xvill apply.
2. Jurisdictions:
· Street and Right of Way - City of Carmel (131 st Street and Pennsylvania Street).
· Water- Indianapolis Water Company service area.
· Sanitary Sewers- City of Carmel
· Storm Sewer - City of Carmel (the onsite storm sewers are assumed to be a private system).
3. Board of Public Works and Safety Approval Requirements:
· Sanitary Sewer Availability for the residential buildings. Note: the Board approved Sanitary
Sewer Availability, for 324 apartment itltits~ Oil December 1, 2004. The pool and clubhouse will
require additional Sanitary Sewer Availability approval. Please provide this office xvith an
estimate of water usage for the Clubhouse and dimensions of the surface water area of the pool.
· Commercial Curb Cut for the 131 st Street-and Pennsylvania Street Entrances. We will require an 8
½ x 11 drawing of each entrance/curb cut to be used as exhibits for your BPW request. These
drawings should include all pertinent dimensions including accel/decel lanes, drive lane and
median widths, opposing curb cuts, radii, etc.
· Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut if the
temporary entrance is to be at location other than the permanent entrances.
· Any permanent improvement to be installed within dedicated right of way.
· Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way.
· 131 st Street (and Pennsylvania if applicable) right of',','ay dedication.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Platt Commission

Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA.
4. Sanitary Sewer Availability (acreage) and Connection Fees:
· Availability (acreage) Fees are based on the legal description of the property. Please provide this
office with a legal description that lists the total acreage and an exhibit of the legal description.
There are three legal descriptions on Sheet C102, Existing Conditions. However, only one of the
descriptions indicates acreage. The Sanitary Server Availability Fee is $1,365.00 per acre.
· The Connection Fees are $795.00 per EDU for sanitary sewers. Based upon approved availability
for 324 apartment units, the Sanitary Sewer Connection Fees are:
324 Units @ 82.7 Gallons/Day/Unit + 300 Gallons/Day/EDU = 89.3 EDUs
89.3 EDUs @ $795.00/EDU Connection Fee = $70,994.00
Payment 0f Sanitary Sewer Availability (acreage) fees is a requirement for project approval and
commencement of construction. Payment of Sanitary Sewer Connection Fees is contingent upon
completion of the sanitary sewer infrastructure and acceptable test results. Connection Fees may be
paid on a building-by-building basis. Please provide this office with a listing of individual buildings
and number of units per building.
5. TAC Review/Drawings submitted for approval:
We request that all conm~ents and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of four-sets (maximum of six-sets) of approved drawings after all issues have been resolved.
The drawings will be stamped approved and signed by both the City Engineer and Director Carmel
Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction site
at all times. Carmel Utilities will receive one-set. Our Construction Manager will receive one-set and
one-set will be maintained in the Department of Engineering. If more than the minimum four-sets are
requested to be approved, the additional sets (maximum total of two additional) must be submitted
with the four required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require a Consent to Encroach Agreement between the
Oxvner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all sanitary
sewer main locations.
8. Carmel Utilities will provide a separate review of this project for sanitary sewer issues.
9. Copies of the following items were sent with our original review and will not be duplicated unless so
requested:
· Commercial Project Approval Procedures. .
· Performance Release Procedure.
· Permit Data, Contacts, etc.
· Commercial Permitting Procedures.
· Dedication of Right of Way documents.
BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees
· Streets
· Curbs & Gutters
· Sanitary Sewers
· Street Signs
· Sidewalks/Asphalt Paths

It is assumed that the storm sewers will be a private system and not dedicated. If other improvements
are to be dedicated, additional Performance Guarantees may be required. Please provide individual,
detailed (materials, quantities, sizes, unit costs, etc.) certified Engineers Estimates for 100% of the cost
of labor and materials for the above improvements. Post Performance Guarantees in the amount of the
Engineer's Estimates. Three-year Maintenance Guarantees, in the amount of 10%
(15% for Streets and Curb & Gutters) of the Performance Amount, will be required upon release of the
Performance Guarantee.
Street Cut/Right of Way Permit and Bonding Requirements
It does not appear that a Right of Way Permit will be applicable for this project, since Performance
Guarantees should cover any right of way work. However, any work in the dedicated right of way of
Pennsylvania Street or West 131st Street, beyond work covered by a Performance Guarantee, will
require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined
by the number of instances of work in the right of way ~ $2,000.00 per instance. Open pavement cuts
in dedicated streets require approval by our Board of Public Works and Safety.
PROJECT COMMENTS
11. Sheet C201 - Site Plan
· Our 20-Year Thoroughfare Plan designates 131st Street as a Secondary Parkway and Pennsylvania
Street as a Secondary Arterial. Therefore, the curb return radii for the proposed street
intersections with both 131 st Street and Pennsylvania Street should be a minimum of 40-feet.
No easements are indicated on the Site Plan. The Department would expect that all areas outside
of public right-of-way would be ingress/egress, drainage and utility easements.
· Will the development be platted?
· Are any tree preservation areas anticipated?
· Does the curb line, inlets, path, etc. shown for the future Grand Boulevard meet the master plan
for Grand Boulevard? Please confirm a concrete or asphalt path with DOCS and confirm the
location of the path within the right-of-way. The Department standard is 1-foot off the right-of-
way line.
· Please delineate paving on the proposed interior public streets to conform to the local street
pavement section as outlined in Item No.: 12 of this comment letter.
· Please indicate a 60-foot right-of-way for the east-west street. Please also indicate the right-of-way
within the development clearly. Does the right-of-way of the east-west street meet with the
requirements of the master plan for the area?
· Are the internal comer radii adequate for fire tracks and moving vans?
· It is apparent that some off-site easements will be necessary to install the sanitary sewer. These
easements must be secured prior to the Department of Engineering approving the drawings.
· Will the on-site D & U. E's be vacated?
· Do the locations of the proposed entrances off of Pennsylvania and 131 st Streets meet the
requirements of the master plan for the area?
· The City recommends that all private streets be constructed to City standards to facilitate future
dedication. These standards include:
o Sub-surface drain under the curbing on each side of the roadway meeting the
Department's standard detail.
o The plan should accommodate a future 50-foot right-of-way to include the street and any
sidewalks.
o The pavement face curb-to- face curb width should be 40-feet for parking on both sides
or 32-feet for parking on one side only.
o Please continue curb and gutter to the limits of the on-street parking spaces at
intersections. This would require locating the curb and gutter out 8-feet (or as required) at
each intersection.

o Locate any sanitary or stom~ manholes (except inlets) and valve boxes outside of street
pavement, sidewalks or curbing and add a note to this effect.
o Installation of water mains, water service laterals, sanitary mains and sanitary service
laterals under private streets conform with the requirements outlined in Item No.: 18 of
this comment letter.
o The pavement section is constructed to conform to the local street pavement section as
outlined in Item No.: 12 of this comment letter.
o The sidewalk and curbing are installed to the Department's standard details.
o Installation of storm sewers under private streets conform with the requirements outlined
in Item No.: 19 of this comment letter.
o The pavement be installed with a normal croxvn with inlets on each side. In most cases,
the storm piping is already in place for the installation of a curb inlet or would require a
short extension of the proposed piping.
· Is it possible to align the private street intersection east and west of Building No.4 so that the
intersection is 90 degrees? What is the angle of intersection?
· The Department typically requires depressed curb across private drive/alley intersections with
public streets. Please confirm with DOCS that depressed curbing would be contrary to the master
plan for the area and it's appearance. If the depressed curbing is not contrary to the master plans,
please indicate depressed curbing across all internal private street intersections with the proposed
public streets.
· Is 300-foot sight distance requirement satisfied at each intersection xvith the public streets and at
the intersection of the public streets?
· The Department requires 20-foot curb remm radii on local street intersections and 30-foot curb
remm radii on local-collector street intersections. Assuming that the east-west street will not be
classified as a collector, the Department requires 20-foot curb return curb radii at all intersections
with the public street. The Department also requires 40-foot curb remm radii at the intersection of
the two public streets.
· Opposing intersections ~vith the public streets are not aligned in a few instances and some m:e not
at a desirable offset distance (150-foot minimum for local streets). The Department requests that
the site plan be edited to accommodate this requirement to the greatest extent possible.
· Please indicate City Standards sub-surface drains on each side of the proposed public roads,
including the furore Grand Boulevard curb line. Due to the vddth of the north-south road, the
Department requests sub-surface drain under the median of the north south road curbing.
· Per a previous meeting and Review Letter #2, please continue curb and gutter to the limits of the
on-street parking spaces at intersections of public streets. This would require locating the curb and
gutter out 8-feet (or as required) at each intersection.
· Please continue the sidewalk on the east-west public street to the property line with ADA ramps
on both sides, north of Building No.14. -
· The entrance off of 131 st Street is still wider than the City would normally approve for a local,
public street. The Department requires a maximum width of 36-feet measured from face of curb to
face of curb for the portion of the entrance that is within the 131 st Street right-of-xvay.
· Please indicate a comer cut that will accommodate a 120-foot radius roundabout centered at the
intersection of 131 st Street and Pennsylvania Street. The Department requires that the Developer
dedicate this right-of-way. The Department understands that this dedication will go through the
Board of Public Works in the furore but needs the right-of-~vay to be shown on the plans to ensure
that the site plan is able to accommodate the future construction.
· The acceleration and deceleration lanes do not meet the Departments dimensional requirements
based on the Thoroughfare Plan classifications of Pennsylvania and 131st Streets. If the location of
the next drive to the south of the proposed entrance off of Pennsylvania Street is too close to
accommodate the required deceleration taper and lane, the City typically requests that the
deceleration taper be located at the first point ~vhere it can be installed at the required dimension

and that the deceleration lane be installed from this point to serve the development, even if the
lane crosses existing entrances. These entrances would need to be reconfigured to accommodate
the continuous deceleration lane. Passing blisters meeting the Departments standards should be
provided at each entrance as well. It is likely that Pennsylvania Street can be modified slightly and
restriped to provide a dedicated left turn lane and a southbound through lane without constructing
an actual passing blister.
· Thank you for indicating curbing along the auxiliary lanes. Please indicate sub-surface drains
meeting the Department's standard detail under the curbing, with connections to the storm
drainage system.
· Please coordinate the purchase, installation and maintenance agreement of any proposed signage
xvithin the existing or proposed City right-of-way with the Street Department.
· Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for 15-foot travel lanes on the property side of Pennsylvania and 131st
Streets. Auxiliary lanes shall be measured from the edge of the 15-foot travel lane. Please add a
note to the site plan that all existing pavement shall be sawcut to a clean edge where new
pavement (for widening or for auxiliary lanes) is to be installed adjacent to existing pavement.
Any new pavement placed in the Pennsylvania or 131st Street rights-of-way for widening, for
auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following
section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on
7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate
this section with hatching on the plans and appropriate reference in the legend.
· The City typically requires 1" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thermoplastic striping. Please

· The Department does not typically allow manhole castings or valve boxes to be located within

sanitary sewer located in the public roads is acceptable. The Department requests that any valve
boxes indicated within the proposed public roads be relocated. The Department requests that a
note be added to each sheet that states that no valve box shall be placed within pavement,
sidewalks or curbing within existing or proposed right-of-way.
· Where does the sanitary sewer to west out of Structure 808 go? Please indicate on C503 or note
that it is shown on the profile sheets.
· Some TC's are missing for the structures for the future Grand Boulevard on Sheet C502.
14. Please remove Sheet L101, Planting Plan and Sheet L102, Notes and Details, from this set ofplans.
The Engineering Department does not approve landscape plans.
15. Please provide Plan and Profile Sheets for the proposed public streets. Label complete elevations on
the profiles and add any existing and proposed sub-surface drain, water, sanitary and storm pipe

proposed City right-of-way. The Department assumes that the storm system will be a private system,
but recommends that the entire storm system be constructed to meet the following requirements to
facilitate future acceptance by the City: "Bedding, haunching, and initial backfill for all RCP
installations shall be B-Borrow for Structure Backfill meeting the material requirements of the INDOT.
Bedding shall be placed in the trench bottom such that after the pipe is installed to grade and line, there
remains a 4-inch minimum depth of material below the pipe barrel and a minimum of 3-inches below
the bell. For pipe sizes 66-inches and larger, the minimum depth of material below the pipe barrel shall
be 6-inches. Bedding shall be placed to be uniform as possible, but shall be loosely placed
uncompacted material under the middle third of the pipe prior to placement of the pipe. Haunching and
initial backfill shall be compacted in 8-inch maximum lifts to not less than 90% Standard Proctor
Density for the entire depth of the material placed. The backfill shall be brought up evenly on both
sides of the pipe for the full length of the pipe. Haunching shall extend to the springline of the pipe.
The limit of initial backfill shall be 6-inches above the springline. Minimum trench width shall be the
outside diameter of the pipe plus 18-inches. Final backfill for all RCP installations under and within 5-
feet of pavement (including sidewalks) shall be B-Borrow for Structure Backfill meeting the material
requirements of the INDOT and shall be compacted in 6-inch maximum lifts to not less than 95%
Standard Proctor Density for the entire depth of the material placed. The backfill for the top 6-inches
of the excavation below the start of the aggregate subbase of the pavement shall be No. 53 Stone
meeting the material requirements of the INDOT and shall be compacted to not less than 95% Standard
Proctor Density. Final Backfill for all RCP installations greater than 5-feet from any pavement shall be
clean fill material free of rocks larger than 6-inches in diameter, frozen lumps of soil, wood or other
extraneous material, compacted in 12-inch maximum lifts to not less than 90% Standard Proctor
Density for the entire depth of the excavation." and that these installations conform xvith the following
minimum cover requirements: "For installation of Storm Mains, Water Mains, Sanitary Mains, Water
Service Laterals, Sanitary Service Laterals under City streets, regardless of the jurisdiction of the
utility, the minimum cover from the top of the installed pavement to the top of the installed pipe shall

Please provide the Department with copies of any traffic studies that have been conducted related to
this Development.
The City assumes that the storm system will be a private system. If this is the case, the Department will
require easements for the storm piping that receives and conveys the water from the proposed public
streets.
Please revise Note 5 on the 700 series sheets to include the Department of Engineering for approval to
ensure that the minimum cover requirements within existing and proposed City right-of-way are
satisfied.
The Department standard details are recommended for all private installations unless the details shown
exceed the Department's standard details.
All paving within the existing and proposed City right-of-way shall conform to the requirements of the
Department of Engineering. Please add a note to the drawings that the Contractor shall contact the
Department of Engineering to schedule a pre-construction meeting to review the Department's
construction requirements, staff notification requirements, required inspections for certain stages of the
work and to review the authority of the Department as it relates to work within the existing and
proposed City right-of-way.

These comments represent the Department of Engineering' s third review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department
approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approval.
The plans have been submitted to the City's consultant for drainage review. Comments from the drainage
review will be forwarded to your office when the review is complete
The Department of Engineering reserves the right to provide additional comments based on subsequent
reviews.

Please prepare dedication documents for all rights of way along perimeter streets. These
include Pennsylvania Street (45 feet), West Main Street (60 feet), the comer of
Pennsylvania and West Main (50 feet), and Grand Boulevard (100 feet). This process
will be handled through City of Carmel Engineering.
Identify all internal roads that are to be dedicated to the public.
Staff recommends that the internal public street (accessed from Pennsylvania Street)
continue to Grand Boulevard. This internal public right of way will also require a street
name. Please label accordingly.
Please provide sidewalk along the north side of building 14. This sidewalk should
provide a link between the 4 foot wide walk to the west, and the 8 foot wide walk that
runs along the Grand Boulevard right of way to the east.
The maximum front yard setback in the Old Meridian - Multi Family Zone is 10 feet.
Buildings 12 and 13 are shown with front setbacks of 14.23 feet and 16.57 feet
respectively. Please revise accordingly.
Please wait to submit a revised primary plat until after the Technical Advisory Committee (TAC) has met
on this application. The resubmitted plat should include edits addressing the above comments along with
